RFP Attachments Summary - Centro Español Lease and Redevelopment
This is a Request for Proposals (RFP) document issued by the City of Tampa, Florida, seeking a qualified 501(c)(3) non-profit organization or private for-profit corporation to lease and redevelop Centro Español, a historic building located at 2306 N. Howard Avenue in the West Tampa National Historic District. The RFP solicits proposals for leasing the main Centro Español building (including its theatre and surrounding paved parking and retention areas), the North Lot, and potentially two vacant lots to serve as ancillary parking. The lease premises are available for occupancy beginning February 2030, pending the current tenant's vacation of the facility. The initial lease term is ten years with two optional five-year renewal periods. Proposers must demonstrate prior experience operating similar leased facilities under government or private agreements, possess financial capacity to fund improvements and operations, and commit to using the property in compliance with Community Development Block Grant (CDBG) use restrictions. All building improvements must respect the historic character of Centro Español and adhere to the U.S. Secretary of the Interior's Standards for Rehabilitation, with renovation plans requiring approval from the Architectural Review Commission.
The lease shall be structured as triple net, with the proposer responsible for all operating expenses, capital costs, repairs, maintenance, utilities, janitorial services, security, insurance, taxes, and special assessments. The City will maintain property insurance covering 100% replacement cost at the proposer's expense. Proposers must maintain minimum cash reserves of $50,000 and provide annual financial reporting. Proposers are required to submit detailed financial documentation including three years of federal tax returns, audited financial statements, projected annual income, and evidence of funding sources for building improvements and annual operating obligations. The property is provided as-is on a triple net basis, with interior and structural improvements at the proposer's sole expense and subject to City written approval. The lease cannot be assigned, mortgaged, or encumbered without City consent. Proposers must comply with the City's Equal Business Opportunity and Apprenticeship programs and maintain required insurance coverages including Commercial General Liability ($1M per occurrence minimum), Automobile Liability, and Worker's Compensation, with the City named as an additional insured.
