Both sites are listed on the National Register of Historic Places. The project scope includes developing schematic and construction drawings to enhance roads, paths, entrances, and slopes at both cemeteries, with five key tasks: kickoff meeting (May 2026), schematic design (Spring 2026), design development (Summer 2026), construction documents (Summer-Fall 2026), and bid administration (Fall 2026). Deliverables include monthly client meetings with notes (estimated 6-8 meetings), presentations to the Community Preservation Committee (1-2 in-person meetings), schematic designs, and complete construction documents with drawings. Proposals are due electronically through the ProjectDog submission portal by Thursday, April 16, 2026 at 10:30 AM. Questions must be submitted by email to Purchasing@Watertown-ma.gov by 12:00 p.m. on April 8, 2026, with written responses provided by addendum by Noon on April 10, 2026. The City reserves the right to conduct interviews with top-ranked candidates as part of the evaluation process and anticipates awarding the contract within thirty days of the submission deadline.
The evaluation process is qualifications-based rather than price-competitive, with proposals assessed against minimum criteria and comparative evaluation criteria using a five-point scale. Minimum qualifications include five years of experience providing the required scope of services, detailed descriptions of three similar historic cemetery or landscape design projects, familiarity with historic cemetery design in the Northeast, ability to prepare schematic and construction drawings, and submission of required certifications. Comparative evaluation criteria include consultant experience in landscape architecture and master planning (10+ years considered highly advantageous), project management experience with construction contracts (seven or more contracts highly advantageous), design and availability to meet the City's timeline, team knowledge and experience in schematic and construction document preparation, and staffing plan and methodology. The fee proposal shall include estimated costs to complete the scope of services, estimated hours necessary, and a budget for direct expenses; final fees are subject to negotiation with the selected firm after selection. All proposals must remain firm for thirty days following the submittal deadline.
