About this file

This is a Responses to Vendor Questions document for an Investment Account and Portfolio Management RFP issued by a state entity managing multiple investment funds and plans. The RFP addresses system requirements for investment accounting and portfolio management across multiple fund types including SMRS, the Lottery, and the Education Trust, serving approximately 517,000 members. The document responds to four key vendor inquiries regarding accounting standards, general ledger data requirements, tracking scope, and transaction counter functionality. The solicitation requires vendors to understand that the state applies GAAP-basis accounting without the need for income statement or balance sheet generation, and that data submitted to the general ledger should be at the pool or fund summary level rather than individual trade or member detail.

The accounting system must track transactions at the fund level rather than the individual member level and should include summary-level transactions for funds with specific investments rather than detailed transaction records. For reporting purposes, the system must provide a counter of all transactions posted, with the counter based on a predetermined time period. The general ledger receives summary-level transactions at the pool level, with individual investment details not transmitted for funds with specific investments. These requirements establish the foundational system specifications for vendors responding to the investment portfolio management opportunity.

Question
Answer
As part of the investment accounting requirements, does the BOI need to perform IFRS or GAAP-type accounting? This includes defining the chart of accounts, maintaining the accounting rules, running an income statement or balance sheet, etc?
We apply GAAP basis to our accounting. The system does not need to create an income statement or balance sheet.

Can you provide an example of the type of data that needs to be sent to the General Ledger? Are these trade-level data (e.g. Buy/Sell, quantity, price, etc.) or account posting-level (e.g. account, debit/credit, and amount)?

The types of transactions sent to the State’s G/L are summary level transactions at the ‘Pool level”, For funds with specific investments, transactions are summarized details for individual investments are not sent.

For requirement B1: is the requirement to track at the plan level (e.g. SMRS, the Lottery, the Education Trust, etc.) or at the individual member level (i.e. the 517,000 members)? For requirement B1: is the requirement to track at the plan level (e.g. SMRS, the Lottery, the Education Trust, etc.) or at the individual member level (i.e. the 517,000 members)?
Tracking is at the fund level not the member level.

Please clarify what is meant by a Transaction Counter based upon a predetermined time period.

For reporting purposes we need a counter of all transactions posted to the system.
