About this file

This is a Question, Inquiry and Response Document for RFP 4051 issued by Madison Metropolitan School District (MMSD) in Wisconsin for a la carte beverage procurement. The RFP seeks a vendor to supply juice, water, sports drinks, and other USDA Smart Snacks compliant beverages to multiple school sites within the district. Historical sales data from August 1, 2017 through June 30, 2018 indicates total volumes across various package sizes and brands, with top-selling items including Vita Ice (2,978 units of 12/17oz packs), Tropicana (1,145 units of 24/10oz packs), and bottled water (843 units of 24/20oz packs). Equipment needs vary by school site and include single-door coolers, double-door coolers, countertop coolers, and floor rolling coolers, with specific quantities to be determined after contract award through consultation between the awarded vendor and representatives from each school site.

MMSD intends to award all RFP categories to a single primary vendor while reserving the right to purchase additional items from other vendors if pricing or product variety proves advantageous. The district does not permit site visits prior to the proposal submission deadline but may conduct visits by MMSD staff after all proposals are received for scoring purposes. Equipment needs will be assessed based on projected sales growth rather than historical volumes, as the district aims to increase a la carte sales. The selection committee comprises multiple MMSD staff members who will evaluate proposals using the scoring criteria outlined in the RFP, with product variety identified as a scoring component. Interested vendors must submit a comprehensive list of compliant beverages offered and may request site visits as a condition of accepting a contract award if deemed necessary.

2: Can you supply a list of equipment needs for the entire school district, which would include the number of single door coolers, double door coolers and any other specific needs?

RESPONSE: Equipment needs are to be determined after the contract is awarded by the awarded vendor and a representative from each school site. Equipment needs will change based on the number of products sold and the popularity of items offered. It is always our goal to increase ala carte sales; current numbers should not be used as more than a starting point when determining future needs.

3: Is the RFP limited to juice, water and sports drinks or can we submit other USDA compliant products?

RESPONSE: The RFP is not limited to juice, water, and sports drinks. We would like to review any and all Smart Snacks compliant beverages that your company offers as part of your response. Please include a comprehensive list of compliant beverages offered with your proposal. We have included product variety as a scoring component because we are interested in working with a vendor with a wide variety of products.

4: Who can we connect with to arrange for site visits?

RESPONSE: School site visits will not be permitted prior to the submission deadline. The addresses of each site have been included in the proposal for you to use to estimate delivery schedules and associated costs. You may request site visits prior to accepting a contract award in your proposal if it is necessary. Site visits by MMSD staff will be conducted, if necessary, when scoring responses after all proposals are received.

5: Is it your intent to award all categories in the RFP to one vendor?

RESPONSE: Yes, it is our intent to enter into a contract with a vendor who will provide the majority of our ala carte sales. MMSD reserves the right to purchase additional items from other vendors if pricing proves beneficial over the course of the contract, or if additional variety is available to us elsewhere.

6: Who makes up the selection committee for this RFP?

RESPONSE: Proposals will be graded using the scoring criteria outlined in the RFP. Multiple MMSD staff members will review proposals and award points appropriately. Scoring will include as many or few members of MMSD as necessary to allow for a fair and objective scoring process.
