About this file
This is an Award Recommendation Notice for RFP 260000000351 issued by the Michigan Department of Technology, Management, & Budget's Procurement Office for Statewide Marketing and Advertising Services. The RFP solicited proposals from qualified contractors to provide comprehensive marketing and advertising services to the State of Michigan. The RFP was posted on SIGMA VSS on January 8, 2026, for a 37-day period, with proposals due on February 13, 2026. The contract term is three years with up to two renewal options. A total of 16 bidders submitted proposals by the deadline. The evaluation process consisted of two steps: an initial technical evaluation scoring bidders on their Statement of Work responses and vendor questionnaires, with a minimum threshold of 168 points required to advance, and a second step involving oral presentations before a Joint Evaluation Committee for qualified bidders. Seven bidders advanced to oral presentations, which lasted no longer than three hours and evaluated each bidder's ability to present strategically sound marketing solutions.
Seven bidders were recommended for award in equal amounts of $3,000,000 each: Brogan & Partners Advertising Consultancy, Inc.; Gud Marketing, Inc.; King Media, Inc.; Lambert Global LLC; Michigan Blueprint Strategies dba Change Media; Nove Communications, Inc. dba LKF Marketing; and Simons-Michaelson-Zieve, Inc. These bidders were selected based on best value determinations considering strength of proposed strategy and approach, creative capability, relevant experience, past performance, and acceptance of contract terms. Initial pricing evaluations included variable blended hourly rates ranging from $118 to $160 per hour and media placement agency fee commissions varying by spending tier. Six of the seven qualified bidders submitted revised pricing in a second round, offering reduced rates. The award recommendation is pending State Administrative Board approval, and the Notice of Intent to Award was dated April 30, 2026. Unsuccessful bidders were invited to schedule debriefing sessions with Solicitation Manager Marissa Gove to understand the State's rationale for non-award.
