About this file

This Request for Proposals (RFP) is issued by Cape Cod Community College, an agency of the Commonwealth of Massachusetts, to solicit proposals from executive search firms to assist in recruiting qualified candidates for the position of College President. The College seeks a firm to manage the complete recruitment and selection process, including developing position descriptions and advertisements, recruiting and screening applicants with emphasis on diversity, conducting reference and background checks, coordinating campus visits and interviews, and presenting a minimum of eight qualified candidates for the Search Committee's consideration. The firm must demonstrate familiarity with Massachusetts Board of Higher Education guidelines and the Massachusetts Open Meeting Law. Sealed proposals are due by 11:00 a.m. EST on Monday, August 10, 2026, delivered to the Cape Cod Community College Procurement Department. Questions must be submitted by Wednesday, July 29, 2026. Presentations and interviews, if required, will be held between August 13-21, 2026, with award notification expected by Wednesday, August 26, 2026, and a fully executed agreement by Wednesday, September 2, 2026.

Respondents must submit pricing and technical proposals in separate sealed envelopes, with the technical proposal not exceeding twenty pages and including six original copies. The College will evaluate proposals based on seven criteria (project approach, quality of work plan, schedule feasibility, deliverables description, team structure, staff qualifications, and relevant experience), each worth up to three points for a maximum of twenty-one points. Respondents must provide three references from public higher education institutions, preferably community colleges, for whom they have provided successful presidential search services within the last five years. The College requires respondents to be regularly engaged in executive recruitment with demonstrated success at community colleges and to maintain sufficient staffing for prompt communication. Pricing must be submitted on the provided Price Proposal Form with detailed budget narratives explaining fees, rates, and costs. The award will be made to the responsive and responsible respondent offering the best overall value, not necessarily the lowest price. All proposals become property of Cape Cod Community College and are subject to Massachusetts public records disclosure. The Commonwealth of Massachusetts standard contract form and W-9 form must be executed within five working days of award notification.

SECTION 1: SCOPE OF SERVICES REQUESTED

Purpose The Board of Trustees of Cape Cod Community College (“CCCC” or the “College”), an agency of the Commonwealth of Massachusetts, is soliciting proposals for an Executive Search Firm to assist in the recruitment of several highly qualified candidates for consideration for the position of President.

Background Cape Cod Community College, founded in 1961, delivers educational programs and services to meet the diverse needs of the residents of Cape Cod, the Canal Region, the islands of Martha's Vineyard and Nantucket, and the Greater Plymouth Area. CCCC is the only comprehensive college on Cape Cod and offers Associate of Arts, Associate of Science, Associate of Applied Science degrees and academic and non-credit certificate programs in a wide variety of areas. Classes are offered at the main West Barnstable Campus, the Hyannis Center, Plymouth Airport, and at the Bridgewater State University campus. Cape Cod Community College currently serves approximately 8,500 credit and non-credit seeking students, with 71 full-time faculty, adjunct faculty, and 180 full-time staff.

In addition to providing access to high-quality higher education, both credit and non-credit programming, the College plays a critical role in community-building providing culturally enriching events for its service area.

The Tilden Arts Center hosts numerous events for the community each year. The Higgins Art Gallery mounts public fine art exhibits each year. The Academy for Lifelong Learning has provided educational and social opportunities for thousands of senior citizens since 1987, and numerous local businesses and schools utilize its campus facilities for community activity and production. Selection Procedure A proposal evaluation committee, appropriate to the scope and nature of the RFP, will evaluate each responsive technical proposal based on the seven (7) evaluation criteria and maximum points allowed. After the technical proposal scoring is complete, price proposals will be reviewed. The proposal evaluation process is designed to award the contract not necessarily to the respondent with the lowest cost, but rather to the respondent with the best combination of attributes providing the overall best value. The College’s Board of Trustees or its designee shall make the final award.

CCCC reserves the right, at its sole discretion, to request respondent clarification of a Technical Proposal or to conduct clarification discussions with any or all respondents. Any such clarification or discussion shall be limited to specific sections of the proposal identified by CCCC. The subject respondent shall put any resulting clarification in writing as may be required by CCCC.

Contract Award The College shall award this contract to the responsive and responsible respondent that provides the greatest overall value to CCCC considering the evaluation criteria described herein as well as cost. Upon notification of the award, the respondent with the apparent best-value proposal shall execute the following documents: Commonwealth of MA Standard Contact Form and W-9 Taxpayers ID form within five

(5) working days. If the respondent fails to provide the requested documents by the deadline, CCCC may determine that the respondent is non-responsive to the terms of this RFP and reject the proposal. If CCCC determines that the apparent best-value proposal is non-responsive and rejects the proposal, the remaining responsive proposals will be reviewed to determine the new apparent best-value proposal.
