About this file
The document is a Request for Proposals (RFP 41242) issued by the St. Johns River Water Management District (SJRWMD) in partnership with the Florida Department of Environmental Protection (DEP) for a Water Conservation Messaging Project. The project seeks a marketing firm to evaluate existing water conservation messaging effectiveness and develop new marketing materials targeting residential irrigation users. The total project budget is $321,447, with $152,902 allocated for cost-share or cost-reimbursement programs and $168,545 for programmatic water conservation activities. The contract term is from execution through September 30, 2026, with proposals due by 2:00 p.m. on September 17, 2025. The district plans to select one firm to deliver marketing services, with potential oral presentations scheduled for October 6-8, 2025, and a final ranking anticipated on November 12, 2025.
The project is funded through state appropriations, specifically the Alternative Water Supply program (Line Item 1687), with no matching funds required. Eligible project types include toilet rebates/replacements, sprinkler/irrigation retrofits, smart water monitoring devices, indoor and outdoor water conservation fixtures, public education campaigns, and agricultural cost-share programs. The marketing efforts aim to develop consistent water conservation messaging that can be used statewide or in specific geographic regions, with a focus on inspiring behavior change among residential irrigation users. The district emphasizes that all content must be original, human-generated, and free of copyright limitations, with the Department of Environmental Protection receiving full ownership and distribution rights for the developed materials.
