The promotional examination is designed for career Town of Greenwich firefighters with a minimum of seven years of experience, including at least two years as a Lieutenant. The solicitation anticipates up to 30 eligible candidates for the written examination portion and eight candidates for the assessment center portion. The written examination will consist of 100 multiple-choice questions derived entirely from a published reading list, with a passing score of 70%. The assessment center will include approximately three exercises. The proposal response deadline is July 7, 2026 at 11:00 a.m., with no vendor question-and-answer period or bidders' conference scheduled.
The addendum clarifies several key specifications and requirements that vendors must address in their proposals. All examination content must be developed from recognized industry texts and published sources without incorporation of Town of Greenwich Standard Operating Guidelines or state-specific materials. Vendors must base their promotional exam administration cost quotation on up to 30 candidates for the written examination and eight candidates for the assessment center phase. The Town maintains its insurance requirement of $5,000,000 minimum excess liability coverage, though respondents who cannot meet this requirement may request an exception with their proposal submission. No set-asides or preference programs apply to this solicitation, and vendors must submit proposals according to the RFP submission instructions, as electronic submissions are not accepted.

** ADDENDUM #1 **
REQUEST FOR PROPOSAL #7958 DEADLINE: 07/07/2026 AT 11:00 AM
PROMOTIONAL TESTING ADMINISTRATOR FOR DEPUTY FIRE CHIEF
The following are clarifications to RFP #7958:
Question #1: Can you please provide the estimated number of candidates eligible to participate in this promotional process?
Answer #1: This is a promotional line for Town of Greenwich career firefighters with a minimum of 7 years of firefighting experience of which two or more years were served in the rank of career Town of Greenwich Fire Lieutenant. There are up to 30 possible applicants. The most recent recruitment for this position was conducted in 2024, and there were 14 applicants.
Question #2: Is there a cut-off score for the written examination? Or do all candidates participate in both the written exam and the assessment center?
Answer #2: Yes, 70% is the passing/cut-off score. The eight (8) candidates attaining the highest scores and who have passed the written exam with a score of at least 70% will be scheduled for the Assessment Center portion of the testing process.
Question #3: On what number of candidates should the Promotional Exam Administration Cost on Reply Sheet (Page 1 of 6) be based?
Answer #3: Up to 30 candidates for the written exam, and 8 candidates in the Assessment Center.
Question #4: How many exercises does the Town wish to have included in the oral assessment center? Typically, this is around three for a Deputy Fire Chiefs promotional process.
Answer #4: Approximately three.
Question #5: How many total items does the Town want to have included in the written examination? Typically, this is 100 items.
Answer #5: 100 multiple choice questions.
An Affirmative Action/Equal Opportunity Employer, M/F/H
Question #6: Of the items on the written examination, what number or percentage should come from recognized texts or other industry sources?
Answer #6: 100% from the published reading list.
Question #7: Of the items on the written examination, what number or percentage should come from Town of Greenwich or State of Connecticut sources such as the Greenwich Fire Department's Standard Operating Guidelines ("SOG's")?
Answer #7: In the past, we have not had the SOG's on the reading list.
Question #8: Regarding paragraph C of Exhibit A, the Insurance Requirement Sheet, would the Town please reduce the minimum coverage for Excess Liability from $5,000,000 to $3,000,000? The amount of$5,000,000 is excessive for these kinds of "soft" professional services and discriminates against small businesses.
Answer #8: Insurance requirements cannot be changed after the RFP has been issued. Please note that respondents who do not meet the insurance requirements may request an exception on the proposal submission.
ALL OTHER SPECIFICATIONS, TERMS, AND CONDITIONS OF THIS RFP REMAIN
UNCHANGED.
