About this file

This is an Award Recommendation and Evaluation Synopsis document issued by the Department of Technology, Management, & Budget's Procurement Office for the State of Michigan regarding RFP 260000000042 for Financial & Strategic Consulting and Advisory Services. The RFP was posted on November 7, 2026, with proposals due on November 26, 2026. Seven bidders submitted proposals: Baker Tilly Advisory Group, Crowe, Guidehouse, KPMG, Plante Moran Realpoint, Watson & Yates, and Bean Consulting & CO. The contract term is three years with up to five renewal options. The evaluation process consisted of two steps: a technical evaluation scored out of 100 points, with a minimum threshold of 80 points required to advance, followed by oral presentations for the top five bidders scored on company background, case study response, and vendor experience. The State announced its intention to award the contract to Guidehouse on February 27, 2026, pending State Administrative Board approval.

The award recommendation to Guidehouse is in the amount of $13,000,000.00, based on the company's superior performance across both evaluation phases, achieving perfect scores of 100 points in both the technical evaluation and oral presentation components. Guidehouse's pricing structure includes hourly rates ranging from $80 for para-professional support to $370 for partner-level services. The evaluation determined that Guidehouse provided the best value to the State of Michigan based on its responsive and responsible proposal, superior experience with the scope of work, and competitive pricing. None of the bidders qualified as Service-Disabled Veteran Owned Businesses or Geographically Disadvantaged Business Enterprises. Unsuccessful bidders are encouraged to contact the Solicitation Manager, Adam Ashley, to schedule debriefing sessions regarding the State's rationale for non-selection.
