About this file

This file is a Requirements Matrix attachment for Request for Proposals 27-27/GS issued by the City of Hampton, Virginia, seeking a Software-as-a-Service asset management solution for the Department of Public Works Fleet Services Division. The matrix, compiled from the Scope of Work pages 7-14 of the RFP, establishes comprehensive functional and technical requirements across nineteen major categories including data migration, fleet maintenance management, preventive maintenance management, digital inspections, asset lifecycle management, equipment replacement planning, inventory management, purchasing and procurement, fuel management, mobile functionality, reporting and analytics, system integrations, notifications and alerts, training, project management, system requirements, key deliverables, support and maintenance, offeror qualifications, and acceptance criteria. Offerors must complete the matrix by assigning response codes to each requirement (EF for Existing Functionality, UD for Under Development, TP for Third Party, FD for Future Development, or NA for Not Available) and provide comments detailing how requirements will be met.

The matrix requires offerors to identify data quality issues and provide data cleansing recommendations, deliver a fully configured Fleet Operations Management Platform, and provide comprehensive training in multiple formats including instructor-led sessions, train-the-trainer programs, and online resources. The solution must be cloud-hosted, browser-based, mobile-compatible, support role-based security with multi-factor authentication, maintain audit trails, include encrypted data storage, and meet current cybersecurity standards. The contractor must supply a dedicated project manager, implementation schedule, communication plan, risk management plan, go-live support, and post-implementation support, with acceptance contingent upon successful data migration, training completion, production deployment, critical issue resolution, and final approval by the City of Hampton Fleet Services Division.

Offeror Response CodeEnter one of the following Response Codes for each requirement in the column captioned “Offeror Response Code”:
“EF” – Existing Functionality: The requirement is met by proposed software that is installed and operational at other sites, as a core feature, without extensive user intervention.
“UD” – Under Development: The requirement will be met by software currently under development, in beta test, or not yet released. Provide a target release date.
“TP” – Third Party: The requirement will be met through a third-party solution or interface. Identify the partnership and provide supporting references.
“FD” – Future Development: The requirement will be developed as part of a future release. Describe the feature and estimated timeline.
“NA” – Not Available: The requirement cannot be provided.
An omitted response will be treated as an “NA” response. Offerors are encouraged to use the Comments column to reference sections of their response with more detail, or to explain their response.
PriorityTo be completed by the City of Hampton. The RFP scope of work (pages 7–13) does not assign priority levels to individual requirements, so this column has been left blank for the City to classify each requirement (e.g., Urgent, High, Medium, or Low) prior to issuing the matrix to offerors.
Offeror Description RequiredTo be completed by the City of Hampton. If set to “Yes,” the Offeror must provide further detail on how the requirement will be met. If set to “No,” the Offeror is not required to provide further detail, but may choose to.
Indented / italic rowsRows shown in italics and listed immediately beneath a parent requirement are sub-requirements of that parent (for example, the individual factors that make up “Replacement scoring”, or the metrics that make up “Executive Dashboards”).
SourceContent is transcribed from the Scope of Work, Section III (pages 7–13), of RFP Fleet Software Solution.docx, City of Hampton. Section and item order follow the source document; minor punctuation/typo corrections were made for clarity.
