STATEMENT OF WORK
TITLE: “RESEARCH GAP ANALYSIS SCOPING REVIEW”
1. OBJECTIVE
The purpose of this effort is to complete a scoping review on the availability of scientific data/evidence in the peer-reviewed literature on arsenic, lead, cadmium, and mercury and agricultural production of food for human consumption.
2. BACKGROUND
The U.S. Food and Drug Administration (FDA) has a long history of work in the space of contaminants.
In recent years, the Closer to Zero initiative has laid out an action plan of steps FDA is taking to reduce exposure to children to four environmental contaminants found in food - arsenic, lead, cadmium, and mercury. FDA has prioritized these four elements due to their relative toxicity, prevalence in the food supply, and the relative contribution of food as a source of exposure. We also prioritize young children because of the impact exposure can have on development, particularly neurodevelopment.
This is a complex issue not only because of the serious nature of protecting child development, but because environmental contaminants are found in foods that are part of healthy dietary patterns, such as vegetables, fruits, grains, and seafood, and are also known to pass into human milk. Infant formula and the water used to prepare it are also possible sources of contaminant exposures, It is also a complex issue because many environmental contaminants found in foods are naturally part of the soil, water, and air where food is grown or raised. Human activities also contribute to levels found in the environment.
Driving levels down in the food supply is challenging and complex.
A collaboration exists between the U.S. Department of Agriculture (USDA) and the FDA as part of the Closer to Zero initiative. For example, the USDA National Institute of Food and Agriculture (NIFA) provides leadership and funding for programs that advance agriculture-related sciences. NIFA supports initiatives that ensure the long-term viability of agriculture. NIFA applies an integrated approach to ensure that groundbreaking discoveries in agriculture-related sciences and technologies reach the people who can put them into practice. NIFA and FDA developed methodology and conducted a scoping review to discern what is and is not currently know in the published peer-reviewed literature on arsenic, lead, cadmium, and mercury and agricultural production of food for human consumption. The review retrieved a large body of evidence, warranting additional support for completing and disseminating the findings of the scoping review.
3. SCOPE
The Contractor shall establish a team of scientific experts in systematic review and that includes expertise in the scientific disciplines of nutrition, toxicology, and evidence integration and synthesis to conduct a study of the availability of scientific data/evidence in the peer-reviewed literature on arsenic, lead, cadmium, and mercury in agricultural production of food for human consumption as it relates to the category of topics of 1) soil amendments, growing and growth conditions, harvest practices, and related scientific topics; 2) the content in foods, including grains, vegetables, fruits, seafood (fish and shellfish), meat and poultry, and fermented foods; 3) technology and methodology, such as detection methods and manufacturing methods; and 4) consumer exposure and related nutrition exposures. The Contractor shall produce a report with supporting evidence tables and documentation. To accomplish this objective, the
Contractor shall conduct a literature scoping review of the scientific literature and describe the available evidence related to the categories of topics aforementioned.
