About this file

This is an Addendum 2 to Request for Proposal 27-001 issued by City Schools of Decatur, Georgia, for comprehensive legal services. The amendment reflects a significant change in procurement strategy: the district intends to award a single contract to one legal firm to provide combined legal services to both the Board of Education and district administrative operations, rather than awarding separate contracts to two firms as originally specified. A Pre-Proposal Conference was held on Tuesday, September 29, 2026, at 10:30 a.m. EDT. The deadline for written questions was Friday, October 2, 2026, at 12:00 noon EDT, with responses issued on Friday, October 9, 2026. Due to late revisions, the proposal submission deadline was extended from October 20, 2026, to Tuesday, October 27, 2026, at 1:30 p.m. EDT at the Elizabeth Wilson School Support Center, 125 Electric Avenue, Decatur, Georgia 30030. Proposals must be submitted as one original and six printed copies with one electronic copy on a USB flash drive in a sealed envelope clearly marked with the offeror's name, address, telephone number, RFP number, and solicitation title. Award dates and contract term details were not yet determined at the time of this addendum.

The Pricing Proposal section requires offerors to submit hourly rates organized by attorney and paralegal classification, including any proposed blended or flat rates, retainers, minimum billing increments, travel charges, reimbursable expenses, litigation-related charges, and training rates. Offerors must identify services included at no additional charge and specify whether rates remain firm for the initial contract period. An administrative evaluation committee will evaluate all responsive proposals according to criteria established in Section VI.B of the RFP, with the committee's recommendation presented to the Board of Education for final approval. Board of Education members may serve on the evaluation committee alongside designated district administrative representatives, with committee member identities to be disclosed only after the evaluation process concludes. All other terms and conditions from the original RFP remain unchanged.
