Bidders should submit all information necessary for Energy Northwest to evaluate the proposal in accordance with the prerequisites, technical and commercial evaluation factors set forth in this RFP.
Only those proposals which meet these requirements will be given further consideration.
A. PURPOSE
Energy Northwest will utilize the following guidelines in the selection of Bidders.
1. The purpose of the selection will constitute an objective and impartial procedure in that all interested Bidders are evaluated against the same criteria.
2. The criteria utilized in evaluating prospective Bidders shall relate to the competence and qualifications of the Bidders being considered so that the Bidders selected shall constitute the best qualified of those considered in the sole judgment of Energy Northwest.
3. The procedures employed shall ensure that companies owned by women and minorities are provided with full and equitable opportunity for participation in the selection process.
B. PROCEDURE
1. Energy Northwest shall publish in a newspaper of statewide and/or local circulation an announcement inviting all interested Bidders to indicate their interest in submitting a proposal for the Work described in the RFP. The announcement will state a date by which proposals and supporting documentation must be received.
a. RFP Questions and Responses: This is an opportunity to seek clarification or information regarding the requirements of this RFP. Submit questions via email to the Contracts Lead no later than 1:00pm (Local time Richland, WA) on August 5, 2026. Questions after this date will not receive a response. The Contracts Lead will provide answers to the questions via an Addendum to all Bidders.
b. Proposal Due Date: Submit proposals to the Contracts Lead no later than
1:00pm (Local Time Richland, WA) on August 19, 2026, Proposals shall be submitted by email to rdmendez@energy-northwest.com.
2. Proposals received by the stated due date and time will undergo a structured, multi-phase evaluation conducted by Energy Northwest. Each proposal will be evaluated against predefined criteria using a pass/rejection methodology and a quantitative, weighted scoring model. Bidders must provide sufficient detail in their submissions to allow evaluators to accurately assess, based on the methodology below, Bidder’s overall responsiveness in areas of technical knowledge, experience, management, staff and schedule as outlined in RFP Section II.
a. Mandatory qualifications will be evaluated on a pass/rejection basis. Failure to meet any mandatory requirement will result in automatic rejection of the proposal. A passing score will equal three points.
b. Commercial qualifications will be evaluated on a yes/no basis. Consistent with scoring methodology, a “yes” response will receive three points and a “no” response will receive one point.
c. Technical qualifications reflect factors other than price, as authorized under
RCW §43.52.565. Evaluators will assign a raw score from 0 to 5 for each technical evaluation criterion. Scores will reflect the demonstrated quality, completeness, clarity, and responsiveness of Bidder’s proposal to the requirements outlined in RFP Section II.
i. Score of 5 – Significantly exceeds requirements outlined; with superior, verifiable value; minimal risk; compelling differentiators and outcomes (e.g., proven results, innovative yet feasible approach, quantified benefits, exceptional references, robust risk mitigation, high quality experience). If pricing is related, this score may be used to differentiate Bidders as determined by Energy Northwest.
ii. Score of 4 – Exceeds requirements outlined; presents clear, credible solutions; lower risk; well-documented, tailored approach (e.g., strong methodology, strong risk mitigation, relevant experience, measurable performance commitments). If pricing is related, this score may be used to differentiate Bidders as determined by Energy Northwest.
iii. Score of 3 – Meets minimum requirements with adequate detail;
manageable risk; demonstrates reasonable understanding; may lack differentiators (e.g., clear plan, standard approach, baseline compliance, typical references, limited innovation). If pricing is
iv. Score of 2 – Marginal response; some requirements addressed but with notable gaps; moderate to high risk; limited detail; questionable feasibility without clarification. If pricing is related, this score may be used to differentiate Bidders as determined by Energy Northwest.
v. Score of 1 – Deficient response; major deficiencies resulting in low probability of successful performance; vague plan; significant misalignment with scope; failure to address critical risks. If pricing is
vi. Score of 0 – Does not meet requirements. Proposal may be considered unresponsive and not eligible for award consideration based on this criterion (e.g., missing required sections, failure to submit required forms, excessive or unacceptable exceptions).
d. Weighted Scoring Calculation. Each technical criterion is assigned a weighting factor expressed as a percentage of the total available points.
For each criterion, the raw score (0–5) assigned by evaluators will be multiplied by the applicable weighting factor to produce the criterion’s weighted score. The sum of all weighted scores will constitute the Bidder’s total technical score used to determine ranking and competitive range.
Score Formula: Raw Score (0–5) × Criterion Weight = Weighted Score
e. Evaluator Criteria. Energy Northwest will evaluate proposals using the weighted criteria listed below. Bidders are responsible for providing comprehensive, detailed responses for each criterion to ensure accurate scoring and full consideration.
Evaluation Criteria Weighted Average%
General Qualifications 10%
Commercial Qualifications 10%
Technical Qualifications 45%
Price 35%
3. Based on the proposals submitted and evaluated, Energy Northwest may elect to perform Bidder interviews. All Bidders which have submitted a proposal that are deemed to be responsible will be provided with an opportunity for an interview.
Interviews may be held remotely, or in person at the sole discretion of Energy Northwest. Bidders will receive more information regarding how to prepare for the interview if selected to participate.
4. After completion of the interviews, Energy Northwest may either choose the Bidder deemed to be qualified, responsive, responsible, and most advantageous to perform the required Work or Energy Northwest may provide an opportunity for Bidders to submit a Best and Final Office (BAFO).
5. After the submittal of a BAFO, if requested, there will be no further opportunity for clarification, refinement, and/or discussions. Energy Northwest will review and evaluate the BAFOs. Energy Northwest will select the Bidder whose proposal is in the best interest of and most advantageous for Energy Northwest if any.
6. Bidder shall thoroughly examine and be familiar with the BAFO documents. Submittal of a BAFO shall constitute an acknowledgement upon which Energy Northwest may rely that the Bidder has thoroughly examined and is familiar with these documents. Failure or neglect to receive or examine these documents shall in no way relieve Bidder from any obligation with respect to the proposal or these documents. No claim for additional compensation will be allowed, which is based on lack of knowledge of the BAFO documents.
7. Energy Northwest reserves the right, without qualification, to select any BAFO as a basis for negotiation, to reject all BAFO’s and to exercise its discretion and apply its judgment with respect to any BAFO submitted. This BAFO does not commit Energy
Northwest to pay any costs incurred in connection with any BAFO, or to contract for any Work. There is no commitment on the part of Energy Northwest to accept the lowest priced BAFO or any conditions imposed by a contractor as a requirement of acceptance of their BAFO. The BAFO to be accepted shall be at the sole discretion of Energy Northwest.
8. Information submitted to Energy Northwest in response to this BAFO becomes public record under the Revised Code of Washington. Without exception by the presenting Party, the information is subject to public disclosure pursuant to the Washington State Public Records Act. Energy Northwest may unilaterally release or exempt information from public disclosure. In the event a proposer seeks to withhold information from public disclosure, it shall hold Energy Northwest harmless from any damages or costs, including attorney’s fees and statutory awards imposed by any court or regulatory authority. c. Find merit in the protest and pursue correction including correcting the errors and reevaluating the Bids, and/or reissuing the solicitation to begin a new process; or
d. Make other findings and determine other courses of action, as appropriate.

The written statement of appeal must provide a substantial basis for an appeal, based on the information submitted as part of the original protest. New information or basis of protest will not be considered during the appeal process. This shall be the final appeal provided to the protestor. The protest shall be considered by the Energy Northwest General Counsel who shall consider all facts and issues and shall issue a final decision on behalf of Energy Northwest. If the aggrieved party appeals the decision, then the subsequent determination by the Energy Northwest General Counsel shall be final and conclusive.
