About this file

This is an Award Recommendation and Evaluation Synopsis from the State of Michigan's Department of Technology, Management and Budget for RFP No. 260000001032 regarding the CEPI Education Data System Modernization project. The RFP solicited a contractor to develop and provide a unified platform for data collection and reporting application. The RFP was posted on February 3, 2026, with a proposal submission deadline of March 13, 2026. Six bidders submitted proposals: Level Data LLC, Applied Enterprise Management Corporation, World Wide Technology LLC, Kyndryl Inc, Resultant LLC, and FocalPointK12 LLC. The contract term is three years with up to seven one-year renewal options. A Joint Evaluation Committee consisting of representatives from DTMB, CEPI, the State of Mississippi, and the Michigan Department of Education evaluated proposals against five technical criteria totaling 100 points: Project Scope Schedule A (Sections 4-16, 25-26) at 35 points, Project Scope Schedule A (Sections 22-24) at 20 points, Contractor Key Personnel at 20 points, Vendor Questions Worksheet and References at 15 points, and Acceptance of IT Professional Services Contract Terms and Conditions at 10 points.

Applied Enterprise Management Corporation received the highest technical evaluation score of 98.75 points, followed by Resultant LLC at 82 points, Kyndryl at 75.5 points, and World Wide Technology at 72.25 points. FocalPointK12 LLC and Level Data LLC were marked non-responsive for failure to include Schedule B and failure to meet licensing requirements respectively. After oral presentations and pricing evaluation, Applied Enterprise Management Corporation submitted best and final pricing of $10,984,310.00 during negotiations, compared to Resultant LLC's base contract price of $25,558,880.75. The State Administrative Board recommended award to Applied Enterprise Management Corporation in the amount not to exceed $10,984,310.00 based on the bidder's superior technical score combined with significantly lower pricing, representing the best value to the State of Michigan. Unsuccessful bidders may schedule debriefing sessions with Solicitation Manager Angela Wright at 517-899-4646 or wrighta33@michigan.gov.
