About this file
This is Amendment #1 to a Sole Source Procurement Notice issued by the Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA) Shared Services Office of Contracts and Procurement for RFP 5623 OB S-44300-00005952. The amendment modifies the original sole source determination for Herrmann International, Inc. (DBA Herrmann Solutions) to provide training and licensing services related to the Herrmann Whole Brain Model. The procurement will result in an initial contract term of 10 years, with options for additional 5-year extensions, contingent upon continued proprietary status of the product under Oregon law. The agency reserves the right to purchase additional goods and services, including additional training seats and certified trainers. Protests to this sole source determination must be submitted within seven calendar days after the notice is posted on the OregonBuys e-procurement system and directed to Suzanne Christman, Procurement and Contract Specialist, via mail, fax, email, or hand delivery by 3:00 PM.
The procurement includes provisions for market research to be conducted at the initial contract term and every five years thereafter to verify that the Herrmann Whole Brain Model remains proprietary intellectual property satisfying Oregon's sole source procurement requirements. Upon completion of each market research period, OHA will issue an amendment to the existing contract award or issue a new contract if necessary, with compensation adjustments permitted for curriculum updates and Consumer Price Index increases. The vendor contact for this procurement is Anne Lewis at Herrmann Solutions, located at 1639 College Ave, Suite 150, PMB 111, Spindale, NC 28160-0029.
