About this file
This is a Request for Proposal (RFP) document issued by Baldwin County, Georgia, for the establishment of an exclusive contract to provide Advanced Life Support (ALS) and Basic Life Support (BLS) ambulance response services for 911 emergency calls throughout Baldwin County. The RFP seeks a qualified ambulance service provider capable of delivering comprehensive emergency medical transportation and response capabilities. The contract is being re-issued, indicating this is a replacement for an existing or previously solicited agreement. Specific details regarding response time requirements, service coverage areas, vehicle specifications, and staffing qualifications are outlined within the document to ensure bidders understand the operational scope required to serve the county's emergency medical services needs.
The RFP establishes pricing terms that bidders must submit as part of their proposals, though specific pricing structures and payment methodologies are detailed in the document's financial sections. The solicitation process includes evaluation criteria for assessing bidder qualifications, experience, and capacity to meet Baldwin County's emergency medical services standards. As this is a re-issue, consideration of incumbent performance and lessons learned from previous contract administration inform the current requirements. Bidders must demonstrate financial capability, appropriate licensing and certifications, adequate equipment and personnel resources, and the ability to maintain service continuity. The contract term and any renewal options provide the county with a defined period of service commitment while allowing for future adjustments to meet evolving emergency medical services demands in Baldwin County.

1.2 Award Conditions
This request is not an offer to contract or a solicitation of bids. Upon receipt and review of responses, the County will determine the party and proposal that in the sole judgment of the County is in the best interest of the County (if any is so determined), with respect to the evaluation criteria stated herein. The County then intends to conduct negotiations with such party(s) to determine if a mutually acceptable contract may be reached and in the course of doing so may use ideas expressed in any proposal.

RFP, the committee will assign a composite rating to the deliverables of each statement of qualifications and proposal submitted. Proposers understand and accept that by responding to this solicitation they are willingly participating in a process that consists to some degree of subjectivity on the part of selection committee members in determining the firm capable of providing the best overall solution.
