About this file
This is Addendum #1 to a Request for Proposals issued by the City of Silverton, Oregon Public Works Department for engineering design and permitting services related to an Aquifer Storage and Recovery (ASR) system. The addendum, issued on July 7, 2026, modifies the original RFP issued on June 25, 2026, with proposals due on July 21, 2026 at 2:00 PM. The project scope includes advancing a preferred ASR alternative to approximately 30 percent design level to support permitting, budgeting, and future final design and construction. Primary tasks encompass project management and coordination, data review and site evaluation, pipeline and system integration analysis, permitting and regulatory coordination, cost estimating and implementation planning, and preparation of a final ASR Design and Permitting Study Report. Work must be completed within a 36-month grant performance period from the effective date of the grant agreement.
The addendum clarifies scope modifications by removing Tasks 7, 8, 9, and 10 to eliminate duplication in permitting coordination, cost estimating, and reporting requirements. The addendum also addresses proposal submission requirements, specifying that the cover page is excluded from the 20-page limit but the cover letter is included. All proposal content—including cover letter, resumes of key personnel, references, proposed project schedule, and other materials—counts toward the 20-page limit. The project is funded through a $300,550 grant from the Oregon Business Development Department's Aquifer Recharge Testing Program. Qualified consultant teams must demonstrate a minimum of five years of relevant experience in ASR system design, hydrogeologic evaluation of Columbia River Basalt Group aquifers, municipal drinking water system planning, groundwater modeling, and Oregon water rights and UIC permitting. Proposals must be submitted in PDF format via email to Jerry Nelzen at jnelzen@silverton.or.us.

Addendum #1 Project # PN20-1038 Addendum #1 Issue Date: 7/7/2026 RFP Issue Date: 6/25/2026 RFP Closing Date and Time: 7/21/2026 at 2:00 PM
RFP Closing Date and Time: No Change
Project # PN20-1038 This Addendum is issued to the above referenced RFP and forms a part of the contract documents and modifies the original scope of work, specifications and drawings, requirements and deadlines. Except as changed by this Addendum, all terms, conditions, scope of work, plans, specification, requirements and deadlines in the original RFP and previous addenda remain unchanged.
Please note the FOLLOWING modificationsTO the above referenced RFP:
Question: Task 4 and Task 7 both cover "Permitting and Regulatory Coordination". Task 4 appears to involve implementing permitting requirements, whereas Task 7 appears to involve developing a roadmap and strategy for permitting. Could the City clarify whether these tasks represent distinct project phases or constitute duplication?
Answer: Remove Task 7, Task 8, Task 9, and Task 10.
| Question: Task 3 includes planning-level construction cost estimates and a phased implementation strategy, while Task 8 contains identical requirements. Is Task 8 a repetition, or does it cover a separate scope? |
| Answer: Remove Task 8 |
Question: Task 5 covers final report preparation and the City Council presentation, which appear to be repeated in Task 9 (presentation) and Task 10 (report preparation). Will the City clarify if these tasks are duplicative?
Answer: Remove Task 9, and Task 10.
Question: Page 8 states, “The cover letter is included in the page limit. Cover page is excluded from page limit.” Can you clarify the distinction between the "cover page" and the "cover letter" for page count purposes? Is the “Cover page” the front cover (proposal title, etc.)?
Answer: Yes. The cover page refers to the proposal's front cover and may include the proposal title, RFP title, project number, consultant name, and other identifying information. The cover page is excluded from the twenty (20)-page limit. The cover letter is a separate document immediately following the cover page and is included in the twenty (20)-page limit.
Question: Section 8 sets a maximum proposal page limit of twenty pages. Do resumes, references, and schedules count toward this page limit?
Answer: Yes. With the exception of the cover page, all proposal content is included in the twenty (20)-page limit. This includes the cover letter, resumes of key personnel, references, proposed project schedule, and any other materials submitted as part of the proposal.
