The project encompasses pump station improvements including the installation of a new vertical turbine pump (Pump No. 8), redundant primary metered utility service with transformers stepping down voltage to 4160V, new two-source metal-clad switchgear, medium voltage motor control center, four insertion-type magnetic flow meters in access vaults outside the pump station site, and all associated instrumentation and control improvements, structural work, civil improvements, stormwater management, and traffic control. A non-mandatory pre-proposal meeting is scheduled for October 20, 2026 at 10:00 AM CST via Zoom. The deadline for written questions is October 27, 2026 at 10:00 AM CST, with the final addendum due October 29, 2026. Performance and payment bonds are due within seven business days of contract award. The anticipated pre-construction meeting and Notice to Proceed are scheduled for January 11, 2027, with a targeted project completion date of June 21, 2028, representing approximately 450 working days of construction.

The proposed project budget is $7,500,000 inclusive of all incidental and contingent expenses. Proposals are evaluated using a 50-point cost component (comparing total contract sum to the Engineer's Estimate with specific percentage thresholds), 15-point schedule component, 20-point contractor personnel and experience component, 10-point reputation and quality assurance component, and 5-point contractor proximity component. All proposers must submit a proposal bond equal to 5% of the total proposal amount, provide evidence of Contractor's Registration with a score of 70 or better, submit a Statement of Proposer's Qualifications documenting at least five completed similar projects, and provide required surety letters and insurance documentation. Evaluation Process: A selection committee appointed by the City will evaluate Proposals submitted in response to this solicitation. The following selection criteria and associated weighted value will be used by the City to rank the Proposals received. In the event of a tie in the rankings, the City shall break the tie based upon the City’s determination of which Proposal will provide the best value to the City. Subjective judgment on the part of the City is implicit in the criteria selection process. Once the Proposals have been ranked, the City will begin contract negotiations with the first ranked Proposer. If the City is unable to come to terms with the selected Proposer, discussions will be terminated in writing and the City will proceed to negotiate with the next ranked Proposer and repeat the process until a contract agreement is reached or all Proposals are rejected. Upon reaching an agreement the contract will be placed in writing and executed by both parties and a purchase order will be issued by the City for the contract amount.

After opening and ranking, an award may be made on the basis of the initially submitted proposal, without discussion, clarification or modification, or the City may discuss with the selected Proposer, options for a scope or time modification and any price change associated with the modification. Proposers must indicate any and all modifications or exclusions to the contract with their proposal. Any Proposal may be considered unacceptable if the committee determines it fails to provide adequate technical or pricing information in the Proposals as specified in these Proposal Instructions.

Selection Criteria: Contractor may submit additional information relevant to the Selection Criteria listed below. Failure to submit all required documentation in the following order may lead to the rejection of the Proposal. SCHEDULE OF MATERIALS AND SUPPLIERS

The Contract Documents are based upon the equipment or products available from the manufacturers/ suppliers denoted within the specifications. The Cost Proposal must be based on the manufacturers or suppliers included in the specifications. Proposers shall circle the manufacturers included in the Proposal as shown on the Proposal Equipment table. If nothing is circled, then it shall be the first manufacturer listed that is expected to be provided.

Provision is made in the Contract Documents for alternate manufacturers and suppliers whose equipment or product may be deemed equivalent in quality. If the Proposer desires to propose one or more alternate manufacturers/suppliers, the Proposer may write in the name of such alternates in the spaces provided on the attached schedule. Wherever an alternate manufacturer/supplier is proposed, the Proposer must insert the amount to be deducted from the Contract Price (either lump sum or unit price) if the alternate manufacturer/supplier is eventually approved.

If the Owner determines that it is in the best interest of the project to review the alternate manufacturer then the Owner will request that the Proposer supply complete information on proposed alternates for review prior to the Notice of Award. If the proposed alternate manufacturer/supplier is not determined to be in the best interest for this project or is not acceptable to the Owner or Engineer, the Proposer shall use their circled specified manufacturers or suppliers.

The deductive amount specified for alternate manufacturers/suppliers will not be used in determining the successful Proposer. Alternates will be considered only after award of the Contract.

For any alternate manufacturer or supplier accepted by the Owner, the Contract Price will be reduced by the deductive amount stated in the Proposal. However, because the Contract Price is based on specified manufacturers/suppliers it will not be adjusted for any alternate supplier rejected.

The Contractor shall reimburse the Owner for any costs directly attributable to the change in manufacturer or supplier, such as additional field trips for the Engineer, additional redesign costs, additional review and inspection costs, etc.
