About this file

This is a Request for Proposals (RFP) for demolition, removal, and restoration services at Federal Aviation Administration (FAA) facilities in the Eastern Service Area under an Interagency Agreement with the John A. Volpe National Transportation Systems Center. The project involves the removal and demolition of equipment and buildings at two FAA facilities: the MKL Non-directional Beacon (NDB) facility in Jackson, Tennessee, and the BWG Very High Frequency Omnidirectional Range (VOR) facility in Bowling Green, Kentucky. The FAA no longer operates these facilities and plans to either cancel leases or repurpose government-owned properties following completion of work.

The contractor must submit a draft Demolition, Removal, and Restoration Work Plan within 10 business days after attending a kickoff meeting with Volpe Center representatives. The Work Plan shall detail the technical approach and schedule for all demolition, debris removal, disposal, and site restoration activities in compliance with Federal, State, and local requirements, with the most stringent applicable requirement governing where inconsistencies exist. All work must address removal of environmental hazards, demolition or removal of onsite structures and infrastructure, and restoration of disturbed areas. The Department of Transportation's Immediate Office of the Secretary Transportation is the federal agency administering this solicitation.

U.S. Department of Transportation Volpe National Transportation Systems Center

STATEMENT OF WORK

1.0 INTRODUCTION

Under an Interagency Agreement, the John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the Federal Aviation Administration (FAA) Facilities Real Property Disposition program. As part of these efforts, removal/demolition and related activities will be conducted at one Non-directional Beacon (NDB) facility and one Very High Frequency Omnidirectional Range (VOR) facility in the FAA’s Eastern Service Area (ESA).

1.1 Sites for Demolition

The demolition and related activities shall be performed at the FAA facilities listed below:

• MKL NDB – Jackson, TN (35.515666°, -88.956996°)

• BWG VOR – Bowling Green, KY (36.928740°, -86.443430°)

2.0 SITE ACTIVITIES

2.1 BACKGROUND

The FAA no longer uses the equipment/buildings at the above-listed facilities. If the property is leased and there are no co-located facilities, the FAA will typically cancel the leases after the demolition and restoration activities take place. If the property is government-owned, the FAA will either sell the property or repurpose it for further government use. Prior to relinquishing these properties the FAA plans to remove environmental hazards, demolish or remove certain onsite structures and infrastructure, and restore disturbed areas.

2.2 TASKS TO BE PERFORMED

The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement.

2.2.1 Demolition, Remediation/Removal, and Restoration Work Plan

The Contractor shall submit a draft Demolition, Removal, and Restoration work plan (Work Plan) within 10 business days after attending a kickoff meeting with the Volpe Center representatives that addresses the project requirements below.

This task involves the preparation and submission of a draft and final Work Plan. The Work Plan shall detail the technical approach and schedule for conducting all demolition, debris removal, disposal, and site restoration activities as required and described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review the Government-furnished site survey reports for the facilities scheduled for demolition.

The Work Plan shall describe methods and procedures for dismantling, demolishing, and/or removing structures and equipment designated for disposal, and restoration of the sites listed in Section 1.1. Site-specific information is detailed in Section 5.0 Proposed Scope of Work subsections B, C and D of the individual site survey reports. The Work Plan shall also identify additional material sampling including sampling methods, analysis and quality control as may be required for waste characterization for all sites, if necessary. Disposal methods must be detailed for including the identification of all disposal facilities where waste and/or debris is to be shipped. In addition the work plan shall also identify any required permits needed to perform the work and the contractor shall be responsible for obtaining those permits as required.

Copies of the permits shall be attached to the work plan as an appendix.

Additional components of the Work Plan are the Site Safety and Health Plan (SSHP), which shall include personnel health and safety precautions to be followed. The work plan shall also include a Risk Management Plan that identifies major risks and hazards on the site and discusses ways to minimize these risks.

An outline summarizing the required content of the work plan is shown below:

1.) Technical Approach

a. Methods and procedures for removal, dismantling, disposal, debris removal, erosion and sediment control measures (where required) and restoration

i. Identify required additional material sampling (including clearance samples, where required)

ii. Identification of all required permits for completion of work (including local requirements) and all disposal locations, and any potential hazardous materials abatement required

2.) Site Safety Health Plan (SSHP)

3.) Risk Management Plan

a. Identification of major risks

b. Risk mitigation plan

4.) Appendix – Copies of any state or local permits required to perform the demolition or hazardous materials abatement activities

The contractor should expect a 5 business day Volpe Center review period between submission of the Draft Work Plan and receipt of Volpe Center comments. The Volpe Center and the Contractor shall meet to discuss any comments and changes, if necessary. The contractor shall make the changes and submit a Final Work Plan within 5 business days of the receipt of comments.

2.2.2 Demolition/Removal of On-Site Structures

The contractor shall remove and/or demolish on-site structures and infrastructure in accordance with the procedures detailed in the site survey reports and the approved Final Work Plans. The contractor shall obtain all necessary local, state and federal permits for demolition work, complete any required paperwork, and pay any applicable fees unless otherwise discussed with the Government. These permits shall be submitted as an appendix to the work plan unless previously discussed with the Volpe Center.

Asbestos, lead-based paint (LBP) and PCB in building materials surveys were completed by licensed inspectors. The results are included as government furnished information (GFI). Asbestos-containing materials (ACM) were found at both FAA facilities. Floor tile, mastic, and caulking were confirmed as ACM at the MKL NDB. Floor tile, mastic, and roofing materials were confirmed as ACM at the BWG

VOR.

Lead was not found in the soil above the FAA action level of 200 mg/kg at either facility. However, LBP was found in interior and exterior paints at the BWG VOR building, including building exterior white paint, exterior door and vent paint, interior wall paints, and on the outdoor monitoring antenna pole. It will be the Contractor’s responsibility to characterize LBP to determine appropriate abatement or disposal requirements, as needed. No LBP was found at the MKL NDB.

Any site infrastructure to remain shall be protected during demolition activities. Any damage to nearby property caused by the Contractor’s activities shall be repaired at no cost to the Government.

Prior to excavation of underground structures, the contractor shall coordinate with the Volpe Center and local utility companies to locate and mark any active underground and aboveground utility lines that are to remain active after demolition and decommissioning activities are complete. The contractor shall refer to the site survey report for the removal of any on-site cabling. Volpe will provide email confirmation that power has been terminated but the contractor shall confirm that power is off at all facilities prior to the start of any work. Please refer to the specifications outlined in Section 5.0 of the site survey report for details.

All buildings, structures, and site improvements as specified in the site survey report, including but not limited to shelters, concrete footings and pads, steps, fencing, wooden power poles and equipment on the poles, electrical boxes and equipment, plot and road gravel, and all underground wiring and piping, shall be removed and disposed of according to the guidance provided in site survey reports and the above Demolition, Remediation/Removal, and Restoration Work Plan. The contractor shall segregate all demolition debris for offsite disposal and/or recycling as appropriate. Any hazardous debris (lead-based paint, ACM, PCB building materials, batteries, fluorescent light ballasts, creosote-treated wood, etc.) shall be disposed of as required by local, state or federal law and copies of all chain of custody paperwork for the disposal shall be provided to the Volpe Center in the closeout report. The contractor shall conduct additional sampling of demolition debris (if required) for waste disposal characterization and shall prepare manifests and/or bills of lading for signature by the FAA representative for all debris requiring offsite treatment and/or disposal. Copies of disposal paperwork shall be provided to the Volpe Center upon project completion.

The contractor is responsible for site security and safety and shall provide adequate protection against accidental trespassing. In addition for safety and security reasons, the contractor shall not leave dumpsters on-site overnight uncovered or outside of FAA fencing, without FAA/Volpe approval.

2.2.3 Restoration of Disturbed Areas

After the completion of all demolition and removal activities, the contractor shall restore the site according to the applicable site survey report and Work Plan. Where applicable, the contractor shall fill or otherwise level low areas, and compact and re-grade the site to its approximate original grade. The contractor shall supply clean, uncontaminated fill that is suitable for seeding, growing and sustaining vegetation, where stated in Section 5.D of the site survey report. If requested, the contractor shall provide paperwork or sample results certifying that the fill used is clean, and does not contain any contaminants above state or federal residential limits. The contractor shall compact any filled areas to 95% compaction to eliminate any settling and shall smooth out any disturbed surfaces.

2.2.4 Site Close-out

The contractor shall provide a brief closeout report in memo format, briefly detailing the work completed at the site. The results of all samples shall also be included, if applicable. In addition, the contractor shall provide all waste manifests including but not limited to, chain of custody paperwork for any hazardous waste disposal, and other disposal paperwork documenting quantities and the proper disposal or recycling of materials, laboratory results, before and after site photographs, and the location of any foundations or other objects left in place below grade.

2.6 VISITOR IDENTIFICATION REQUIREMENTS FOR FEDERAL FACILITIES SEP 2017

In accordance with the Department of Homeland Security (DHS) phased enforcement plan for the REAL ID Act (see DHS’s REAL ID website), visitors seeking access to military bases and almost all Federal facilities using their state-issued driver’s licenses or identification cards must present proper identification issued by REAL ID compliant states or a state that has received an DHS extension. Any visitor from a noncompliant State or other jurisdiction will need to provide an acceptable alternate form of identification with photo (e.g., U.S. Passport) to enter the Federal facility.

When planning a visit to a Federal facility or military base, visitors should contact the facility to determine what identification will be accepted as well as check DHS’s REAL ID website for the most up-to-date information on individual state compliance as status can change over time.

This facility entry requirement applies to visitors only. This requirement has no impact on badged Federal and Contractor employees. Driver’s licenses from all states are still acceptable identification in the issuance of Federal PIV cards (badges) and for entry in the case of a lost or forgotten PIV card by a badged Federal or Contractor employee.

Any revisions to the agreement shall also be provided to the CO. The Service Contract Act Wage Determinations may be revised annually. The Contractor shall notify the CO if revisions to the Wage Determinations or Collective Bargaining Agreement increase or decrease the contract value.

2.8 SAFETY AND HEALTH APR 2017

The Contractor shall immediately notify and promptly report to the COR and CO any accident or incident or exposure resulting in fatality, disabling occupational injury or occupational disease or contamination of property arising out of work performed under this contract. Provided, however, the Contractor will not be required to include in any report an expression of opinion as to the fault or negligence of any employee. In addition, the Contractor shall comply with any illness, incident and industry experience reporting requirements set forth in the Schedule of the contract. The Contractor will investigate all such work related incidents or accidents to persons and property to the extent necessary to positively conclude what cause or causes resulted in said accident or incident, and furnish the Contracting Officer with a report, in such form as the Contracting Officer may require, of the investigative findings, together with proposed and/or completed corrective actions.

This includes actual or potential conflicts of interests of proposed subcontractors. If an offeror identifies in its proposal, quote, bid or any resulting contract, a potential or actual conflict of interests the offeror shall submit an Organizational and Consultant Conflicts of Interest Plan (OCCIP) to the contracting officer. The OCCIP shall describe how the offeror addresses potential or actual conflicts of interest and identify how they will avoid, neutralize, or mitigate present or future conflicts of interest.

(b) Offerors must consider whether their involvement and participation raises any OCCI issues, especially in the following areas when:

(1) Providing systems engineering and technical direction.

(2) Preparing specifications or work statements and/or objectives.

(3) Providing evaluation services.

(4) Obtaining access to proprietary information.

(c) If a prime contractor or subcontractor breaches any of the OCCI restrictions, or does not disclose or misrepresents any relevant facts concerning its conflict of interest, the government may take appropriate action, including terminating the contract, in additional to any remedies that may be otherwise permitted by the contract or operation of law.

Executive Summary In support of the Federal Aviation Administration (FAA) Real Property Disposition Program, the United States Department of Transportation John A. Volpe National Transportation System Center (Volpe) has completed this Site Survey Report to include the results of the site survey conducted on September 25, 2024, at the Jackson (MKL) Non-Directional Beacon (NDB) (Facility) located in Jackson, TN. The Facility’s equipment building, NDB tower, and fenced-in plot are to be demolished and removed from the site. The purpose of this site survey was to determine the level of effort required to demolish, remove, and dispose of all real property on-site.

This report documents current site conditions, equipment inventories, environmental information, and recommended disposition and demolition actions for the site. Operations and maintenance histories were reviewed to identify any potential environmental hazards. Identified and most recognizable environmental hazards are to be handled and disposed of in an environmentally compliant manner to minimize potential worker exposures, contamination to the environment, and to achieve regulatory compliance for proper removal, disposal, and restoration.

Several risks and safety concerns, such as working around FAA facilities and potential environmental hazards will be identified and addressed in the Risk Mitigation Plan prior to the start of demolition. The work schedule is contingent upon FAA review and coordination.
