About this file

This is an Award Recommendation Notice from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Procurement Office for RFP 260000002460, which solicited responses for a Pollution Prevention and Food Waste Reduction Technical Assistance Program contractor. The RFP was posted on SIGMA VSS on August 18, 2026, with a deadline for proposal submissions on September 21, 2026. Three bidders submitted proposals: Eastern Research Group, Inc.; Michigan State University; and WSP Michigan, Inc. The contract term is one year with an option for one additional one-year renewal. The evaluation process involved a Joint Evaluation Committee consisting of four EGLE representatives who assessed proposals across five technical criteria: General Requirements (15 points), Project Plan (25 points), Reporting (10 points), Key Personnel (25 points), and Vendor Questions Worksheet (25 points), for a total of 100 points.

Eastern Research Group, Inc., located in Concord, Massachusetts, was recommended for award with a score of 98 out of 100 and a proposed total project cost of $401,570.48. The evaluation committee determined that Eastern Research Group met all requirements of the RFP with only minor deficiencies noted regarding sample reporting documentation. Michigan State University scored 75 and WSP Michigan, Inc., scored 68, both falling below the acceptable threshold due to deficiencies in project approach detail, timeline feasibility, key personnel qualifications and experience, and reporting deliverables. The award recommendation is based on the bidder meeting technical requirements while offering the lowest price to the State of Michigan, pending State Administrative Board approval if applicable. Bidders not recommended for award may schedule a debriefing session with Solicitation Manager Lisa VanOstran at vanostranl@michigan.gov or 517-599-7680.
