About this file
This is a Certified Disadvantaged Business (COBID) Outreach Plan attachment for RFP S-12300-00017155 issued by the Oregon Business Development Department on behalf of the Oregon Arts Commission and Cultural Trust. The procurement seeks an event coordinator or firm to manage and coordinate Oregon's Arts & Culture Awards and Summit event, which will highlight achievements and explore key issues related to arts and culture development in Oregon. The document serves as a template for proposers to document their outreach efforts to certified firms and their commitment to providing equal participation opportunities for disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, veteran-owned businesses, and emerging small businesses in the performance of any resulting subcontracts.
Proposers must disclose whether they are Oregon-certified firms, provide lists of certified and non-certified firms they have worked with in the past two years, and identify any anticipated subcontracting opportunities with approximate dollar values if awarded the contract. Proposers must describe the steps they will take to solicit certified firms for subcontracting and commit to reporting subcontractor identities and values to COBID upon contract award. This outreach plan information is not scored as part of the evaluation but is mandatory for submission if subcontracting opportunities are anticipated. The document requires proposers to affirm they will take reasonable steps to ensure certified firms have equal opportunity to compete for and participate in contract performance.
