About this file

This is a pricing template for NATO's Force Lethality Enhancement eXtended (FLEX) Modelling and Simulation Study solicitation (RFP-ACT-SACT-26-16-Part-C). Bidders are required to complete and submit this spreadsheet as their financial offer, with all unit rates and prices to be firm fixed and fully inclusive of materials, works, tooling, maintenance, equipment, overheads, profits, contingencies, and insurance. The template contains two research topics: Research Topic #1 addresses Technology-enabled Combat Support/Combat Service Support focusing on Mobility and Gap Crossing in Contested Environments, with three deliverables (monthly interim reports September through December, draft report with data interrogation due November 30, 2026, and final report due December 13, 2026); Research Topic #2 covers Collaborative Combat Aircraft Concepts of Employment and NATO Autonomy Reference Architecture for Smaller NATO Nations, with seven deliverables spanning from an Inception Note due September 30, 2026 through a Final Report and Supporting Data Package due February 10, 2027. All deliverables are to be provided at the Contractor's Facility or via VTC. Bidders must complete the pre-amble tab with company information, signature, and stamp, and fill only the yellow-highlighted cells in Tab 1 containing the deliverable price schedule; the template currently shows $0.00 totals for both research topics and requires bidders to input their firm fixed prices per deliverable.
