THE CITY OF WATERBURY

DEPARTMENT OF EDUCATION

FOR

WILBY HIGH SCHOOL

FOOTBALL FIELD RECONSTRUCTION

PROFESSIONAL DESIGN SERVICES

Waterbury Development Corporation (the “WDC”), acting on the City’s behalf, is seeking proposals (the “Proposal”) from qualified third parties (individually a “Proposer” or “Contractor” and, collectively, “Proposers” or “Contractors”) for the architectural/engineering design services for the Wilby High School football field reconstruction (“the Project”).

A. Background and Intent

The City of Waterbury has identified the existing Wilby High School field, located at 568 Bucks Hill Road in Waterbury, CT, to be reconstructed including, but not limited to, all necessary grade revisions and drainage requirements to upgrade the condition of the existing field. This RFP includes the design phase, bidding phase, and construction administrative services phase including any additional necessary associated services for that complete restoration.

This project is funded in whole or in part with the Connecticut Department of Energy and Environmental Protection.

C. Scope of Services

A. Scope of Project

a. Project design (including site investigation, schematic design, design development, permitting, construction documents, cost estimating, and construction administrative services) to reconstruct the Wilby High School Football Field (approximately 2 acres) and including required drainage and retention pond.

B. Anticipated Project Scope – The successful Proposer is to provide complete Architectural and Engineering Services necessary to prepare design and bidding documents for the above referenced project. The scope of work will generally include but not be limited to the following and is further defined within this

RFP:

(1) Task 1 – Project Initiation and Site Investigation

a. Kick-Off

Initiate the project by working with the City to schedule a Project Kick-Off meeting. This meeting will involve key City staff, Wilby High School Athletic Director, Bucks Hill Elementary School and other key stakeholders. Items to discuss at this meeting will include a more in-depth discussion of the overall project goal(s), objectives, unique site attributes and challenges, maintenance capabilities, and project milestones. Another key goal of this meeting is to initiate the programming of the field. This initial programming should begin to define the performance goals for each element of the project. Information gathered during this process will help set the stage for design of each project element.

b. Site Investigation

Collect information to set the stage for the design process. This includes visual reconnaissance, assembly of existing base mapping of the project area, identification of any resource areas, and review of previously prepared plans reports, etc.

c. Existing Conditions Survey

Conduct a survey of the site to develop an Existing Conditions Plan which will be used for design. The design task should include the following:

• Conduct limited research of the City’s Land Records to obtain available pertinent data required for the field improvements;

• Prepare an Existing Conditions Plan under the direction of a Connecticut-licensed Land Surveyor, pursuant to the Regulations of Connecticut State Agencies (RCSA) Sections 20-300b-1 through 20-300b-20 and the “Standards for Surveys and Maps in the State of CT” as adopted by the CT Association of Land Surveyors (CALS) on September 26, 1996. The survey will conform with “Class A-2” horizontal accuracy and to “Class T-2” vertical accuracy for the areas of proposed improvements. Final prints should bear the signature and seal of a Connecticut-licensed Land Surveyor; and

• Prepare an Existing Conditions Plan under the direction of a Connecticut-licensed Land Surveyor. The Existing Conditions Plan should depict the Site boundaries, locations of site improvements, utilities, and topography. Generate a triangulated irregular network (TIN) for the surveyed area and depict contour lines at a Site-appropriate interval (1 to 2 feet) with spot elevations at surface structures and in other areas as may be appropriate. Final prints should bear the signature and seal of a Connecticut-licensed Land Surveyor. Provide the completed Existing Conditions Plan in both print and digital (Portable Document Format; .pdf).

d. Geotechnical Investigation

Collect geotechnical data through a series of test-pit excavations. These test pits should be used to provide insight regarding the general nature of subsurface soils, depth of topsoil, depth to groundwater (if encountered), and depth to bedrock (if encountered).

Observe excavation of four (4) shallow (approximately 2-foot) test pits in several locations within the existing field to observe the physical characteristics of the field topsoil/subbase. At each test pit location, the physical characteristics of the materials should be noted (e.g. general particle size distribution, color, layering, and presence of deleterious materials) and one (1) sample collected for subsequent grain size distribution analysis by ASTM C136 or similar method. Include the cost for a contractor to excavate the test pits.

The environmental studies may include, but are not limited to:

i. Assessments of wetlands and waterbodies and submission of associated Wetland/Waterbody Identification and Delineation report

(WIDR);

ii. Ecological review;

iii. Environmental impact assessment;

iv. Natural Diversity Data Base (“NDDB”) consultations and surveys;

and

v. Test Pits to provide insight into groundwater and soil conditions.

(2) Task 2 – Conceptual/Schematic Design

Prepare up to two conceptual designs to demonstrate the proposed improvements based on the programming process. Budgetary cost estimates should accompany each concept. The City will ultimately select the final conceptual design that meets its needs and overall scope/budget for the project.

Using the survey prepared in Task 1 as a base, prepare Schematic Design plans which should consider the overall facility layout, sport-specific layouts (e.g.

football, soccer, lacrosse, etc.), and materials contemplated during the kick-off meeting. The Schematic Design plans should be based on the selected conceptual design and will be diagrammatic to include sufficient information to convey the overall intent with respect to achieving the project goals. All elements of the field work should be depicted in a dimensionally accurate format using an appropriate scale. The plans should be supplemented with the appropriate callouts and notes for clarity.

Prepare Schematic Design drawings. Develop the following:

• Materials Plan;

• Grading and Drainage Plan;

• Sports Field Plan; and

• Details.

Develop an “Order of Magnitude” cost estimate for Schematic Design drawings.

This will utilize the unit quantity method and will be based on actual material types and associated quantities included in the design.

Submit a draft version of the completed Schematic Design package to the City for review. Based on the feedback received, revise/update the design package accordingly as part of Phase 3 (see below).

In addition to the kick-off meeting, will attend one (1) meeting with City and stakeholders during Schematic Design to review the design documents.

(3) Task 3 – Design Development

Prepare Design Development documents as the next iteration in the design process using the Schematic Design as a base. In an ongoing manner throughout Design Development, closely coordinate with the City and the other members of the design team to exchange pertinent information. This should include refinement of the project’s “needs” and “wants” relative to the overall program and available funding.

• Conduct additional site visits as required to observe existing conditions, verify design constraints, and evaluate potential design layouts

• Using the Schematic Design as a base, work closely with the City to refine the site design with consideration to the program, budget, site conditions, and the City’s zoning regulations and wetlands regulations where applicable.
