About this file
This is a Request for Proposal (RFP) for Animal Care and Laboratory Support Services to the Vaccine Research Center. The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting proposals for a cost-reimbursement, level-of-effort contract to provide comprehensive housing, care, and laboratory support services for up to 500 non-human primates (NHPs) annually. The contract includes a one-year base period (February 15, 2027 through February 14, 2028) with six one-year options to extend, plus up to 42 additional options for increased level of effort (0.58 FTE per option to support 50 additional NHPs per option, exercisable up to six times per year). The contractor must maintain an AAALAC-accredited facility within one hour of NIH Building 40 in Bethesda, Maryland, capable of supporting both Animal Biosafety Level 2 (ABSL-2) and ABSL-3 research with appropriate containment, HVAC systems maintaining 74–76°F and 50% humidity, and 24-hour security. Key requirements include daily animal observations, veterinary care, pair housing and enrichment programs, sample collection and rapid transportation to VRC facilities (delivery by noon same day for samples collected before 11:00 a.m.), necropsy capabilities, specialized procedures including surgery and PET/CT equipment maintenance, and compliance with USDA registration, OLAW assurance, and IACUC approval. The contractor must employ 8.0 FTEs for the base period (including clinical veterinarian, project manager, scientific support, enrichment support, technical support, and courier/transport driver) and provide quarterly progress reports including detailed documentation of animal housing, veterinary care, pair housing status, facility maintenance, sample collection, and compliance activities. The proposal submission deadline is May 1, 2026 at 3:00 p.m. local time via the NIH electronic Contract Proposal Submission (eCPS) website, with a technical proposal not to exceed 60 pages and a separate business proposal detailing cost assumptions for per diem animal care rates, personnel, materials, procedures, and travel. There is no small business set-aside; NAICS code 541715 applies with a 1,000-employee size standard. Award is anticipated for February 15, 2027, to a single contractor based on best value evaluation considering technical merit (30% technical plan/approach, 20% personnel, 20% project management, 30% facilities and resources, 10% for Option 49 initial transition), past performance, and cost. Interested offerors should submit a non-binding Proposal Intent Response Sheet and direct questions to Contract Specialist Evguenia Mathur (jane.mathur@nih.gov, 301-451-0237) by April 15, 2026.
