About this file
This document is an Addendum to RFP# 3-21 for E&M eLearning Development and Training issued by the Massachusetts Bay Transportation Authority (MBTA). The Addendum revises the scope of Project 3 within the RFP, which involves working with subject matter experts to edit and update an existing instructor-led training (ILT) course on technical topics such as electrical power substation maintenance. The revisions aim to improve the flow, sequence, conciseness, reinforcement of key ideas, and visual appeal of the course materials, including the PowerPoint slides, hands-on exercises, quizzes, final exam, and reference materials. The Resource will provide project management for this course development effort and deliver the revised course within 1 month of receiving the existing training materials from the MBTA.
Proposal requirements include providing the role, experience, and resume of each key contributor, the number of resources to be assigned, 1-2 samples of technical ILT production, the estimated completion timeline for a 35-hour course, known resource constraints, and the development tools and instructional design methodology to be used. All other terms and conditions of RFP 3-21 remain in effect.

Attention Bidder(s):
SUBJECT: RFP# 3-21 E&M eLearning Development and Training – Addendum No. 1
The MBTA is amending the following scope within RFP# 3-21, Section 2.3: Project 3 Page 6 – Section 2.3 Project 3:
Updated Scope:
Work with various E&M Training subject matter experts (SMEs) to revise an existing Instructor-led training (ILT). All of our ILT topics are technical (e.g. electrical power substation maintenance), therefore, the lead project contributor must have expertise in developing technical training courses from the beginning.
This ILT course will include PowerPoint slides, hands-on exercises, quizzes, final exam and reference material (e.g., policies, equipment operation and maintenance manuals).* Specifically, the Resource will edit the training content to achieve the following:
· Improve the overall flow of the course content
· Modify the sequence of topics (as needed)
· Make content more concise
· Improve reinforcement/summary of key ideas
· Add knowledge checks to assess each student’s ability to demonstrate their understanding
· Add images to improve visual appeal
· Replace hard to view images (Resource may need to recreate some images)
· Apply new PowerPoint slide templates (for title slide, module separator slides, text-only/text and image slides, etc.) to improve readability, and provide a consistent look and feel; fix the slides as required by these changes
· Convert true/false or yes/no quiz/test question types to multiple choice questions
· Provide project management for this course development effort (including providing wireframes/module outlines, milestone and associated deliverable dates)
· Review, test and document the type of changes made
* This ILT course may include videos, but typically the instructor launches these or each student views them online; the videos do not need to be integrated into the slides.
Exclusions These PPT slides will not include the following elements/characteristics:
· Interactive elements, transitions or animations
E&M Training will:
· Provide the existing training slides and new slide templates to the Resource
Timeframe Once the Resource provides E&M Training with content to review, E&M Training may request additional slide modification. The Resource will complete the requested revisions of all slides and work with E&M Training to finalize each module within 1 month.
Proposal Package Requirements In addition to all standard RFP requirements, we ask that all responses to this RFP to include the following items with their proposal:
· Role, experience and/or resume of each key contributor for this project
· Number of resources to be assigned (full-time/part-time) to this project
· 1-2 samples of technical ILT produced from beginning to end by the selected resource date available to start
· Estimated completion timeline for a 35-hour course*
· Known resource constraints
· Development tool(s) used and version
· Instructional design methodology/approach
* The ILT course selected for this project may be longer than 35 hours, but we require a guideline/estimate of the Resource’s rate of work completion
All other terms and conditions of RFP 3-21 shall remain in effect.
