Statement of Work:
Digital Marketing Platform
USHMM RFP 954767-21-R-0209 Page 1 of 14 Digital Marketing Platform
1 BACKGROUND & GOALS
1.1 A living memorial to the Holocaust, the United States Holocaust Memorial Museum (hereafter referred to as “USHMM” or “Museum”) inspires citizens and leaders worldwide to confront hatred, prevent genocide, and promote human dignity. As an independent establishment of the U.S. Government with gift acceptance authority, federal support guarantees the Museum’s permanence, and its far-reaching educational programs and global impact are made possible by donors, members, educators, universities, leaders in governments and the public, just to name a few.
1.2 USHMM’s efforts to expand diversify, and more effectively engage audiences, particularly younger audiences, are critical to securing the permanent relevance of the Holocaust as it recedes further in time. Trends seen in the nonprofit space show that digital media provide the most affordable, accessible and scalable avenues for audience diversification and growth --with even greater reliance on USHMM's email and web communications now due to its digital pivot in response to the COVID-environment. USHMM is seeking a digital marketing automation platform (hereafter, the “Digital Marketing Platform” or “Platform”) to support it’s vast and growing digital marketing efforts. Among other things, the team seeks a cloud-based platform with strong back-end user experience, making it easy for staff to navigate and execute a range of marketing tasks. The platform must also interact/integrate well with platforms within our current system ecosystem. We fully recognize that no single system will contain all of our desired functionality out of the box, however, our ideal solution would be intuitive, well integrated, and allow Museum users to execute our programs and campaigns nearly independently.
1.3 USHMM utilizes the Amergent Portfolio constituent relationship management (CRM) system. We seek to establish a 2-way automated data sync between our offline database and the digital marketing platform. In the immediate term, we also need to ensure a regularly occurring and reconcilable data transfer between offline systems and other digital systems in our ecosystem used to support online event registration, constituent management, digital fundraising and processing, cross-platform analytics and data lakes/repositories. This will require the setup of two distinct functional architectures: The Digital Marketing Platform operations to begin immediate integration with current systems and abilities to work within other industry platforms the Museum may utilize at a later period.
1.4 USHMM has an existing database of Member and Donor constituent records on its current digital marketing platform (EveryAction). This RFP is not intended to encompass b digital fundraising tools or for the Marketing Platform to act as the primary database of record.
However, select data from EveryAction set will be integrated in the database of the awarded Marketing Platform -- and may require one-directional migration of historical online-related data.
USHMM RFP 954767-21-R-0209 Page 2 of 14 Digital Marketing Platform
1.5 To further its engagement objectives, USHMM requires experienced partner(s) who have a proven record of accomplishment in delivering digital marketing platform capabilities.
1.6 The term of this opportunity shall be Base Year starting March 29, 2021, plus four option years concluding March 28, 2026.
2 SCOPE OF WORK.
The USHMM is seeking a Digital Marketing Platform to support robust email, online form, and webpage requirements for digital stewardship and engagement goals needed to foster the growth and diversification of audiences beyond its core.
Services include:
● Email automation
● Dynamic web page management
● Database Segmentation
● Open and secure API integration
● Automated and flexible performance analytics & reports
● Flexible back-end user/admin experience and capabilities
● On-demand and live technical support

6 EVALUATION
6.1 Method. USHMM will assess Offeror’s Technical Proposal as evidenced by Offeror's commitment to meeting all the Museum's requirements and specifications as stated herein. Each member of the evaluation panel shall be accorded equal weight in his or her rating of proposals, applying the following criteria against the information requested in section 5 of this RFP, first individually and independently, and then meeting collectively to establish consensus regarding a technically competitive range. Sub criteria are generally treated as equivalent and not necessarily prioritized in the order in which they appear. USHMM intends, but is not obligated, to use a qualitative evaluation method for its review. USHMM shall award a contract to the Offeror who thereafter is determined to present the best overall value to USHMM. USHMM reserves the right in all cases to be the sole judge determining whether an Offeror meets the evaluation criteria.
6.2 Technical Brief. Museum will assess Offeror’s understanding and fulfillment of the requirements -- the fit of the proposed digital marketing platform, its completeness and appropriateness in meeting the Museum's requirements and specifications as stated herein, specifically:
6.2.1 suitability of the proposed digital marketing platform’s functional and technical requirements, including level of maturity and the extent of demands on USHMM staff [as elaborated pursuant to RFP Sections 5.1.1 and 5.1.2] and;
6.2.2 ease of use, productivity, flexibility and reusability, integration and support, and speed/timeliness of implementation [as elaborated pursuant to RFP Section 5.1.3].
6.2.3 the extent to which Offeror’s overall digital marketing platform approach minimizes USHMM’s cost and risk [as elaborated pursuant to RFP Sections 5.1.3 and 5.1.4]; and
6.3 Past Performance. USHMM will evaluate Offerors on performance under existing and prior contracts/subcontracts for work similar in nature and complexity to this requirement using the following specific factors. USHMM will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. To this extent, USHMM may use information obtained from the Offeror, from calling references, and from sources other than those provided by the Offeror. Each Offeror’s past performance will be evaluated for the quality of services, customer satisfaction, and timeliness of performance, business relations, cost control, and relative projected performance risk. The successful Offeror will have demonstrated the following capabilities (note that these sub criteria are not necessarily prioritized in the order in which they appear):
6.3.1 General
USHMM RFP 954767-21-R-0209 Page 8 of 14 Digital Marketing Platform
(1) The level of corporate experience as evidenced by successful implementation of projects in other similar or larger agencies/organizations (including delivering mobile solutions, specifically, design and installation of mobile interactive technology and/or functionality) in facilities and learning contexts similar to USHMM’s;
(2) Corporate viability (an assessment which may be based in part on general vendor staff capabilities and part on independent assessment sources used regularly by
USHMM);
(3) Demonstrable experience with data migration and integrating with other database solutions (specifically Amergent’s Portfolio CRM, Tableau, EveryAction, MailChimp and/Certain);
(4) Overall impression platform functionality, related to contractual factors (e.g., quality of services, client satisfaction, timeliness of performance, business relations, and cost control).
6.4 Price. Museum shall evaluate pricing consistently with inverse correlation to cost such that the lowest price yields the highest rating.
6.4.1 Since the evaluation of pricing will represent a portion of the total evaluation, an Offeror might not be selected for award because of unreasonable, unrealistic, incomplete, inaccurate, or noncurrent cost proposal information. Offerors are solely responsible for assuring that pricing information is provided in a manner that allows USHMM to make such a determination.
6.4.2 Each Offeror’s cost information will be evaluated for realism, completeness, and reasonableness to determine the Offeror understands of the work and ability to perform the contract. Realism is evaluated by assessing the compatibility of proposed costs with the technical/management/qualifications of the personnel. Completeness is evaluated by assessing the level of detail the Offeror provides in cost information for all requirements.
Reasonableness is evaluated by assessing the acceptability of the Offeror’s methodology used in developing the cost. The existence of adequate cost competition may support a determination of reasonableness. This includes both original submissions and final proposal revisions (if requested).
6.5 Weight. Subject to the caveats in section 6.6, below, the Technical and Business Proposals are considered equally important and shall be given equivalent weight. USHMM shall award a contract to the Offeror whose proposal represents the best value to the Museum.
6.6 Complete Information & Contractual Compliance
6.6.1 Failure to furnish complete information requested in the RFP may cause the Offeror to be deemed unacceptable and be removed from further consideration.
USHMM RFP 954767-21-R-0209 Page 9 of 14 Digital Marketing Platform
6.6.2 Offers are solicited on an "all or none" basis and failure to submit offers for all line items listed may be cause for rejection of the offer.
6.6.3 Functional requirements include items desired by USHMM and are meant to be comprehensive but not all inclusive. Thus, if USHMM may have omitted a key operational component of a required system that would normally be expected to be included, the Offeror bears the burden of demonstrating the omitted capability.
6.6.4 Offerors are hereby on notice that substantive and material and/or multitudinous exceptions taken to USHMM’s proposed contract language may result in a reduced Business Proposal rating.

ATTACHMENT A
Platform Philosophy and Functional Requirements Matrix
The United States Holocaust Memorial Museum is seeking a Digital Marketing Platform to support its digital marketing and constituent engagement efforts. As indicated throughout this RFP document, we are in search of a digital solution that provides the technical capabilities to efficiently execute its email & associated digital marketing communications. What follows is a brief summation of the roles and critical functions USHMM relies on the Digital Marketing Platform for in the development and execution of digital engagement activities.
As an introduction to the Functional Requirements Matrix, our goals for this document are as follows:
● To share information with you about use cases, our systems and, importantly, our vision for the Museum’s digital marketing programs. Our hope is that you will come away with a more informed understanding of us.
● To get an in-depth view of your product’s basic functionality based on Museum needs described in the Matrix. We hope to learn from you how your product and services can help the Museum to generate more leads and engage in meaningful and dynamic ways with the individuals who support our work.
● To have a better understanding of how your product would help the Museum address some of the primary challenges it currently faces related to digital marketing.
We understand that your product and services may not offer all the elements of functionality we have outlined here. To that extent, we ask that you identify how and by whom your product and services might be augmented to maximize the fulfillment of these requirements, where possible detailing the existing relationships you have with any third-party vendors who can help support them.
I. Client Services
A. The Museum is simultaneously working to advance our program while being realistic and thoughtful about financial and human resources. As many as 14 internal users play some role in executing our digital marketing and membership efforts, with 3-4 individuals playing a primary everyday role. Additionally, we retain the services of an outside agency to assist with setting strategy and executing portions of the day to day work. We expect to establish an equally close relationship with our technology and tools vendors and would like to understand better your approach to client services.
USHMM RFP 954767-21-R-0209 Page 11 of 14 Digital Marketing Platform
II. Basic Functionality
Below are the components and functions the Museum considers most valuable to our success in digital marketing. In the space allotted (see RFP par. 5.1, et seq.), we ask that you illustrate first-hand how your system addresses each element.. We fully recognize that no system will be able to fulfill all of our expectations and encourage direct and clear communication about both the strengths and the weaknesses of your tools. Among other things, the Museum seeks a tool accessible via the internet that interacts well with other internal systems and is easy to navigate.
Our ideal solution would be intuitive and allow Museum users to execute our programs and campaigns nearly independently.
A. Users, System Access, and Interfaces: Of significant importance to Museum staff is the ease with which our marketing tools may be accessed, customized and utilized - depending on individual users’ roles and responsibilities. Please demonstrate the process for creating and managing user accounts and privileges and how internal users may customize their experience with your tools, including any dashboard functionality, interfaces, and saved/scheduled reports and queries. Also, for requested customizations beyond the core admin functionality, please provide a process for inquiry, evaluation of feasibility and general cost/hour.
B. Constituent Records: The Museum has many donor and non-donor constituents whose interactions, origins, giving behaviors, interests, relationships and levels of engagement vary considerably. Illustrate how to create and modify constituent records (based on these and other relevant factors) and how to access each record’s inbound and outbound engagements and interactions with the Museum – including emails sent and received, tracking and interactions with these assets within records, and how fields/records can be managed or updated at scale (as well as on an individual basis)
C. Constituent Segmentation & Targeted Communication: The Museum has multiple email lists and constituent groups (many of them overlapping) and communication streams. It is important that we are able to segment, suppress or target our supporters appropriately based on interest area, behavior, or unique relationship with the Museum Please share how your tool accommodates segmentation according to user preference, specifically how individual records are flagged and/or dynamically isolated; how segments are included and excluded from specific communications; and how constituent segments are compared and their performance summarized and reported upon.
D. Constituent Queries & Dynamic Groups: In order to optimize the supporter experience and level of personalization/customization of digital marketing components, the ability to query various elements is critical. Illustrate how to query constituents by name, address, flags (static and/or dynamic), giving history and behavior; financial transactions by amount, date, constituent, and source; non-financial transactions like surveys and inbound correspondence; campaigns; emails; source codes; and segments. Please share how your tool is able to power queries based off constituent records (e.g. zip code), giving history (e.g. lapsed donors) behaviors (e.g. email non-openers) and interests (e.g. genocide prevention) to create dynamic constituent groups.
USHMM RFP 954767-21-R-0209 Page 12 of 14 Digital Marketing Platform
E. Cross-channel Digital Engagement Tracking: In addition to our email subscribers, we also have a robust, sophisticated social media presence across social media platforms, and other internal networks/platforms including but not limited to website visitors, event registration, Museum ticketing and webs. It is critical that we have a holistic view of how these channels interact and enhance the supporter’s level of engagement with the Museum. Please illustrate how your tool tracks an individual’s engagement with the Museum across as many of these channels as possible, including email.
F. Content Creation, Management & Storage: The Museum creates vast amounts of content and requires a system that allows for customization of content for specific audiences.
Describe and/or illustrate for us how content can be created, edited, stored and repurposed for various audiences using your proposed solution.
G. Emailing & Testing: The Museum requires a tool that will allow for widely diverse types of outbound email communications whose intent is to educate, engage and activate constituents in various ways. We also recognize and value creating and delivering mobile responsive communications. Please demonstrate from scheduling, conceptualization to distribution how your tools will enable the Museum to fulfill its communications plans with constituents. We are interested in seeing how your system handles both managed and automated emails and how intuitive or complex versioning and personalization can be. Please also include a demonstration for how email tests are built, executed and evaluated based on variables like audience, subject lines, personalization, timing and other demographic and creative elements.
H. Reporting & Analytics: The Museum is increasing its investments across the board in lead generation online. We will need to understand just how productive our efforts are and the return on our investments. We must also understand our constituents’ retention and engagement metrics and trends over time. Please describe and/or illustrate - beyond opens, clicks and response - how your system is able to report on constituents’ behaviors and value over time.
I. Data Synchronization: The Museum utilizes Amergent’s Portfolio as the current CRM system. The Museum seeks to establish a 2-way automated data sync between our offline database and the digital marketing platform. Please share how your team and tool would approach the automated aspects of synchronizing data.
J. Data Hygiene: Maintaining reliable and accurate data is critical to executing a constituent-centric digital marketing program. Please illustrate and discuss the processes, scripts and tools you could employ to ensure the highest quality constituent and transaction data.
USHMM RFP 954767-21-R-0209 Page 13 of 14 Digital Marketing Platform
Specifically, we are interested in duplicate merge processes, name and address standardization, salutations, multiple email address management and house-holding.
K. Personal Information Security: Security is of paramount consideration at the Museum. Federal regulations require that we and the vendors we engage take every step to secure our constituent and payment data. We require PCI and PII compliance and that our digital vendors have in place procedures which ensure consistent updates to security protocols as new risks emerge. Please discuss your security protocols as they relate to data storage and transfer and share with us any potential additional security measures we might collectively need to take to ensure the highest level of protection.
III. Primary Challenges
Below, we list various Museum divisions’ high-level needs related to an online platform.
A. Marketing - The Marketing Office seeks a user-friendly and innovative tool that will allow the team too easily and dynamically segment donors, subscribers and constituents into various targeted marketing campaigns for promotion, stewardship and engagement purposes.
Audience growth and diversification across the Museum’s wide ranging program areas (e.g.
genocide prevention, holocaust education, scholarly research, philanthropy/donor stewardship) is a key function of the office, which requires sophisticated segmentation of +450k subscribers and donors to ensure appropriate and effective alignment with targeted multi-channel campaigns --with email as a central focus. The functions relevant to this process range from digital design (web, form, email) and content creation, to audience configuration and email deployment/page publishing.
Please share how your tool and staff support the following critical mobile functions:
1) Email performance reports and report customization capabilities. In addition to standard metrics, also include:
a) Donation metrics tied to gifts made through the email
b) Breakdown of performance by audience segments
2) Constituent interactions, covering communication touch-points (email, etc.), donations (donor status & source code) and interests
3) Dynamic social integration and email capture on landing pages
4) Email campaigns
5) Automated multi-track email Welcome Series based on origin or other factors
6) Customizable constituent preference center to handle multi-email list opt-ins and opt-outs
7) Email sign-up and survey forms

8) Email testing & optimization
9) Other items of importance, but not required to cover in demo:
a) Single sign-on or auto-login
b) Responsive email templates & landing pages
11) Deploy custom email content based on constituent preferences
12) Automate communications for specific constituencies based on their level of engagement/preferences/behaviors
13) Reporting capabilities showing results from various messaging streams
14) WYSIWYG content generation and editing
15) Provide analytics regarding constituents’ respective and collective messaging engagement to better predict future interest, behaviors, and responses to key messages
B. Shared Services Office (SSO) Services - SSO oversees back-end systems related to Major Donor and Membership transactional activity. Specific to digital fundraising, they reconcile transactional data across various systems, oversee data entry from online tool to the offline database of record (Amergent Portfolio CRM), and troubleshoot discrepancies related to data transfer and syncing. The team seeks an online tool that interacts well with other internal systems and that is easy to navigate.
Please share how your tool and staff support the following critical functions:
1) Daily transfer of files containing online interaction data (including name, contact information, engagement data - clicked, opened, behavioral data - visited x page)
2) Easily reconcile constituent data across various systems
3) Initiative search/filter functionality within database,
4) Process to combat and prevent fraudulent form submissions
