Campus Security Services RFP 864262701 - Addendum No. 2
This document is a Questions and Answers Addendum issued by Randolph Community College (RCC) in North Carolina for Request for Proposals #864262701 Campus Security Services. The college seeks qualified vendors to provide unarmed security services at its Main Campus and Archdale Center beginning January 4, 2027. The scope includes continuous Monday-Friday coverage from 6:30 a.m. to 6:30 p.m., evening coverage Monday-Thursday from 6:30 p.m. to 10:30 p.m., Saturday daytime coverage from 7:00 a.m. to 6:00 p.m., and as-needed coverage at the Archdale Center ranging from approximately 20 to 40 hours weekly, totaling an estimated 107-127 base hours per week or approximately 6,084 hours annually for evaluation purposes. Proposals were due November 6, 2026 at 2:00 p.m. ET, following a mandatory pre-proposal site visit held October 21, 2026, where sixteen vendors attended and satisfied the attendance requirement. The addendum was issued October 26, 2026 and addresses forty-four vendor questions. The initial contract term is one year beginning January 4, 2027 (superseding earlier conflicting December 11, 2026/January 11, 2027 references), with renewal options for up to two additional one-year terms. Contract award was anticipated December 11, 2026.
RCC has not established or published a specific budget for this solicitation and instructs vendors to submit competitive pricing sufficient to meet all requirements. No bid bond or performance bond is required. Vendors must submit fully burdened hourly rates covering wages, benefits, uniforms, equipment, supervision, and administrative costs, with separate pricing for Alternative A (services without a contractor-furnished vehicle) and Alternative B (services with a contractor-furnished vehicle), each evaluated at 6,084 base hours annually at the Regular Unarmed Security Officer rate. Vendors must be registered with the North Carolina Secretary of State and eVP, provide criminal background checks for all personnel within ninety days of contract execution, and maintain appropriate insurance including Commercial General Liability, Business Automobile Liability with a $1,000,000 combined single limit, and Security Guard/Professional Liability coverage of not less than $1,000,000 per occurrence. RCC currently receives limited security support services under a separate arrangement but has no incumbent contract resulting from a prior competitive solicitation for the scope of services described in this RFP. Evaluation is weighted 75 points technical and 25 points price, with technical criteria addressing staffing and supervision (25 points), technical approach (20 points), vendor qualifications and experience (15 points), references and past performance (10 points), and account management (5 points). Payment terms are net thirty days following receipt of a correct invoice and acceptance of services.

PURPOSE OF ADDENDUM
This Addendum is issued to provide official responses to Vendor questions and/or to clarify or amend the Request for Proposals identified above. This Addendum becomes part of the RFP and any resulting Contract. Except as specifically clarified or amended herein, all other terms, conditions, specifications, and requirements of the RFP remain unchanged and in full force and effect.
QUESTIONS AND ANSWERS
The following responses constitute RCC’s official written answers to questions received in accordance with the solicitation. Where a response changes or clarifies a requirement of the RFP or Attachment G, the response shall govern to the extent of that clarification or change.
Question 1: What is the budget for this project?
RCC Response: RCC has not established or published a specific budget amount for this solicitation. Vendors should submit competitive pricing sufficient to meet all requirements of the RFP and Attachment G: Campus Security Services Scope of Work.
For evaluation purposes, Vendors must provide pricing for both Alternative A and Alternative B using the standardized annual evaluation quantities and methodology identified in Attachment A: Pricing. Award will be based on the evaluation criteria and methodology stated in the RFP.
Question 2: How many incidents did RCC have over the past year?
RCC Response: Based on RCC’s Clery Act reporting for the most recent reporting year, RCC reported zero Clery-reportable crimes. This response is limited to incidents subject to Clery Act reporting and should not be interpreted to mean that no routine safety, security, medical, behavioral, or other non-Clery incidents occurred during the year.
Question 3: Would an armed officer be accepted in the RFP?
RCC Response: The Scope of Work anticipates unarmed security officers. Armed security personnel are not required under this solicitation and should not be assumed as part of the base proposal. Any use of firearms or other specialized defensive equipment would require prior written authorization from RCC and compliance with all applicable licensing, training, insurance, and legal requirements.
Question 4: What are the intended contract effective date and first day of service, given the December 11 / January 11 wording and 30-business-day mobilization provision?
RCC Response: RCC’s intended first day of security service is January 4, 2027. The Contract effective date will be established following completion of the evaluation and award process, final Contract execution, and any required State approval.
If all required approvals and Contract execution are not completed in sufficient time for services to begin on January 4, 2027, RCC will establish a revised Service Commencement Date in writing.
For purposes of this solicitation, the conflicting December 11, 2026 / January 11, 2027 date references and the thirty (30) business-day mobilization provision contained in Section 1.1 are superseded by this Addendum. The initial Contract term shall be one (1) year beginning on the Service Commencement Date established by RCC, with renewal options as otherwise provided in Section 1.1.
Question 5: Do the selected insurance limits apply to both vehicle alternatives? Please specify the final automobile limits and required endorsements.
RCC Response: The Insurance Requirements document provided with this Addendum is hereby incorporated into RFP #864262701 and any resulting Contract.
Where the Vendor or its personnel operate vehicles in connection with services provided to RCC, regardless of the pricing alternative selected, the Vendor shall maintain Business Automobile Liability insurance with a combined single limit of not less than $1,000,000 per accident for bodily injury and property damage. Coverage shall include owned, hired, and non-owned vehicles.
The Vendor shall also comply with all applicable insurance documentation and endorsement requirements contained in the Insurance Requirements document, including Additional Insured status, primary and non-contributory coverage, and waiver of subrogation requirements, as applicable.
If Alternative A is selected and the Vendor and its personnel do not operate vehicles in connection with the Services, the automobile liability requirement will apply only to the extent otherwise required by the Insurance Requirements and incorporated Contract terms.
Question 6: Is there a contract-specific wage/fringe determination, federal funding requirement, separate lobbying certification or required bond?
RCC Response: The solicitation does not establish a contract-specific wage or fringe-benefit determination. No bid bond or performance bond is required under this solicitation.
Section 4.9 of the RFP contains the applicable lobbying certification requirements. Vendors shall complete and submit the lobbying certification and disclosure documents required by the solicitation.
The solicitation does not identify a separate contract-specific federal funding requirement beyond the provisions stated in the RFP and incorporated attachments.
For clarification, the reference to a Vendor performance bond in Section 4.5.3(g) does not apply to this solicitation and is hereby deleted.
Question 7: If base supervision is priced separately, how should it be included in the 6,084-hour evaluated total? Does an eProcurement fee apply to any vehicle charge?
RCC Response: Routine supervision, account management, field supervision, administrative support, quality assurance, and other ordinary supervisory activities required to perform the Contract shall be included in the Vendor’s fully burdened hourly rates and shall not be separately added to the 6,084-hour evaluated annual cost.
Although Attachment A includes a Security Supervisor line item, RCC does not intend to separately pay for supervisory coverage required under the base Scope of Work. Any separately requested supervisory service outside the base scope would require specific written authorization by RCC and would not be included in the 6,084-hour evaluated annual total.
Under the incorporated North Carolina General Terms and Conditions, the Statewide eProcurement transaction fee applies only to goods purchases. This solicitation is for security services, and RCC is not purchasing the Contractor-furnished vehicle. Accordingly, the eProcurement transaction fee does not apply to the security service charges or the Contractor-furnished vehicle charge under this solicitation.
Question 8: At what stage must evidence of NC company authority be supplied? Is an incumbent contract or public award/rate record available?
RCC Response: The Vendor must possess current authority and applicable licensure to provide private security services in North Carolina as required by Attachment G and applicable North Carolina law. RCC may request verification of applicable licenses, registrations, and other qualifications during the evaluation process and prior to award.
North Carolina Secretary of State registration is addressed separately in Section 4.11 of the RFP. The selected Vendor must provide evidence of the required Secretary of State filing within ten (10) business days following notification of award.
RCC does not have an incumbent contract resulting from a prior competitive solicitation for the scope of services described in this RFP. RCC currently receives limited security support services under a separate arrangement. Accordingly, there is no prior competitive bid tabulation or awarded rate schedule for the scope of services being solicited under this RFP.
Question 9: What advance scheduling notice and typical shift lengths should bidders assume for Archdale’s 20–40 weekly hours? What replacement-response time is required, and may necessary relief overlap be billed?
RCC Response: Archdale Center security coverage will be provided on an as-needed basis and is anticipated to generally range from approximately 20–40 officer-hours per week. Actual hours, days, times, and shift lengths may vary based on College operations, class schedules, events, holidays, and security needs. The solicitation does not establish a guaranteed minimum shift length or specific advance scheduling-notice period. RCC will provide scheduling information as operational needs are identified.
The Contractor is responsible for maintaining continuous required coverage. When an assigned officer will be absent or late, the Contractor must immediately notify RCC and promptly provide a qualified replacement. The solicitation does not establish a specific replacement-response time.
Routine or necessary relief overlap is not separately billable unless specifically authorized by RCC. RCC will not pay for unauthorized staffing overlap, and payment will be limited to actual hours and Services authorized and performed in accordance with the Contract.
Question 10: Please confirm whether Vendors must return the complete RFP body with the proposal, or whether the signed Execution Pages and all required attachments, together with the Vendor’s technical response, will satisfy the submission requirement.
RCC Response: Yes. Section 2.8 requires Vendors to return the completed and signed Execution Pages along with the body of the RFP, in addition to the Vendor's technical response and all required attachments. The signed Execution Pages and attachments alone do not replace the requirement to include the RFP body.
Question 11: Please clarify whether the three required customer references must be separate from the additional government-contract references, and whether a government client may satisfy both requirements.
RCC Response: Vendors must provide a minimum of three (3) distinct customer references for services of similar size and scope. A government client may be included among the three required references and may also be identified as a government contract for purposes of Section 4.4.
Section 4.4 also requires Vendors to identify and provide references for other government contracts of similar size and scope, if applicable. RCC is not requiring a separate set of three additional government-client references beyond the three minimum customer references.
Question 12: Please confirm whether complete background-check reports, photo identification, home addresses, and dates of birth are required with the proposal or only from the awarded Vendor before personnel begin work.
RCC Response: Complete individual background-check reports, copies of photo identification, home addresses, and dates of birth are not required with the proposal. This individual documentation is required only from the awarded Vendor, prior to the Contract effective date and before an individual is approved to perform Services, as applicable.
The proposal must still include the Vendor-level disclosures and acknowledgments required by Section 4.5. Sensitive individual background-check and identity documentation should not be included with the proposal.
Question 13: Please confirm the acceptable secure method for transmitting sensitive background-check and identity documentation to RCC.
RCC Response: The solicitation does not prescribe a specific transmission method for sensitive individual background-check and identity documentation. Because this documentation is not required with the proposal, the Contract Administrator will provide submission instructions to the awarded Vendor before the documentation is due. Vendors should not include this sensitive individual documentation with their proposal.
Question 14: Section 4.5.3 references use of a performance bond for background-check delays. Is a performance bond required for this procurement; if so, please provide the required amount, form, and submission deadline.
RCC Response: No bid bond or performance bond is required as a condition of proposal submission or Contract award under this solicitation. The reference to a Vendor performance bond in Section 4.5.3(g) does not apply to this procurement and is deleted.
This clarification does not limit any rights or remedies otherwise reserved to the State under the incorporated North Carolina General Terms and Conditions.
Question 15: Please confirm that the separate Campus Security Services Insurance Requirements document supersedes the default insurance coverage selected in RFP Section 4.8 wherever the requirements differ.
RCC Response: Yes. The Campus Security Services Insurance Requirements document incorporated by this Addendum is a solicitation-specific requirement that supplements RFP Section 4.8 and the incorporated North Carolina General Terms and Conditions. Where that document establishes higher or more specific insurance requirements, the Campus Security Services Insurance Requirements shall control to the extent of the difference.
Question 16: Please clarify whether RCC requires Additional Insured status on the Security Guard/Professional Liability policy when such status is not commercially available for that coverage.
RCC Response: Vendor shall name Randolph Community College, its Board of Trustees, officers, officials, employees, agents, and representatives as Additional Insureds under the Security Guard/Professional Liability policy. If Additional Insured status is not available for the Security Guard/Professional Liability coverage, the Vendor shall expressly disclose that limitation in its proposal and describe any alternative protection or policy provisions available to address RCC’s risk.
The absence of commercially available Additional Insured status shall not relieve the Vendor of its obligation to maintain the required Security Guard/Professional Liability coverage or of any other insurance, indemnification, defense, or liability obligations under the Agreement. Any exception, limitation, or alternative arrangement will be subject to RCC’s review and approval and will not automatically waive the insurance requirement stated in the Agreement.
Question 17: May the required assault-and-battery coverage be provided within the Commercial General Liability or Security Guard/Professional Liability policy rather than through a separate policy, provided the required limit and affirmative coverage are documented?
RCC Response: Yes. A separate stand-alone assault-and-battery policy is not required. The required assault-and-battery coverage may be provided within the Commercial General Liability, Security Guard/Professional Liability, or another applicable policy, provided the Vendor demonstrates affirmative coverage of not less than $1,000,000 per occurrence or claim and the applicable policy does not contain an exclusion that eliminates the required coverage.
Question 18: Will RCC accept a current Certificate of Insurance plus specimen endorsements or a broker letter confirming the awarded coverage will comply, with final policy endorsements due before commencement of services?
RCC Response: At the proposal stage, RCC will accept a current or sample Certificate of Insurance together with applicable specimen endorsements, declarations, or other documentation sufficient to demonstrate the Vendor's current coverage and proposed insurance program. If the Vendor's current coverage will require changes if awarded, those proposed changes must be clearly identified.
A broker letter may supplement the required documentation but does not, by itself, replace endorsements, declarations, or other evidence RCC may require to verify compliance. Final evidence of all required coverage and applicable endorsements must be provided and accepted by RCC before Services commence.
Question 19: What advance notice does RCC expect to provide for the Archdale Center’s as-needed schedule, and what is the anticipated initial weekly schedule within the stated 20-to-40-hour range?
RCC Response: Attachment G does not establish a minimum advance-notice period or a fixed initial weekly schedule for the Archdale Center. Coverage will be provided on an as-needed basis and is anticipated to generally range from approximately 20 to 40 officer-hours per week, with actual days, times, and hours varying based on College operations and security needs.
The agreed-upon initial Archdale schedule will be established with the awarded Vendor during the award and contract-transition process based on RCC’s operational needs. Vendors should not assume a guaranteed minimum number of hours, days, or shift lengths.
Question 20: What minimum advance notice will RCC generally provide for Sunday, special-event, holiday, and emergency or short-notice coverage?
RCC Response: The solicitation does not establish a minimum advance-notice period for Sunday, special-event, holiday, emergency, or short-notice coverage. RCC will request additional coverage as soon as reasonably possible after the operational need is identified. For emergency or short-notice requests, RCC expects the Contractor to make a best effort to provide the requested coverage.
Vendors should account for the varying nature of these assignments in the applicable rates provided in Attachment A, including the Sunday, Special-Event, Holiday, and Emergency/Short-Notice Security Officer rates.
Question 21: Will RCC establish a minimum billable shift length or cancellation-notice period when authorized schedules are added, reduced, relocated, or cancelled?
RCC Response: RCC has not established a minimum cancellation-notice period when authorized schedules are added, reduced, relocated, or cancelled. RCC reserves the right to modify authorized security coverage as provided in Attachment G.
A two-hour minimum billable shift is acceptable to RCC if the Vendor clearly identifies that minimum as a pricing assumption in its proposal and the requirement is incorporated into the resulting Contract. Other minimum-shift, call-in, cancellation, or similar pricing assumptions must also be clearly identified in the proposal. RCC will otherwise pay only for Services actually authorized and performed.
Question 22: Approximately how many safety escorts are requested in a typical week, and may an officer leave a fixed post to perform an escort while maintaining the required continuous coverage?
RCC Response: Historically, RCC has received only a few safety-escort requests in a typical year. This historical information is provided for planning purposes and does not constitute a guaranteed volume of escort requests.
Safety escorts are expected to occur on RCC property and should not require the officer to leave campus. An officer may perform an authorized safety escort when doing so is consistent with the officer’s assignment and RCC-approved Post Orders and does not leave a required post uncovered or create a gap in required continuous coverage.
Question 23: Does RCC currently use a required incident-reporting or daily-activity platform, or may the Contractor propose its own electronic reporting system for RCC approval?
RCC Response: RCC currently has an incident-report form and reporting process in place. The Contractor may use its own electronic incident-reporting or daily-activity platform in conjunction with RCC requirements, subject to RCC approval.
Any Contractor system must satisfy the reporting, record-retention, access, and documentation requirements of the RFP, Attachment G, RCC-approved Post Orders, and RCC’s incident-reporting requirements. Required reports and information must remain available to RCC in an acceptable format.
Question 24: Please identify which certifications must be current before assignment, including whether First Aid, CPR, and AED certification is mandatory for every assigned officer and relief officer.
RCC Response: Before assignment to RCC, all assigned and relief personnel must have completed and maintain all licenses, registrations, certifications, and training required by applicable federal and North Carolina law, the North Carolina Private Protective Services Board, and the Contractor’s requirements for the assigned duties.
RCC does not separately require every assigned or relief officer to hold an external First Aid, CPR, or AED certification. However, RCC requires the Contractor to document that assigned and relief personnel have received training in First Aid, CPR, and AED response consistent with Attachment G, Section 9.
Question 25: Will RCC provide college-specific orientation and training at no cost, and will RCC authorize payment for officer time spent in mandatory RCC-provided training?
RCC Response: RCC will provide or coordinate the college-specific orientation and training identified in Attachment G at no separate instructional charge to the Contractor. Assigned personnel are required to participate in applicable RCC training as a condition of assignment.
Mandatory RCC-provided training will be scheduled during the officer’s regularly scheduled shift, and the authorized training time will be paid at the applicable contracted officer rate. Contractor-provided training remains the Contractor’s responsibility and is not separately billable unless specifically approved in advance by RCC.
Question 26: Is a dedicated on-site supervisor required during any coverage period, or may field supervision be provided through scheduled and unannounced visits by an off-site supervisor?
RCC Response: A dedicated on-site supervisor is not required during each coverage period. Attachment G requires the Contractor to provide field supervision sufficient to monitor performance and compliance with RCC Post Orders.
Field supervision may be provided through the Vendor’s normal supervisory structure, including scheduled or unannounced supervisory visits. RCC may also request supervisory presence or follow-up when operational or performance needs warrant. Routine supervision shall be included in the Vendor’s fully burdened rates.
Question 27: Please identify the communications equipment and radio system RCC will furnish, if any, and confirm whether the Contractor must include radios, service plans, or other communications costs in its hourly rate.
RCC Response: RCC will provide onsite radios for use by assigned security officers while performing Services on campus. RCC and the awarded Contractor will establish the applicable radio procedures and communication protocols.
The Contractor must also provide a reliable means for RCC to contact the on-duty security officer by phone when RCC administrators are not on campus. Vendors should include any Contractor-provided phone, service-plan, and other routine communication costs necessary to meet this requirement in their fully burdened hourly rates.
Question 28: Please confirm whether any defensive equipment is expected for this unarmed assignment, and identify any equipment RCC currently permits or prohibits.
RCC Response: RCC is not requiring defensive equipment for this unarmed assignment at this time. Any equipment carried by assigned officers must be lawful, appropriate to the assignment, and the officers must be properly trained in its use.
Consistent with Attachment G, any use of body-worn cameras, restraints, defensive equipment, chemical agents, firearms, or other specialized equipment requires prior written approval from RCC and must comply with applicable law and RCC requirements.
Question 29: For Alternative B, is one dedicated patrol vehicle required for all Main Campus coverage periods, and may it be shared between officers or shifts when only one officer is on duty?
RCC Response: Alternative B requires a Contractor-furnished security patrol vehicle available for designated Main Campus security coverage periods as directed by RCC. The solicitation does not require a separate vehicle for each officer or each shift.
The patrol vehicle may be shared among assigned officers and successive shifts and may be left on RCC property between shifts, provided it remains available for RCC Main Campus security operations during designated coverage periods and continues to meet all requirements of Attachment G. The Contractor remains responsible for the vehicle, insurance, maintenance, and compliance with applicable requirements.
Question 30: Please define the required timeframe for providing a comparable replacement patrol vehicle when the assigned vehicle is unavailable.
RCC Response: If the Contractor-furnished patrol vehicle becomes unavailable, RCC expects the Contractor to provide a comparable replacement as soon as possible and no later than one week after the vehicle becomes unavailable. The replacement shall be provided at no additional charge to RCC.
The Contractor remains responsible for maintaining the required security Services while the replacement vehicle is being arranged.
Question 31: Will RCC provide existing Post Orders to the awarded Vendor, and may prospective Vendors review a representative version before proposals are due?
RCC Response: Representative Post Orders are not part of the solicitation documents for pre-proposal review. Attachment G requires RCC and the awarded Contractor to work together to develop and maintain site-specific written Post Orders, subject to RCC approval.
The Post Orders will be developed during the contract-transition process and finalized before Services commence. Vendors should base their proposals on the RFP, Attachment G, the Insurance Requirements, and all issued Addenda.
Question 32: During weather closures or emergencies, what notice will RCC provide when coverage is cancelled, continued, or increased, and which proposed rate applies to emergency coverage requested during such closures?
RCC Response: The awarded Contractor can be included in RCC Alerts for emergency closures and other campus emergency notifications and will receive general RCC closure notifications through that system at the same time as RCC staff and students. RCC may separately communicate security-specific instructions concerning whether coverage is cancelled, continued, reduced, or increased.
Coverage specifically requested and authorized by RCC as emergency or short-notice coverage may be billed at the accepted Emergency/Short-Notice Security Officer rate. Otherwise, the applicable accepted Regular, Sunday, Holiday, or Special-Event rate will apply based on the authorized assignment.
Question 33: Please identify any service-level thresholds, financial adjustments, deductions, or liquidated damages that RCC intends to apply for late arrivals, uncovered posts, reporting deficiencies, or other performance failures.
RCC Response: RCC does not intend to apply a separate schedule of liquidated damages for late arrivals, uncovered posts, reporting deficiencies, or similar performance failures. RCC will not be charged for unfilled shifts or uncovered posts, late-arrival time, early-departure time, unauthorized overtime, unauthorized staffing overlap, or other unauthorized Services or expenses as provided in Attachment G, Section 26.
Performance issues will be addressed through appropriate communication and corrective action. Repeated or significant performance deficiencies may also result in removal of personnel, non-renewal, termination, or other remedies available under the Contract and Attachment G.
Question 34: Please confirm that both Alternative A and Alternative B annual evaluated staffing costs should use 6,084 hours at the Regular Unarmed Security Officer rate, with supervisor, Sunday, special-event, holiday, emergency, and overtime rates excluded unless separately authorized.
RCC Response: Yes. For evaluation purposes, both Alternative A and Alternative B use 6,084 base security officer-hours annually at the Regular Unarmed Security Officer rate. Alternative B then adds the evaluated annual Contractor-furnished vehicle cost in accordance with Attachment A.
Security Supervisor, Sunday, Special-Event, Holiday, Emergency/Short-Notice, and Overtime rates shall be separately stated but are excluded from the evaluated annual cost unless RCC specifically requires otherwise.
Question 35: If a Security Supervisor rate is proposed, under what circumstances may that rate be billed rather than treating routine supervision as included in the regular officer rate?
RCC Response: RCC does not intend to separately pay for additional supervisory coverage under the base Scope of Work. Routine account management, field supervision, administrative support, quality assurance, and all other supervision necessary to perform the Contract must be included in the Vendor’s fully burdened hourly rates.
The Security Supervisor line item in Attachment A shall not be added to the 6,084-hour evaluated annual cost. Any future request for separately billed supervisory Services outside the base Scope of Work would require specific written authorization by RCC in accordance with the Contract.
Question 36: Please define the RCC-recognized holidays for which the Holiday Security Officer rate may apply.
RCC Response: For purposes of this solicitation, the Holiday Security Officer rate will apply to RCC-authorized Services performed on the following holidays: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.
Vendors should use these holidays when identifying holiday-premium assumptions in accordance with Attachment G, Section 25. The Holiday Security Officer rate applies only when RCC authorizes security coverage on one of these holidays.
Question 37: Please state RCC’s standard payment terms following receipt of a correct monthly invoice and acceptance of services.
RCC Response: RCC invoices are processed monthly. In accordance with the incorporated North Carolina General Terms and Conditions and RFP Section 6.2, payment will be made not later than thirty (30) days after receipt of a correct invoice or acceptance and approval of the applicable Services, whichever is later.
The Vendor shall invoice RCC monthly as required by RFP Section 6.2 and Attachment G, Section 26. Disputed or unsupported invoice items are subject to review and correction before payment.
Question 38: Can you provide a list of all companies that attended the Pre Bid Meeting on October 21, 2026, who are now eligible to submit a proposal based on the attendance requirement (companies on the sign in sheet)?
RCC Response: The following sixteen (16) prospective Vendors are reflected on RCC's attendance records for the mandatory pre-proposal site visit held October 21, 2026 and satisfied the site-visit attendance requirement: Centurion Security; SCP Security; AJZ Security; Witherspoon Ent.; Arrow Security; North State Security Group; Strategic Security Corp.; APOD Group; DM Burr Group; Securitas; OX Security; Piedmont Protective Services; Mid Atlantic Security Services; Lyon Shield Security; Guardian Angels Protective Services; and The Renfron Group.
Attendance at the mandatory site visit satisfies the attendance requirement only. Each proposal remains subject to all other solicitation requirements and RCC's determination of responsiveness.
Question 39: Can you specify what type of uniform you would like for the Campus Officers - a standard security / police type uniform or a more casual logoed polo and slacks appearance?
RCC Response: Attachment G, Section 12 does not prescribe a specific police-style uniform or polo-and-slacks uniform. Security officers shall wear professional uniforms approved by RCC that clearly identify the personnel as Security, display the Contractor's identity, are clean and professionally maintained, and are readily distinguishable from sworn law-enforcement uniforms.
Vendors may propose a professional uniform style that meets these requirements. Final uniform appearance is subject to RCC approval.
Question 40: Staffing hours estimated in the Scope of Work - will those hours work during holidays, summer breaks or any period when the campus is closed?
RCC Response: The estimated staffing hours are provided for proposal evaluation and planning purposes and do not constitute guaranteed hours. Attachment G provides that RCC may increase, decrease, relocate, suspend, or otherwise modify security coverage based on academic schedules, holidays and breaks, summer operations, delayed openings or early closings, weather conditions, emergencies, special events, changes in campus operations, identified security needs, or other operational requirements.
RCC may reduce or suspend coverage during closures and may also require continued or increased coverage during certain emergency closures. RCC will pay only for hours actually authorized and worked. The 6,084 annual hours identified in Attachment A remain the standardized quantity used solely for proposal evaluation.
Question 41: Do you want to see the vehicle option with the cost included in the standard hourly bill rate, or would you like to see it as a separate monthly billing or both?
RCC Response: The Contractor-furnished vehicle cost for Alternative B should be separately identified in Attachment A and should not be embedded in the Regular Unarmed Security Officer hourly rate. Attachment A permits a fixed monthly vehicle cost or an hourly vehicle cost, if proposed.
For evaluation purposes, a fixed monthly vehicle charge will be annualized using twelve (12) months. An hourly vehicle charge will be evaluated using 4,524 Main Campus officer-hours. Vendors are not required to provide both vehicle pricing methods, but any vehicle-related charge must be clearly identified in the proposal in accordance with Attachment G.
Question 42: When listing a Security Supervisor billing - do you want there to be an onsite supervisor or are you referring to the supervisor who the campus officer reports to (Operations Manager) who oversees multiple locations and is not billed?
RCC Response: A dedicated on-site supervisor is not required during each coverage period. The Vendor may provide supervision through an Operations Manager, Account Manager, field supervisor, or similar supervisory structure that oversees RCC and other locations, provided the supervision is sufficient to meet Attachment G requirements.
RCC may request supervisory visits or follow-up when needed. Routine account management, field supervision, administrative supervision, quality assurance, and other ordinary supervisory activities are part of the base proposal and shall be included in the Vendor’s fully burdened rates rather than billed separately.
Question 43: For vehicle options - are you interested in seeing an option for a patrol vehicle and an alternate such as a golf cart?
RCC Response: Alternative B requires a Contractor-furnished security patrol vehicle that complies with the requirements of Attachment G, Section 14, including registration, inspection, insurance, safe and reliable operating condition, appropriate Security identification, and suitability for routine patrol of RCC parking areas, roadways, perimeter areas, and other RCC property.
A golf cart or similar utility vehicle is not a substitute for the Alternative B patrol vehicle unless it independently satisfies all applicable Section 14 requirements and is approved by RCC. A Vendor may separately identify a golf cart or similar unit as an optional supplemental or alternate offering, with separate pricing, but the required Alternative B proposal should be based on a compliant security patrol vehicle.
Question 44: For verification, it was stated that there is no budget for related to this RFP as of meeting and there is no security company incumbent who has provided this service in the past?
RCC Response: RCC has not established or published a specific budget amount for this solicitation. Vendors should submit competitive pricing sufficient to meet the requirements of the RFP and Attachment G.
