You must ensure this NAICS Code is incorporated into your current SAM Profile if your company can provide the type of product or service applicable to this NAICS Code. 52.212‐2 EVALUATION‐‐COMMERCIAL ITEMS (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Offerors will be evaluated based on Lowest Price Technically Acceptable (LPTA) for the “Tradeshow Exhibit & Related Support Services” requirement. The offeror shall submit sufficient information, description, quantities, and technical specifications in the proposal for the Government to make a comprehensive evaluation of its capability in providing the requirements listed in the solicitation.

Proposals submitted by contractors must meet characteristics presented in the RFP to be deemed technically acceptable.

1. Technical Acceptability:

Offeror will be found technically acceptable if the offer meets the salient physical, functional, or performances characteristic specified in this solicitation in accordance with the Statement of Work

(SOW). Explain your firm’s capability to ensure the SOW standards are met. Statements that the offeror understands, can or will comply with all specifications, or statements paraphrasing the specification of parts thereof, or phrases such as “standard procedures will be used” or “well‐known techniques” will be considered insufficient.

The technical proposal will be evaluated against all sections of the SOW.

(This part of the technical proposal shall be addressed in sufficient written detail for the Government to determine if the offeror possesses sufficient technical capability to obtain a rating of technically acceptable.)

This factor will be rated as either “acceptable” or “unacceptable.” This solicitation is Lowest Price

Technically Acceptable (LPTA).

Rating Description Acceptable Proposal clearly meets all the requirements listed in the solicitation in accordance with the SOW.

Unacceptable Proposal does not clearly meet all the requirements listed in the solicitation in accordance with the SOW

The Technical Proposal shall describe the offeror’s approach to the design and construction of the project as well as all other aspects of the scope of work. In addition, offerors shall submit a conceptual design to include general equipment, materials, and construction methods. The offeror shall explain the benefits of the conceptual design. The conceptual design shall not be a detailed design.

An “unacceptable” rating on any section of the technical evaluation will make the overall technical rating “unacceptable” which causes the proposal to be ineligible for award.

2. Price:

(a). The proposal must clearly indicate the price. Evaluation of price will include a determination that the price is fair and reasonable.

(b). Proposals must be submitted NLT the offer due date/local time as indicated on the SF1449. No telephonic questions or quotes will be accepted. A signed SF form 1449 must be submitted. E‐mail is the only method acceptable.

(c). Evaluation Process: Award will be made using the lowest‐price technically acceptable source selection process. The government will initially list proposals from lowest to highest price. If a proposal is rated Technically Unacceptable, the government will not evaluate any other factor. USING THIS PROCEDURE, THE GOVERNMENT MAY NOT EVALUATE ALL PROPOSALS. Proposals receiving a rating of “unacceptable” will not be eligible for award. In order to be eligible for award the offeror must receive an acceptable rating.

(d) Price reasonableness will be determined by competition and compared with the Independent Government Cost Estimate (IGCE) and historical prices paid.

3. Past Performance:

(a) The offeror shall provide past performance information for no more than two (2) of the most relevant contracts performed for Federal agencies, state/local governments and/or commercial customers within the last five (5) years from the issue date of this RFQ or currently being performed.

Relevant contracts include contracts similar or greater in scope, magnitude, and complexity than the effort described in this RFQ. The Offeror shall provide a Contractor Performance Assessment Report (CPAR) for the referenced project, if one is available. It is the responsibility of the Offeror to include the completed CPAR as part of its proposal. If a CPAR is not available, the Offeror shall provide Past Performance Questionnaire (PPQ) to customer references. Customers references must complete, sign, and return PPQ directly to the Contracting Office email, purchasing@dot.gov with RFP “6923G523R_Seatrade_Europe” in the subject line; prior to the RFP submission deadline. Technical and past performance, when combined, carry the same weight as cost or price.

The Government will conduct a performance risk assessment of the offeror’s record of past and current performance, as well as that of its proposed subcontractors as it relates to the probability of successfully performing the requirements of the solicitation. See FAR 15.101‐2(b) (1) for treatment of past performance relative to small business.

The past performance evaluation will consider the offeror’s demonstrated recent (within the past five

(5) years from date of this solicitation) and relevant (services similar in size and scope to those specified in SOW) record of performance in supplying services that meet the solicitation’s requirements. The offeror should provide no more than three (3) recent and relevant past performance references for the prime and any subcontractor.

Offerors are advised that in conducting the past performance assessment, the Government may use data provided in the offeror’s submission. The Government may also use past performance information obtained from sources other than those identified by the offeror (i.e. CPARS). The offeror shall provide the information using the past performance questionnaire provided within this solicitation.

Past performance will be evaluated as Acceptable or Unacceptable as defined below:

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Proposal Submission –

All proposals shall be submitted electronically. Fax and/or paper copies WILL NOT be accepted.

The offeror shall submit two volumes in pdf format containing the following in response to the solicitation:

‐ Volume 1 – Technical / Past Performance ‐ Volume 2 – Price (Offeror must complete and sign the pricing schedule included in this RFP. The offeror shall provide a detailed cost breakdown to support each line item; labor, material, and equipment).

Email one (1) copy of each volume in PDF format to the following:

chora.snyder@dot.gov

Proposals shall be received no later than the time and date shown on Standard Form (SF) 1449.
