About this file

This Request for Proposals (RFP) is issued by Talent Irrigation District for professional inspection services of the Billings Siphon Pipeline, a 30-inch diameter, bar-wrapped steel-cylinder concrete pipe constructed in 1960 that spans 6,729 feet and crosses under Interstate 5, Bear Creek, U.S. Highway 99, and the Central Oregon and Pacific Rail line. The District seeks experienced inspection firms to assess the pipeline's overall integrity, identify potential failure risks, and determine projected life expectancy to support future upgrade decisions. Proposals are due October 25, 2024, at 1 PM Pacific Time, with inspection activities scheduled to occur between November 2024 and March 2025, and final deliverable reports expected in April 2025. The pipeline has experienced multiple leaks and is critical to water delivery on the west side of Bear Creek Valley. Talent Irrigation District will provide access to the pipeline entrance, exit, and midway manhole, along with logistical support and water for flushing and sensor advancement operations.

Proposal evaluation will be based on inspection firm experience with bar-wrapped or similar pipe and relevant services completed in the previous five years (25 percent), total project costs including mobilization and demobilization (25 percent), proposed inspection methods and rationale (15 percent), client references from similar services (10 percent), proposed deliverable reports and condition evaluations (10 percent), inspection planning and logistics (5 percent), schedule availability (5 percent), and draft inspection service agreement (5 percent). The contractor must provide proof of liability insurance and agree to indemnify and hold harmless both Talent Irrigation District and the United States Bureau of Reclamation. Cost is a factor but not the determinant in contract award. The Billings Siphon is operated by Talent Irrigation District under contract with the Bureau of Reclamation, which holds title to the facility, and the District encourages disadvantaged, minority, and women-owned firms to submit proposals.

INTRODUCTION

Talent Irrigation District (TID) is requesting proposals for professional inspection services for the Billings Siphon Pipeline. Experienced inspection firms are requested to submit proposals on or before October 25, 2024, at 1 PM Pacific Time. This RFP is intended to provide background information for the requested service and existing site conditions.

TID operates an extensive network of irrigation water collection and delivery including the Billings Siphon. TID and the United States Bureau of Reclamation (Reclamation) have a long-standing relationship in the operation and maintenance of Reclamation administered facilities. These facilities are held in title by the United States and operated by TID under contract with Reclamation.

A site review can be conducted by interested firms before the due date of proposals and should be coordinated through the TID Manager, Wanda Derry at tid@talentid.org. All correspondence should be titled “Billings Siphon RFP”.

TID encourages disadvantaged, minority, and women-owned firms to respond.

BACKGROUND INFORMATION

The Billings siphon was constructed in 1960 as part of the Reclamation Rogue River project. The pipeline is 30-inch diameter, bar wrapped steel-cylinder concrete pipe. The pipeline is 6,729 feet in length (from Sta 1+55 to Sta 68+84) and has experienced several leaks in one location. The pipeline is a critical connection between the east and west sides of the Bear Creek Drainage as it crosses under Interstate 5, Bear Creek, U.S. Highway 99, and the Central Oregon and Pacific Rail line. Given its age, leak history, and criticality to delivering water to the west side of the Bear Creek Valley, there is considerable concern regarding the overall integrity, potential for significant failure, and the projected life expectancy of the pipeline. An inspection and evaluation of the pipeline integrity is being sought to assist in decision making for future upgrades.

The pipeline is open to atmosphere at each end which are both accessible to motor vehicles. The pipeline has an access manhole at approximately Sta 33+05 on the east side of Bear Creek. This manhole is accessible to vehicles along a bike path and should be considered available for inspection purposes.

The pipeline operates during irrigation season which is usually April through September. Inspection is desired to occur during the period of November 2024 – March 2025. TID and Reclamation are planning to perform a visual inspection of accessible pipe reaches during the month of October 2024. Any results from this inspection will be made available to the selected inspection firm. The visual inspection will only be for accessible portions of the pipeline and not of the entire length.

SCOPE OF WORK

Based on knowledge and experience, inspection firms should propose an inspection and evaluation service to assess the condition and integrity of the pipeline. It is desired to provide TID and engineers with information to determine if pipe upgrades are warranted and if so, what types of upgrades should mailto:tid@talentid.org be considered. TID is relying on the experience and expertise of the inspection firms to propose the most appropriate inspections service at a reasonable cost. Cost will be a factor but not the determinant in awarding a contract.

Contractor shall provide proof of liability insurance and agrees to indemnify and hold harmless TID and Reclamation.

SERVICES PROVIDED BY TALENT IRRIGATION DISTRICT

TID will provide access to the pipeline entrance, exit, and near the midway manhole. TID will provide logistical support and water as needed for flushing the pipeline and water for use in advancing pipeline sensors.

PROPOSAL REQUIREMENTS and EVALUATION CRITERIA Proposals should include at least the following elements. These elements and how they are addressed will serve as the basis of proposal evaluation and award.

Proposal Elements and Percentage of Evaluation Scoring %
