About this file

This document is Amendment No. 1 to Request for Proposals (RFP) 685 issued by the Alaska Legislative Affairs Agency on behalf of the Office of Victims' Rights (OVR) for a new Case Management Software System. The amendment provides detailed responses to potential offerors' questions, clarifying key project parameters such as the current system's data volume (222,377 files totaling 410 GB), existing backend technology (Microsoft SQL Server 2019), and system requirements. The RFP seeks a commercial off-the-shelf (COTS) case management solution to support 10 staff members, with proposals due by 2:00 PM Alaska Time on August 4, 2025.

The amendment reveals that there is no specific budget constraint, but appropriate funding is available. The agency requires the new system to integrate with Microsoft Exchange Outlook, Active Directory, Alaska Court View, and VINE system, with a preference for U.S.-based implementation resources. Compliance requirements include adherence to Criminal Justice Information Services (CJIS) and HIPAA regulations. The current system, named Justware, contains 4,267 cases, and all records must be permanently retained. The implementation can be completed fully remotely, and the system must support approximately 200-300 public-facing clients, with existing redacted documents requiring migration and maintenance of their current redaction status.
