About this file

This is a Question, Inquiry and Response document for RFP 4040, a Request for Proposal issued by the Wisconsin District's Legal Services department for a Contract Management System. The inquiry and response document addresses vendor questions regarding eligibility, submission requirements, and system functionality. Proposals were required to be submitted by March 15, 2019 at 2:00 PM (CST) in the following format: one hardcopy original, one electronic version on a memory stick, compact disk, or email attachment, and four additional hardcopies containing all required materials excluding the Cost Proposal. The responses indicate that the District anticipated between 175 and 200 licensed users for the system, with differentiation between contract creators and users requiring access for document lookup or workflow involvement.

Key considerations for vendors include compliance with submission requirements as detailed in paragraph 2.4 of the RFP document, and understanding that the system's redline capability within the software is an important feature for the District's post-negotiation contract management phases. The District sought vendors capable of supporting a tiered licensing model that distinguishes between different user access levels and functionality requirements. No responses were provided to inquiries numbered 8 through 30, suggesting either incomplete documentation or that certain questions remained unanswered at the time this document was compiled.

RFP 4040 – Contract Management System

Vendor Questions/Inquiries and Responses 1: Whether companies from Outside USA can apply for this (like, from India or Canada)?

RESPONSE:

2: Whether we need to come over there for meetings?

RESPONSE:

3: Can we perform the tasks (related to RFP) outside USA (like, from India or Canada)?

RESPONSE:

4: Can we submit the proposals via email?

RESPONSE: We draw your attention to paragraph 2.4 of the Request for Proposal document, which specifically addresses requirements related to submitting a proposal. Please not that proposers must submit ONE hardcopy original (identified as such), ONE electronic version (memory stick, compact disk or e-mail attachment), and FOUR (4) hardcopies including all materials (excluding Cost Proposal; see paragraph 6.2) required for acceptance of their proposal by March 15, 2019 at 2:00 PM (CST).

5: It appears that the ability to "redline" within the software is an important aspect for MMSD. “The inquirer” focuses on the post-negotiation phase of the contract management life cycle, because of this I do not believe that we would be a good fit for MMSD. Could you please confirm this?

RESPONSE:

6: Are you able to provide insight into how many licensed users you anticipate this project to account for?

RESPONSE: If your licensing model requires that everyone who might touch the system needs a license, then we are probably looking at between 175 and 200 licenses.

7: With our licenses, there is a difference between contract “creators” and people who will need access for either document lookup or being involved in the workflow. Are you able to provide an approximation to how many contract creators there would be? Also, how many other users who would just access the contract, or be involved in the workflow?
