ii. The Contractor shall furnish and place additional ONE WAY and NO TURN signs at business and residential driveway approaches, and at side streets, as required to maintain the correct traffic flow.
iii. Any sign moved to accommodate construction equipment shall be immediately reinstalled or repositioned to remain clearly visible to affected traffic at all times. If any required sign is removed, laid down, obscured, or otherwise not visible to affected traffic, and a flagger is not actively in place directing affected traffic, MDOT will assess a disincentive in the amount of $100 per hour, for each hour or portion thereof, until the signing is restored in accordance with the traffic control and safety requirements.
B. Portable Changeable Message Signs (PCMS) must be placed and functional 14 calendar days in advance and must display the requested message from MDOT before any commencement of traffic closure. No work shall begin without the PCMS board on site and displaying the requested message. The MDOT Program Manager shall request changes in message according to the work phase and lane closure in place. The PCMS board must be updated within 2 hours of request and updated prior to closing of any lanes/ramps. The PCMS board shall be moved closer to the work phase location as directed by the MDOT Program Manager or designee.
C. Maintain traffic in accordance with the following Maintaining Traffic Typicals [all Typicals may be found at MDOT - Transportation Standards and Special Details (state.mi.us)]. Changes or adjustments to the maintaining traffic typical may be necessary to fit field conditions, subject to approval of or as determined by the MDOT Program Manager. v. 110-TR-NFW-2L
vi. 112-TR-CLT D. Any additional cost for extra traffic devices used as per need of the Contractor will not be borne by MDOT. If there are frequent disturbances noticed on the Channelizing Devices, 42 inch Fluorescent, due to adjacent flow of traffic, Contractor will have to double base the cones for additional support without any additional charges to MDOT.
E. All work performed must be continuous. Should the Contractor stop working on the project for any reason, the Contractor must remove all temporary traffic control devices from MDOT Right of Way during any shutdown period, unless otherwise approved by the MDOT Program Manager.
F. If the MDOT Program Manager or designee determines the Contractor is not responsive in resolving traffic control non-compliance issues; or documents traffic control is deficient, inadequate or improperly placed, the Contractor will be notified with instructions for corrective action. Upon receipt of the notification of corrective action, the Contractor has 4 hours to correct the traffic control. If the traffic control cannot be corrected within the 4-hour time period, the Contractor will develop a written implementation schedule for the corrective action and submit the schedule to the MDOT Program Manager and/or designee within 1 hour of receiving the notification.
If the corrective action implementation schedule is not approved, or if the schedule is approved but is not followed, a contract price adjustment will be made in the amount of $100 per hour for every hour or portion thereof the improvements or corrective action remains incomplete as described herein. If improvements or corrections have not been made to the satisfaction of the Department, the contract will be adjusted until the traffic control is acceptable. Contractor is to stop work until the corrective action is completed.
G. The work will be performed under the Maintenance of Traffic (MOT) described for each specific location and as specified in the above-mentioned Traffic Typicals.
H. All Traffic Controls must be removed completely from the site within 7 days of last day of paving.
I. The quantities in Schedule B reflect the maximum number of devices that are required at one time to meet the Special Provisions for Maintaining Traffic.
J. Late or improper completion of Work will be subject to liquidated damages (see Section 14 Liquidated Damages).
3.7. Open to Traffic
Temporary or permanent pavement markings must be in place prior to opening the high friction surface treatment work to traffic. Temporary pavement markings will be Wet Reflective Type NR Paint. All areas must be swept clean of dirt and debris prior to open to traffic.
