About this file

This is Addendum #1 to RFP 75-02042026 for Audit Services issued by Alamance Community College (ACC), a public two-year institution in North Carolina. The addendum provides responses to vendor questions regarding the scope of audit services for the fiscal year ending June 30, 2026. ACC requires an independent audit of its financial statements in accordance with Generally Accepted Accounting Principles (GAAP) as prescribed by the Governmental Accounting Standards Board (GASB) and Government Auditing Standards. The audit must include comprehensive planning, on-site control testing, and final fieldwork conducted at mutually agreed-upon times, with a complete audit report due by December 4, 2026. Technical proposals are due March 4, 2026, at 2:00 PM ET, while cost proposals are due March 11, 2026, at 2:00 PM ET. The contract will have an initial one-year term beginning July 1, 2026, or upon final contract execution, with ACC holding the option to renew for up to two additional one-year terms. Vendors must attend Budget and Finance Committee and Board of Trustees meetings and participate in monthly business review meetings.

The addendum clarifies that ACC does not disclose its audit services budget during the active procurement and has not provided the current auditor's tenure or details regarding disagreements with prior auditors, as these matters fall outside RFP clarification scope. The most recent audit report is publicly available on ACC's website, and information regarding audit adjustments can be found in the published Annual Comprehensive Financial Report (ACFR). ACC uses Ellucian Colleague for general ledger operations with manual or automated subsystem interfaces. The College submitted unaudited financial information to the State Controller in August and the State Auditor in September for statewide reporting purposes, with no expectation that audit procedures be completed prior to these submissions. Vendors are encouraged to propose fieldwork schedules and staffing levels appropriate to the scope outlined in the RFP, and proposals will be evaluated based solely on published criteria including technical merit, vendor experience, customer references, financial stability, and cost.

Section 5.0, page 16 How many days are anticipated for on-site planning and control testing as well as final on-site fieldwork?

Section 5.0, page 16 When is planning fieldwork anticipated and when is final fieldwork typically performed?

General timing expectations are described in the RFP. Vendors may propose a schedule that aligns with those requirements.

Section 1.0, page 5

Section 1.0 reads that ACC must submit financial information for the ACFR in August, but the audited financial statements are not required until December.

Could you explain the purpose of this timing gap and how the State uses the unaudited information submitted earlier? Is there an expectation that any portion of the audit is completed prior to the submissions in August to the State Controller and in September to the State Auditor?

The timing reflects State reporting requirements. Unaudited information is submitted for statewide reporting purposes, while audited statements follow later in the year. There is no expectation that audit procedures be completed prior to the August or September submissions.
