SUBJECT: Request for Proposals (RFP) No. 72053823R00002 for USAID/Eastern and

Southern Caribbean (ESC)’s Caribbean Resilient Economies and Sectors Activity

Dear Prospective Offerors, The United States Government, represented by the U.S. Agency for International

Development (USAID)/Eastern and Southern Caribbean (ESC), is soliciting proposals from U.S.

or non-U.S., non-profit or for-profit organizations, to provide the services described in Section

C of this RFP for the Eastern and Southern Caribbean (ESC) Mission.

This requirement is being procured under full and open competition procedures, pursuant to

Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). The NAICS code for this procurement is 541990. USAID anticipates awarding one (1) Cost-Plus-Fixed-Fee (CPFF) completion type contract under this solicitation. The estimated period of performance for this contract is expected to be five years. USAID anticipates that the total estimated cost will range between US$15,000,000.00 to US$20,000,000.00. Revealing this cost range does not imply that Offerors should strive to meet the maximum. Offerors must propose costs that are realistic and reasonable for the work described in Section C of this solicitation.

Instructions for responding to this solicitation are contained in Section L of this document.

Proposals will be evaluated on the basis of the criteria described in Section M. The competition will utilize a Highest Technically Rated with Fair and Reasonable Price and

Realistic Cost (HTR) process; not a tradeoff process. In this process, USAID is concerned with getting the best technical solution that has a fair and reasonable price and realistic cost. There will not be a tradeoff to justify paying a premium for a higher technically rated proposal.

Offerors must carefully review Sections L and M of this RFP for details of this process.

All offers are due by the dates/times specified above. Please submit the required information electronically to: dropportunities@usaid.gov with a copy to fcanaanlachapelle@usaid.gov and andiaz@usaid.gov. This guidance will be provided through the cognizant technical office indicated on the cover page of this contract, or by the Mission Director in the Cooperating Country to which commodities are being shipped, or in which the project site is located.

c. Authority to waive marking requirements is vested with the Regional Assistant

Work Plan to USAID for approval. These Annual Work Plans may be revised on an occasional basis, as needed, to reflect changes in the needs of USAID, and with the concurrence of the

COR.

(2) Branding and Marking Plan

This plan will be implemented over the lifetime of the activity and may be revised at any point during contract administration as agreed between the Contractor, the COR, and the CO.

(3) Monitoring, Evaluation, and Learning Plan

The Contractor will develop a performance monitoring, evaluation, and learning (MEL) plan in collaboration with the COR. The Contractor must submit a draft of this plan to the COR within

90 days after the effective date of the contract. The MEL Plan must clearly articulate activity goals, baselines, specific targets, and benchmarks describing anticipated outcomes and impacts over the life of the activity. Aspects of adaptive management, whereby new information, such as recognition of national or regional social, environmental or political factors, is used to enhance activity design and management should also be explained. The

MEL Plan must include both sex-disaggregated data and gender-sensitive indicators needed to measure progress with regard to gender integration. The MEL Plan must form the basis of performance and results monitoring for the activity. The Contractor must submit an updated draft of the MEL Plan for COR approval no later than August 15 of each year during the period of performance of the Contract. Upon written request by the Contractor and at the COR’s discretion, this requirement may be waived for the first August 15 occurring during the

Contract period of performance.

The contents of the MEL Plan will be proposed by the Contractor and approved by the COR.

For each indicator proposed in the MEL Plan, the Contractor is required to collect baseline data and provide a brief narrative that will include the following: Data collection method; Data reliability and timeliness (i.e., intrinsic data quality); and Indicator validity (i.e. the relationship between the indicator and the desired output or result).

(4) Quality Assurance Surveillance Plan (QASP)

This plan will be implemented over the lifetime of the activity and might be revised at any point during the contract administration as agreed between the Contractor, the COR, and the

CO.

(5) Sustainability Plan

A sustainability plan must be submitted within the first six to eight months of implementation.

This plan will be implemented over the lifetime of the activity and tested for success before the activity ends. The plan must describe, for instance, the resources attached to support national implementation of any tools enhanced or developed, how staff will be trained and linked to future training resources as needed, and how high-level, broad buy-in is secured.

(6) Closeout Plan including Demobilization Plan

The Contractor is required to develop a Closeout Plan, including a demobilization plan as part of their closeout plan. This plan will include a property disposition plan, a plan for the phase-out of in-country operations, a delivery schedule for all remaining reports or other deliverables required under the contract, and a timetable for completing all required actions in the demobilization plan. The Demobilization Plan must be submitted by the Contractor for approval by the CO 90 days prior to the end of the Contract.

(7) Grants Under Contracts Manual

To achieve the objectives and planned impact of this Activity, and subject to Mission’s approval, USAID/ESC intends to provide Grants Under Contract (GUC), not exceeding

$3,500,000 for the entire GUC Program, in accordance with ADS 302.3.4.13. The Contractor is expected to execute grants with local and U.S. and international private entities. The GUC program will be used to incentivize private sector investment in resilience; a co-investment approach will be used so that private sector companies are leading the introduction of off-the-shelf, climate-smart technologies that can help smallholder farmers improve agricultural productivity and build economic resilience in response to changing weather patterns and potential disasters. The GUC program will also be used to support micro, small and medium enterprises (MSMEs) in the (green-)blue economy industries of ESC countries to adopt climate- and disaster- smart technologies that support climate resilience.

Grants issued must follow a GUC Manual and can only be administered following USAID's review and approval of the manual.

The Contractor will be required to develop guidelines, under the GUC manual, subject to the

Contracting Officer's Representative review and Contracting Officer’s approval. The GUC manual must be submitted six (6) months after the effective date of the contract. The

Contractor will also be responsible for announcing and competing grant opportunities, establishing specific eligibility criteria and categories, and developing procedures for the review and approval of grants. The Contractor will also develop procedures to monitor and evaluate the funded activities and report results.

Conditions guiding Grants Under Contract:

As per ADS 302.3.4.13(c), the grant program under the GUCs authority will comply with the following conditions:

(1) USAID will be significantly involved in establishing the selection criteria and provide prior written approval of the recipients. USAID may be less significantly involved when grants are at or below the micropurchase threshold as defined in 48 CFR Section 2.101.

(2) USAID will ensure that the requirements that apply to USAID-executed grants in ADS

303, Grants and Cooperative Agreements to Non-Governmental Organizations, and the applicable standard provisions in ADS 303 are also applied to grants that a USAID

Contractor executes.

(3) USAID will retain within the contract the ability to terminate the grant activities unilaterally in extraordinary circumstances.

(4) The Contracting Officer will include FAR clause 52.203-16, Preventing Personal

Conflicts of Interest, and include a statement as part of a Grants Under Contracts provision that the Contractor must follow the requirements of the clause in the selection and award of GUCS.

(5) The Contractor will develop guidelines (subject to the Contracting Officer

Representative review and Contracting Officer approval) for grant application submissions, specific eligibility criteria, procedures for the review and approval of grants, and procedures for monitoring and reporting of funded project results.

(6) The successful offeror will be required to develop a Grants Manual which will be administered following USAID's review and approval of the manual. Grants must be structured to leverage resources from the private sector, national governments and other non-USAID sources that support similar program objectives.

F.6.3 Required Reports

(1) Quarterly Performance Reports

The Contractor must submit brief quarterly performance reports to the COR within 30 days of the end of each fiscal year quarter reflecting results and interventions of the preceding quarter. USAID/ESC will provide a template for this report, which must describe the plan for the reporting period (as set forth in the Work Plans) and report on progress to date for MEL indicators for that quarter. The Contractor must provide a description of the specific accomplishments of the activity as well as any short-term technical assistance, including information on all interventions, both ongoing and completed, by component, and geographically by state and/or judicial district. The quarterly reports must highlight any issues or problems that are affecting the delivery or timing of services provided by the Contractor.

The reports must also discuss interaction with counterparts, and any necessary alterations to the work plan and initial timetable.

In each quarterly report, the Contractor must include success stories, which provide information that demonstrates the impact that the activity has had during the reporting period through materials such as stories, quotes and photos. These success stories must also be submitted separately via the Agency’s Telling Our Story website

(http://www.usaid.gov/stories/). Note: the Mission’s Development and Outreach

Communications (DOC) team may assist in reviewing stories prior to their posting on the website.

As agreed upon by the COR, quarterly reporting must begin after the end of the first quarter from the Contract award date. Each quarterly report must be a stand-alone document and must briefly summarize activity from the beginning of the project. The quarterly report is due to the COR on or before the last day of the month following the end of each quarter. The COR may make exceptions to this schedule depending on when exactly the contract is signed; for example, if the activity begins in May, the time remaining in Q3 may be incorporated into the quarterly report for Q4.

H.1 ADS 302.3.5.21 SUBMISSION OF DATASETS TO THE DEVELOPMENT DATA LIBRARY

(DDL) (OCT 2014)

(a) Definitions. For the purpose of submissions to the DDL:

(1) “Dataset” is an organized collection of structured data, including data contained in spreadsheets, whether presented in tabular or non-tabular form. For example, a Dataset may represent a single spreadsheet, an extensible mark-up language (XML) file, a geospatial data file, or an organized collection of these. This requirement does not apply to aggregated performance reporting data that the Contractor submits directly to a USAID portfolio management system or to unstructured data, such as email messages, PDF files, PowerPoint presentations, word processing documents, photos and graphic images, audio files, collaboration software, and instant messages. Neither does the requirement apply to the

Contractor’s information that is incidental to award administration, such as financial, administrative, cost or pricing, or management information. Datasets submitted to the DDL will generally be those generated with USAID resources and created in support of Intellectual

Work that is uploaded to the Development Experience Clearinghouse (DEC) (see AIDAR

752.7005 “Submission Requirements for Development Experience Documents”).

(2) “Intellectual Work” includes all works that document the implementation, monitoring, evaluation, and results of international development assistance activities developed or acquired under this award, which may include program and communications materials, evaluations and assessments, information products, research and technical reports, progress and performance reports required under this award (excluding administrative financial information), and other reports, articles and papers prepared by the Contractor under the award, whether published or not.
