About this file
This document is a set of questions and answers related to Request for Proposal (RFP) 5342-2022 issued by the Oregon Department of Human Services Aging and People with Disabilities Long Term Service and Supports. The RFP seeks to establish specific supportive interventions for individuals with mild to moderate depression, anxiety, or substance use to assist them in addressing or managing their symptoms. The program is intended to serve older adults and people with disabilities who are not currently receiving, nor eligible for, publicly funded mental health or substance use services covered by Medicaid or Medicare.
The RFP does not intend to screen out individuals who qualify for Medicaid or Medicare, but rather to serve those whose conditions do not meet the criteria for treatment and rehabilitation services covered by those programs. The program is also not intended to allow the supplanting of other resources such as state funds or Veterans funds that may already be available to serve the target population.

Subject Question ANSWER ANSWERED BY
4/27/2022 Definition of
Disability
What definition of disability is being used for this RFP?
Would individuals living with HIV/AIDS qualify?
Primarily we mean those determined disabled by the Social
Security Administration.
Individuals living with HIV/AIDS may have a disability but the intent is to serve people with disabilities more broadly than a specific condition.

5/2/2022 Eligibility My question refers to RFP section 2.4 Scope of Work, subsection 2.4.5. The subsection reads: ?2.4.5 The Agency is seeking Mental Health Support for Individuals who are not currently receiving, nor eligible for, publicly funded mental health or substance use services.? My question is:
Does the phrase ?publicly funded mental health or substance use services? refer to services covered by
Medicaid or Medicare? Most older adults and disabled individuals have Medicare insurance and a good portion of this population that APD serves has Medicaid.
There is no intent to screen out individuals who qualify for
Medicaid or Medicare. Rather the program is intended to serve individuals whose condition does not meet the criteria for treatment and rehabilitation services covered by those programs nor to allow the supplanting of other resources such as state funds or Veterans funds that may already be available to serve older adults and people with disabilities.
