Offerors should visit the building and become familiar with existing conditions; examine all contract documents relating to this work, and carefully review the requirements contained in this specification. Offerors shall determine any conditions which affect the work and make a thorough site investigation before submitting an offer. No allowances will be made for failure of an offeror to avail themselves of such information.

Note 1. These quantities are for evaluation purposes only and are based on an estimate of the Government’s anticipated need for such service. Snow and ice removal ice prior to and during normal operating hours is included in the monthly price for Standard Services.

Note 2. Offerors are cautioned not to confuse overtime services with additional services. Additional services are defined as any work requested by the Government that is within the scope of this contract but in addition to the contract requirements. Overtime services are defined as work within the scope of the contract originally intended to be performed during normal working hours, where the Government requests the work be performed outside of normal working hours to expedite the return of a piece of equipment to operating condition or to minimize disruption to tenants.

Note 3. Quote a price per hour for providing Above Standard Services when ordered that are in addition to the services specified herein for the standard services. Orders for above standard service may be placed orally when the amount of the order totals $2,500.00 or less or in the event of an emergency. All orders which exceed $2,500.00 must be placed or confirmed by issuance of a GSA Form 300, Order for Supplies or Services and will be paid by GSA Finance. The GSA Form 300 will describe the service to be provided and will establish, excluding emergencies as determined by the Contracting Officer (CO) or the Contracting Officer’s Representative (COR), the maximum number of hours for which the contractor will be compensated. Orders of $2,500.00 or less may be processed using the Government wide commercial purchase card, which is the preferred method to purchase and to pay for micro purchases. Individual orders for above standard services involving more than forty (40) hours will only be issued with the assent of the contractor. This above standard services provision is intended to be used to satisfy the Government's short term non-recurring needs for service. Should a continuing need for additional service arise, a contract modification will be negotiated pursuant to the "Changes Fixed Price" clause. Above standard services cannot be accomplished by diverting resources from work that is supposed to be accomplished.

Note 4. Chemicals and/or sand shall be used to reduce safety hazards due to ice and snow. All chemicals used shall comply with Federal specifications, local codes and be approved by the COR prior to the first inclement weather event. No sodium chloride or calcium chloride salt shall be used due to environmental risk.

Less disruptive chemicals such as magnesium chloride, potassium acetate, and potassium chloride are viable alternatives. The Contractor shall ensure there is an adequate supply of chemicals and sand readily available to cover unexpected snow and ice occurrences.

[13]

SECTION C - DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

Introduction This is a Performance Based Contract which focuses on outcomes as opposed to prescriptive requirements.

This specification represents GSA's performance objectives and minimum levels of service to be provided by the contractor. A high level of effective communication between the Government and contractor is essential. This performance based requirement demands a greater emphasis by the contractor on self-evaluation, robust quality control processes and strict oversight of building operations to ensure the highest level of efficiency. The Contractor will be required to maintain a quality control program to ensure that the requirements of this contract are met. The contractor must closely monitor all aspects of the work, identify deficiencies and implement corrective action, without reliance on Government oversight.

GSA is dedicated to ensuring its facilities are operated with a high degree of efficiency, minimizing energy use and may be actively pursuing or participating in programs such as ENERGY STAR rating, LEED-EB or comparable programs. The contractor will play an integral role in supporting this effort and should be aware of the requirements of these programs. The Contractor is not required to bring the building into conformance with LEED-EB, but within the scope of this contract, shall operate and maintain the building in such a manner as to maintain applicable LEED-EBOM standards.

C.1. SCOPE OF WORK

C.1.1 The Contractor shall provide all management, administrative, supervision, labor, transportation, materials, supplies, repair parts, tools, equipment (except as otherwise provided) and subcontracts necessary, and shall plan, schedule, coordinate and assure effective completion of all work and services and performance of snow removal and related services described herein.

C.1.2 The Contractor Shall The Contractor shall provide snow and ice removal services from October 1st through April 30th for the base period (7 months) and for each option period at the three (3) locations listed in Section B.1.

Performance shall be a standard conforming to best practices of the industry. All services shall be rendered promptly and efficiently.

For Reference Only Average Firsts (from The National Weather Service) Average date of the first inch snowfall - November 18th Average date of the first two-inch snowfall - November 29th Average date of the last inch of snow cover - April 2nd

C.1.2.1 Snow and Ice Removal The contractor shall automatically initiate snow and ice removal from crosswalks, handicapped accessibility areas, vehicular courts, driveways, roadways, parking areas, parking stops, fire hydrants and approaches within the Federal property line in order to maintain safe conditions. The performance of standard services shall take place Monday through Friday, except Federal holidays. As part of standard services, the Contractor shall clear snow and ice before the normal building operating hours (7:00 to 5:00 PM) to prevent a slip hazard and to maintain a safe passage for vehicles and pedestrians. As part of standard services, the Contractor shall also clear snow

[14] and ice during normal building operating hours to maintain safe passage on crosswalks and driving paths until the end of the business day.

As part of standard services for Location 1, the contractor shall also provide snow and ice removal services for all non-adjacent sidewalks and walkways highlighted in the site diagram in Section J., Exhibit 4. These services shall be provided Monday through Friday, except Federal Holidays, and before the normal building operating hours of 7:00 AM to 5:00 PM to ensure the sidewalks and walkways are clear of snow and ice before 7:00 AM.

Between the hours of 7:00 AM and 5:00 PM these services shall be performed by a different contractor.

The contractor shall automatically initiate snow and ice removal services when 2 inches of snow has accumulated on the crosswalks, handicapped accessibility areas, vehicular courts, driveways, roadways and parking areas, and/or when any accumulation of ice on crosswalks, handicapped accessibility areas, vehicular courts, driveways, roadways, parking areas and approaches within the Federal property line creates a slip hazard or unsafe passage for vehicles and pedestrians.

Snow shall be pushed off the roads, parking areas, ramps, parking spaces, parking stops, fire hydrants, pedestrian thoroughfares and walkways without blocking traffic, and in a manner that does not impede the visibility of vehicular operators, pedestrians or tenant agency operations. Stockpiling of snow is allowed only in areas designated by the COR. Stockpiling of snow is not allowed on top of, or behind parking stops. Section J.

includes site plans of areas for stockpiling snow at each location (See Exhibits 4, 5 and 6). Areas designated for snow stockpiling are for temporary purposes only. The designated areas for snow stockpiling will include all snow removed from the site (walkways, driveways, parking lots, plaza, ports, etc.) under this contract and other facility operations.

The Contractor shall respond promptly (within 1 hour during normal operating hours) to the site to resolve requests for standard services from the COR or their designated representative. The Contractor shall maintain a service call log or record which shall be available for inspection by GSA at all times. As a minimum, the log or record shall contain:

a. The name of the caller

b. Description of problem and location

c. Time and date call was received

d. Description of the action taken to resolve the problem and the time and date corrective action was taken

The GSA Ordering Official may order additional snow and ice removal services outside of normal building operating hours (i.e. weekends, holidays). The order shall reflect the days and quantities of services required for snow and ice removal.

Environmentally friendly de-icing products that will not damage concrete or metal and will help protect the environment, must be used on all roadways, parking lots, concrete entrances, walkways and steps, to prevent ice build-ups. This also applies to any sand/de-icing mixtures. Chemicals and/or sand shall be used to reduce safety hazards due to ice and snow. All chemicals used shall at a minimum comply with State environmental regulations and local codes. The Contractor shall ensure there is an adequate supply of chemicals {ice melt in lieu of chemicals} and sand readily available to cover unexpected snow and ice events. All chemicals used in the performance of this contract shall be approved by the COR prior to the first inclement weather event. No sodium chloride or calcium chloride salt shall be used due to environmental risk. Less disruptive chemicals such as magnesium chloride, potassium acetate, and potassium chloride are viable alternatives.

The Contractor shall use caution when snow removal is in progress to prevent any damage to the buildings, grounds, vegetation, landscape areas, sidewalks, roads, fire hydrants, shrubs, signs, and other protrusions. The

[15]

Contractor shall be held liable for any damage incurred to Government property during the performance of work.

All locally prescribed safety regulations, laws, and practices shall be carefully observed in performance of the work.

The Contractor shall be responsible for annual sweeping of all concrete and paved inspection lanes, parking areas and adjacent walkways integral to the parking area; removal of sand from adjacent grounds; and reseeding and repair of damage to affected areas at the end of each winter season. This work must be completed prior to May 1st of each year.
