About this file
This document is a Request for Proposal (RFP-913OT) for Library Periodical Subscriptions from the University of Michigan (UM) Libraries. The RFP outlines comprehensive functional requirements for a subscription service covering approximately 7,238 titles, with mandatory requirements for supply, fulfillment, account maintenance, customer service, and management reporting. The contractor must be able to provide electronic ordering, invoicing, claiming, and reporting systems, handle print and electronic resources, and support approximately 95% of the current titles. Key requirements include providing an online catalog system, offering a toll-free customer service number, designating a dedicated contact person, and having at least ten years of experience serving Association of Research Libraries.
The RFP requires detailed vendor responses demonstrating capabilities in managing complex library subscription needs, including migration planning, on-site visits, customized reporting, and handling electronic resource licensing. Vendors must provide references from at least five U.S. Academic or Research Library customers with annual expenditures of $6 million or more, and demonstrate expertise in e-resource management. The document emphasizes robust digital infrastructure, with requirements for electronic file compatibility, data quality standards, and comprehensive account management features. Contractors must be prepared to provide monthly account summaries, handle credits, manage price changes, and offer detailed reporting across multiple dimensions including expenditures, classifications, and publisher information.
