A. SOLICITATION/CONTRACT FORM
A.1 STANDARD FORMS
Refer to the attached SF 1449, Solicitation/Contract/Order for Commercial Items. Complete and return the SF 1449 with your price proposal. Please find the SF1449 after this page.
A.1.1 Interpretation The captions or headings in this RFP are strictly for convenience and shall not be considered in interpreting this RFP and the resulting Contract. Words in this RFP that import the singular connotation shall be interpreted as plural, and words that import the plural connotation shall be interpreted as singular, as the identity of the parties or objects referred to may require. The words “include”, “includes”, and “including” mean include, includes, and including “without limitation” and “without limitation by specification.” The words “hereof”, “herein”, and “hereunder” and words of similar import refer to this RFP and the resulting contract as a whole and not to any particular provision of this RFP/Contract. Except as the context otherwise indicates, all references to “Attachments” and “Sections” refer to Attachments and Sections of this RFP/Contract.
A.2 Pre-Proposal Information and Activities A.2.1 Pre-Proposal Conference A Pre-Proposal Conference for Offerors will be conducted for the purpose of answering questions regarding this solicitation. Information presented by the Government at the Pre-Proposal Conference shall not constitute a change to the terms and conditions of this solicitation and/or the resulting Contract and associated specifications. The GSA shall only communicate changes to the terms of the solicitation and associated specifications in writing via amendment or modification. If an amendment is issued by the GSA, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
A.2.2 Pre-Proposal Conference Site Visit The GSA shall conduct Site Visits for the benefit of Offerors. Site Visits will enable Offerors to examine site conditions. Site Visits will be offered over a one-day period according to the following schedule: Thursday, January 10, 2024, by 10:00am EST. Offerors shall submit the name, phone number, and employer of each Site Visit participant, not to exceed three (3) visitors per company, to Mrs. Ingrid Blair, Contracting Officer, at Ingrid.blair@gsa.gov on Monday, January 8, 2024 by 2:00 PM EST. Offerors shall coordinate with the designated Government representative regarding parking, security screening, and any other such details and requirements. Said representative shall be assigned at a later date; Offerors will be notified.
Offerors shall wear steel closed-toe shoes and full-length pants during the Site Visit; loose fitting clothing (e.g., ties, scarves) is prohibited.
A.2.3 Requests for Information Offerors shall submit any and all questions regarding the site visit for this solicitation in the form of Requests for Information (RFIs). Offerors shall submit RFIs in writing only to Ingrid Blair, Contracting Officer, at Ingrid.blair@gsa.gov. GSA will post all RFIs, and respective responses will be posted in writing under this solicitation on the SAM.gov under the contract opportunities. All questions shall be submitted no later than January 15, 2024 by 2:00 PM EST.

B. SERVICES, ORDERING AND PRICES
B.1 GENERAL
The Contractor shall provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided), and shall plan, schedule, coordinate, and assure effective performance of all services described herein.
B.2 TRAVEL
Travel shall not be reimbursable, except as provided in the following paragraphs: The services required by this contract are expected to be within the geographic boundaries of the GSA National Capital Region (NCR). The NCR includes the District of Columbia; the city of Baltimore, the counties of Montgomery, Prince Georges, Howard, Anne Arundel, and Baltimore in Maryland; the cities of Alexandria, Falls Church, Fairfax, and Manassas, and the counties of Arlington, Fairfax, Prince William, and Loudoun in Virginia. There will be no reimbursement for travel within the GSA NCR.
Any reimbursable travel to be allowed must be authorized by the Contracting Officer (CO) in advance as a contract change order. The Contracting Officer’s Representative (COR) and the Contractor shall establish, through bilateral contract modification, the allowable travel reimbursement per visit to sites in cities or locations outside of the GSA NCR. In negotiating the fixed price for such travel, the allowable per diem cost shall not exceed the rates set forth in the Federal Travel Regulations in effect at the time that the work order is negotiated.
In addition, all travel by privately owned vehicles outside of the GSA NCR will be reimbursed on Federal Travel Regulations mileage rates.
No travel reimbursement outside of GSA/NCR will be allowed unless the Contractor provides sufficient written evidence of costs incurred, including receipts, registers or other information as may be required by the Contracting Officer’s Representative.
B.3 CONTRACT EFFECTIVE PERIOD

For the price evaluation, the Government will evaluate price proposals of offerors for award purposes by adding the total price for all options and additional services to the total price for the Base Contract. Award of options will not obligate the Government to exercise them.
B.6 ADDITIONAL SERVICES\
(a) Additional services that may be required will be procured through the issuance of contract purchase orders as requirements occur. Contract purchase orders will be issued using the GSA Form 300, titled “Order for Supplies and Services.” A GSA Form 300-A may be used for continuation sheets when necessary. Attachments forming part of each contract work order may also be used for lengthy statements of work, etc. All contract purchase orders will be priced with an appropriate fixed dollar value and indicate a performance period for the required services. The purchase order performance period may extend beyond the expiration date of the current contract effective period (The end date for either the base year or exercised option years whichever is latest). Purchase orders, and associated contract modifications, must be signed by the Contracting Officer to be valid. The SF30 will also be used to modify purchase orders when necessary.
B.7 PROPOSAL REQUIREMENTS
a. Proposals in response to this solicitation shall be submitted and evaluated based on price and qualifications/evaluation factors. Refer to Section L and Section M.
b. In the business proposal, each proposer must include a price for the initial 12-month period and for each of the four (4) option periods in order to be considered for award. Also, each Proposer must submit a proposal for each line item for the initial year and each option year.
c. Proposers shall price the option requirements for the four (4) additional option periods by assuming that the minimum hourly wages and fringe benefits established by the Administrator of the Wage and Hour Division of the United States Department of Labor for the initial 12-month period of performance will apply to the additional option periods of performance.
d. Do not include any allowance for any contingency to cover increased cost for which adjustments are pro- vided for under the “Price Adjustment” clause contained in Section I. In the event the Government exercises the option(s), the contract price(s) will be adjusted upward or downward at the time the option is exercised in accordance with FAR 52.222-44 entitled “Fair Labor Standards Act and Service Contract Act – Price Adjustment” found in Section I, Contract Clauses.
e. In order to be considered for award, the proposer must acknowledge receipt of each amendment issued (if any) under this solicitation by submitting 1 signed and dated copy of the Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued for each amendment.
f. Executive Order 12989, Economy and Efficiency in Government Procurement Through Compliance with Certain Immigration and Naturalization Act provisions, is in effect and must be complied with under any contract(s) resulting from this Invitation for Proposals. C. DESCRIPTION/SPECIFICATION/STATEMENT OF WORK
C.1.0 INTRODUCTION
The United States General Services Administration (GSA) Heating Operation and Transmission District (HOTD) owns and operates the Central Heating and Refrigeration Plant (CHRP). The GSA-CHRP produces chilled water and steam to comfort nearly 90 quasi-government buildings in the District of Columbia. The plant complies with the DC and Federal environmental regulations.
These regulations required that HOTD burns natural gas as primary fuel and No. 2 grade low-sulfur fuel oil as back-up fuel during an interrupt of natural gas supply by the natural gas supplier, Washington Gas.
The GSA-HOTD has five (5) boilers and a cogeneration unit 5C. Units 1, 2, and 6 are rated at 250 MMBtu/hr. Units 3 and 4 are rated at 500 MMBtu/hr. Unit 5C is rated at 326 MMBtu/hr. Because the GSA CHRP undergone boiler modification and reconstruction, the plant is required to comply with the New Source Performance Standard (NSPS) requirements – (Parts 60 and parts 75). These regulations required the GSA-CHRP to install and operate a continuous emissions monitoring system (CEMS) and a continuous opacity monitoring system (COMS) to comply with applicable emissions limits. Additionally, the plant is a major source because it emits more than 25 tons of NOx per year. Any source that emits more than 25 tons of NOx per year in the District of Columbia is classified as a major source. While the EPA’s NOx Budget program (NPB) has long ended, the District of Columbia did require that three boilers at the GSA-CHRP will continue to comply with the NBP because each of those boilers has heat-input exceeding 250 MMBtu/Hr.
heat-input limit. Therefore, Boilers 3, 4, and 5C are subject to the requirements of the NOX Budget Program, which is 40 CFR Part 75. Because of the stringency of 40 CFR Part 75, all quality control and quality assurance (QC/QA) services on the CEMS system, including linearity and relative accuracy testing audit (RATA) services, shall be performed in accordance with 40 CFR Part 75.
The United States Environmental Protection Agency’s Clean Air Act, as outlined in the Code of Federal Regulations, 40 CFR Parts 60, 70 (Title V program) 75, and Part 70, established emission standards for the following pollutants (NOX, SO2, PM, CO, VOC) in Lbs./MMBtu and Visible Emissions (Opacity), 6-minute average data in percent (%).
HOTD is required to continuously monitor NOx to comply with a 0.2 Lbs./MMBtu per every two hours, using the CEMS to comply. The CEMS serves all six units and are identical systems installed by the Environmental Systems Corporation (ESC), Inc and runs on an ESC-proprietary software, StackVision. There are six (6) separate NOX analyzers, six
(6) separate CO analyzers, six (6) separate remote O2 analyzers, and three (3) data logger/controllers assigned to boiler pairs (1-2, 3-4, & 5-6). All units are tied together into a common ESC data acquisition system.

More emphasis is placed on the Contractor’s self-management of quality, not the usual external inspection by Government Inspectors, although that is a part of this Contract as well. All parties should act proactively to reduce service cost, therein providing an incentive for the Contractor.
The Contractor, through innovation, technology, or other means, shall perform the required CEMS/COMS equipment testing and boiler tuning maintenance by following our Guiding Principles for Sustainable Existing Buildings:
1. Employ Integrated Assessment, Operation and Management Principles
a. In conjunction with the Contract Officer (CO) or designee establish operational performance goals for energy, water, material use and recycling, and indoor environmental quality, and ensure incorporation of these goals throughout the lifecycle of this Contract.
b. Ensure that decisions are carried out with regard to sustainable operations.
c. Use low emitting materials VOC (Volatile organic compounds) or other for maintenance. In particular, use products that have low pollutant emissions, adhesives, sealants, and solvents.
d. Use products meeting or exceeding EPA’s recycled content recommendations. For more information, see EPA’s Comprehensive Procurement Guideline website.
e. Use materials with the highest content level per USDA’s bio-based content recommendations for maintenance of or use in the building.
f. Use environmentally sustainable products that have a lesser or reduced effect on human health and the environment. See the Green Products Compilation.
g. Eliminate the use of ozone depleting compounds where alternative environmentally sustainable products are available consistent with the Clean Air Act.
2. Optimize Energy Performance – GSA is in the process of optimizing energy performance through many means and processes. Operate all equipment to optimize efficiency to reduce energy use and otherwise seek operating costs reductions wherever possible.
3. Protect and Conserve Water where possible inside and outside. Metering systems may be already installed or will be installed in government buildings to aid in reducing consumption. Where available, use EPA’s WaterSense-labeled products or other water conserving products.
4. Be aware that the building(s) and management involved with this Contract may be in the process of establishing processes, instituting plans, and operational procedures to meet energy efficiency goals either through receiving an ENERGY STAR rating, Smart Building/ Building Link technology, or comparable programs. The Contractor will play an integral part of obtaining these goals and should be aware of the programs and processes.
5. The purpose of partnering is to adopt procedures wherein the Contract and Government work together in achieving Contract objectives. Partnering involves the development of a cooperative management team that seeks to identify compatible interests, and common goals and objectives.
6. This is a fixed-price Contract and while working with the Government in obtaining goals the Contractor is motivated to find improved methods of performance in order to increase its profits. Results of an effective partnership should reflect a “mutual win” situation.
C.1.2 Relative Accuracy Test Audits (RATA)
The purpose of RATA is to compare emissions and other applicable data from the host facility's Continuous Emissions Monitor System (CEMS) to a simultaneously collected reference method test data from a contractor’s CEMS in order to assess the accuracy of the host facility’s (GSA- CHRP) CEMS readings.
The CEMS at the CHRP consists of equipment operated under software made by ESC that is housed in a rack enclosure in a dedicated room on the 5th floor at the plant, the CEMS Room.
Each stack has a dedicated CEMS that monitors, on a dilution extractive principal, the discharge of NOx, Carbon Monoxide (CO), O2 diluent gas, and opacity. Each stack CEMS utilizes the respective unit's fuel flow meters, including the Heat Recovery Steam Generator (HRSG) duct burner’s gas fuel flow meters for Unit 5C, to calculate that unit's total Heat Input. All stack gas analyzers and fuel flow meters have been installed and certified in accordance with the applicable requirements set forth in 40 CFR Part 60 and 40 CFR Part 75. The Plant utilizes an ESC model 1402 dilution probe for the sampling of NOx. The sample is diluted with clean instrument air at the probe. O2 is sampled separately using a different type of probe. There are six (6) Thermo Electron Instruments (TEI) Model 42i NOx Analyzers, six (6) AMP Cherokee model DFC- 100R Dilution Flow Controllers, six (6) Teledyne model T300 CO analyzers, and six (6) Ametek-produced WDG-V AMEVision HMI Host/Display O2 Analyzers. The CHRP CEMS utilizes three ESC model 8864 Data Loggers. The boilers are configured in pairs (1&2; 3&4 and 5&6) and each pair is assigned to a single Data Logger. A central server PC uses XML capable StackVision software on the data acquisition and handling system (DAHS) to collect and store plant environmental-related data and organize the data into required reporting format for regulatory agencies.
Summary Description of the CEMS
Each CEMS contains the following equipment:
• Dilution Sampling Probe
• Unheated Umbilical
• Dilution Control Panel
• Zero Air Supply
• Calibration Gas System and associated components
• Data loggers
• Analyzers
• Data Acquisition and Handling System (DAHS) – Server
The Opacity monitors at the CHRP consist of equipment made by Teledyne Monitor Labs: Light Hawk, model 560 Compliance Opacity/Dust monitor. The optical head and retro-reflector assemblies are housed in rugged aluminum investment castings. The optical head contains the active electronics necessary to produce an electro-dynamic pulsed LED light source across the stack/duct to retro-reflectors assembly and to detect transmitted light. The miniature retroreflector in combination with an overfill light source precludes misalignment concerns on the stack or duct.
