SCOPE OF WORK
Demolition of All Improvements at 1103 Pine Street, Victoria, Texas
Project Overview
The City of Victoria is soliciting bids for the complete demolition and removal of all aboveground structures and improvements located on approximately 3.4 acres at 1103 Pine Street, formerly the City of Victoria Water Treatment Facility. The site is being prepared for future residential redevelopment.
Scope of Work
1. Demolition of Structures
Contractor shall demolish and remove all buildings, foundations, slabs, and structural remnants associated with the former water treatment facility. Structures include, but are not limited to:
o Utility shed o Pump station building o Aeration facility o Warehouse o Equipment storage bays o Three large-volume vertical water storage tanks (approximately 45,000 to
325,000 gallons)
Lead-Based Paint Precautions
Demolition of structures, including the water storage tanks, shall be performed in accordance with the OSHA Lead Construction Standard (29 CFR 1926.62) and the Respiratory Protection Standard (29 CFR 1910.134) during demolition activities that may generate airborne lead concentrations. The contractor shall use good industry practices to minimize the deposition of lead-based paint debris or residues into site soils.
Common recommended practices that should be employed for this project include the implementation of wet demolition techniques and/or selective removal of lead-containing-paint components to the extent possible (e.g., removal of doors, rails, etc. prior to demolition to help minimize risk). The wet demolition technique is used in lead-safe demolitions to prevent exposure to toxic lead dust by spraying water on the demolition point to reduce the risk of dust becoming airborne. Special care should be taken during handling, containment, and disposal of any painted materials to prevent worker exposure or environmental impact.
The contractor must perform a Toxicity Characteristics Leachate Procedure (TCLP) of any lead-painted building materials before these materials can be transported to a licensed landfill for disposal. The contractor should contact the permitted landfill facility that will be receiving the waste for directions as to the number of samples required to effectively profile the lead-based paint waste stream.
2. Underground Storage Tank (UST) and Well Decommissioning
The contractor shall properly decommission and remove any remaining UST system components, including the approximately 500-1,000-gallon capacity fluoride storage tank, prior to any further site work.
Onsite UST System. The former onsite UST system is not registered with Texas Commission on Environmental Quality (TCEQ) as its former operation for the bulk storage of a fluoride solution used for drinking water treatment is not regulated pursuant to Title 30 of the Texas Administrative Code, Chapter 334, which generally pertains to the use of underground and aboveground storage tanks used for the bulk storage of hazardous substances. Although the subject UST system is not formally regulated under the referenced rules, contractors shall conduct removal activities in general accordance with requirements set forth in §334.55, which pertain to the permanent removal from service of a UST system. Although TCEQ construction notification will not be necessary, contractor shall follow other general requirements that pertain to: (i) the removal of any residual fluids and cleaning of the UST; (ii) removal of the UST system components from the ground; (iii) proper handling, transportation, and disposal of substances removed from the UST in addition to UST system components; and (iv) visual inspection of the excavations and areas surrounding the UST system to identify evidence of a past spill or release.
Onsite Water Wells. According to State database records, two water-supply wells were located at the subject property and used in association with past water treatment facility operations. Both wells were reportedly completed to depths of approximately 1,000 feet in the underlying Gulf Coast Aquifer. One of the subject wells is reportedly plugged and abandoned whereas the second well is reported as being capped. A well cap is a temporary measure for water wells to be used at a later time. Contractor shall conduct the following to address these wells in accordance with requirements promulgated by the Texas Department of Licensing and Regulation (TDLR) to ensure the protection of groundwater resources:
i. Evaluation of both well sites by a water well driller licensed by the TDLR.
This assessment will help determine the condition of the wells and confirm whether they have been properly capped and plugged in accordance with Title 16 of the Texas Administrative Code, Chapter 76, Section 104.
Abandoned and/or deteriorated wells serve as direct conduits to the groundwater or aquifer. Locations of all plugged or capped water wells shall be identified and marked.
ii. The capped water well should be properly plugged and abandoned to prevent well deterioration. Abandonment shall be in accordance with referenced regulatory guidelines.
iii. Contractor shall coordinate and complete proper plugging and removal of surface components at both well locations in accordance with State requirements to prepare the site for redevelopment. With respect to the plugged water supply well, Contractor shall ensure that the surface casing is cut down to a minimum depth of 10 feet relative to existing ground surface so as not to impede future land development activities and installation of underground utilities.
3. Site Clearing and Removal o All fencing, piping, equipment, utility connections, and remaining surface or subsurface improvements shall be removed.
o Below-grade features, including slabs and foundations, must be removed to a depth of at least 3 feet below existing grade unless otherwise directed.
o All demolition debris shall be removed and properly disposed of in accordance with applicable regulations.
4. Site Restoration
The contractor shall grade the site to ensure positive drainage and leave it clean, stable, and free of hazards and debris.
Asbestos Information
Asbestos abatement has been completed on all structures at the site. The City of Victoria will provide the contractor with a copy of the asbestos survey report confirming that no asbestos-containing materials remain.
Environmental Considerations
A Phase II Environmental Site Assessment has been completed. No significant soil contamination requiring TCEQ notification or special management procedures was identified. Provided that soils are not affected by the demolition of existing structures containing lead-based paint, excess soils generated during demolition activities may be managed as routine spoil unless directed otherwise by the City.
