About this file

This is Addendum #1 to Request for Proposal #7932 issued by the Town of Greenwich, Connecticut Purchasing Department for a Rowing Program Operator. The addendum clarifies specifications and evaluation criteria for the rowing program contract. The proposal deadline is November 12, 2025, at 11:00 AM. Key clarifications include confirmation that vendors will not have access to the Chimes Building for operations, that the contract term length remains as originally stated in the RFP, and that the program operations start date will remain April 15 as specified in the original document rather than being moved to March 1 or March 15 to align with industry standards. The Town emphasized that it is not dependent on dock use for launching rowing shells or coaching launches and that the evaluation criteria previously referenced a sailing/boat rental program and sailing school due to a clerical error, which has been corrected in the addendum.

The updated evaluation criteria allocate 100 total points across seven categories: proposed annual license fee with a minimum of $122,500 (10 points), experience operating a rowing program or related business (10 points), experience boating and instructing around Long Island Sound or similar bodies of water (10 points), overall quality and content of the proposal including unique attributes and creative ideas (35 points), experience working with municipalities (5 points), demonstration of capability to safely and successfully operate a rowing program (10 points), and appropriate fit for the opportunity (20 points). All other specifications, terms, and conditions of the original RFP remain unchanged. The Town of Greenwich is not currently accepting electronic bids and requires proposals to follow the submission instructions outlined in the RFB/RFP document.

**ADDENDUM #1**

REQUEST FOR PROPOSAL #7932 DEADLINE: 11/12/2025 AT 11:00 AM

ROWING PROGRAM OPERATOR

The following are clarifications to RFP #7932:

Question #1: Will the vendor have access to the Chimes Building?

Answer #1: The vendor will not have access to the Chimes Building. - Question #2: Can you please elaborate on the creative ideas portion of the evaluation criteria?

Answer #2: The idea behind this portion of the evaluation criteria was to emphasize the idea that the Town of Greenwich is always trying to innovate to ensure the best is being provided to the community.

Question #3: Would it be possible for there to be nine option years?

Answer #3: The length of the contract will remain as stated in the bid.

Question #4: Would it be possible to use part of the Chimes Building space, which would be used as a program office, indoor rowing classroom/indoor rowing room?

Answer #4: The Chimes Building is not being offered as part of this opportunity and is additionally not available. Bidders are welcome to include other considerations in the "EXCEPTIONS" section of their reply for consideration as described in the RFP.

Question #5: Would it be possible to change the operations start date from April 15 to March 15 or March 1 to November 15. This will mirror the rowing program in the country i.e. industry, Fairfield county and the local town rowing program start dates which are March 1. As previously discussed, we are not dependent on dock use for the launching or operation of either the rowing shells or coaching launches. Also it should be noted that the first responders will always be the two coaching chase boats. As usual we are planning to operate two coach chase boats.

An Affirmative Action/Equal Opportunity Employer, M/F/H

We propose several additional safety precautions in connection with earlier start dates.

A. US Rowing Safety suggested measure: Four oar rule is rowing in double or quads. We also have the option of using 'coastal rowing' boats that offer greater stability.

B. Use oflife vests between March 15 and April 15.

Answer #5: The Town is not looking to extend the dates of the rowing program and the dates will remain as stated in the RFP.

Question #6: The evaluation criteria mention a sailing/boat rental program and a sailing school.

Is this a mistake?

Answer #6: This was a clerical error. Below, please find the updated evaluation criteria.
