About this file

This document is RFP Attachment A for the City of Bartow, Florida's Electric System Inventory project, serving as the facility inventory item rules and appendices that define data collection requirements, acceptance criteria, and project specifications. The City of Bartow seeks a comprehensive audit of its electric distribution infrastructure to update its Geographic Information System (GIS) database and Cartegraph OpenGov Enterprise Management system. The project requires detailed documentation of overhead and underground electrical facilities across the city's service territory, including approximately 13,359 poles with attachments, 2,208 overhead transformers, 5,278 streetlights, 1,372 pad-mounted transformers, 13,600 meters, and various other electrical infrastructure components such as switches, capacitors, reclosers, and fuses. Data collection must follow detailed specifications outlined in Appendix A, capturing both geographic location data and comprehensive attribute information for each facility type. The contractor must achieve a 98.0% accuracy rate for feature capture and placement with sub-foot positional accuracy of 0.3 meters, and must deliver data in ESRI-compliant geodatabase format with all required feature classes and attributes properly populated.

Quality assurance and quality control procedures require complete feature validation on initial deliveries and sampling verification on subsequent submissions, with the contractor responsible for correcting errors exceeding the 2.0% threshold. The contractor is responsible for 100% accuracy in ESRI database compliance, including proper feature class structure, attribute population within legal value ranges, and correct lookup table linkages. All source materials are provided in digital format, including Polk County Landbase files, subdivision maps, and legacy paper records from Bartow's AS400 Meter Master File and Versaterm systems. The bid structure requires per-unit pricing for poles with all attachments, service locations, underground facilities, primary conductor phasing, phase tags at specified locations, and pole photographs. The contractor must provide redelivery with 99.0% accuracy for corrected errors, with problem/action report responses required within 48 business hours, and approved change orders effective 30 days after execution.

Acceptance Criteria and QA/QC Procedures

A set of acceptance criteria will be established to allow both the contractor and Bartow to objectively identify when delivered products are accepted. There are both manual and automated processes that will be necessary to follow to assure that the products meet the specifications.

1. The contractor is responsible for achieving a 98.0% accuracy rate for the capture of required feature elements as defined in the scope of work. Accuracy is defined as the existence, completeness and placement (state plane coordinates) of the geographic features or data. The contractor is responsible for achieving a positional accuracy of 0.3 meters (sub-foot) for the placement of all geographic features. If more than 2.0% of the geographic features are in error, the contractor shall be responsible for correcting the errors identified by Bartow. If fewer than 2.0% of the geographic features are in error, then Bartow shall be responsible for correcting those errors in house.

2. The contractor is responsible for achieving a 98.0% accuracy rate for the capture of required feature attribute data. Accuracy is defined as the existence and completeness associated with the geographic feature(s). If more than 2.0% of the attribute data is in error, the contractor shall be responsible for correcting the errors identified by OEU. If fewer than 2.0% of the annotation is in error, then Bartow shall be responsible for correcting those errors in house.

Quality Assurance Project Plan (QAPP)

1. A complete check will be done for the first deliveries to confirm that the contractor is doing the work correctly.

A complete feature check will allow Bartow to confirm that the ESRI feature classes and geodatabase contain all of the required features (98%). The goal is to reach a level of confidence in the contractor's work so that a sample check can be used to check the remainder of the coverage.

Bartow will select a random sample of the features to field validate. This sample will be compared to the data submitted by the contractor.

2. A sample check will be done on subsequent submissions until a delivery falls below the acceptable level of accuracy. At this point a complete check is performed on the current delivery. This is to confirm that the problem is isolated to this delivery and not a decline in quality or the introduction of a systematic problem in the contractor's process. The problem could be caused by a change in personnel, corrupt software or lack of attention.

3. The contractor is responsible for achieving a 100.0% accuracy rate for ESRI feature classes and geodatabase complying with the database design specifications. This criteria defines the structure of the feature classes and geodatabase.

Database checks will use scripts to check for the following criteria:

Criteria QA/QC Check Script None of the features that are defined in the database design as having a database record will be missing a database record.

Use an ESRI system script to compare features with records.

Features must correspond to their specific database record.

Use ESRI systems to check features are linked to correct record.

Attributes are populated with legal value ranges. Use frequency analysis and compare field values against valid lookup table codes. ESRI feature class domains may be applied to enforce legal values at

A-2 the field level and prevent invalid entries during data collection.

Database fields will be defined per the database design.

Run script on the database to check definitions.

The number of database fields will match the database design.

Run script on the database to check definitions.

Look up tables are linked to the correct tables and fields.

Use ArcGIS Pro scripts to verify lookup table linkages and confirm related tables contain a unique identifier field in both the feature class and related table. ESRI feature class domains provide an additional enforcement layer to ensure only valid values are used in designated fields.

4. The contractor is responsible for achieving a 98.0% accuracy rate for the capture of the required database attributes when compared to the requirements. If more than 2.0% of the database attributes are in error, the contractor shall be responsible for correcting the errors identified by Bartow. If fewer than 2.0% of the database attributes are in error, then Bartow shall be responsible for correcting those errors in house.

This criteria is dependent on the quality and completeness of Bartow 's source documents. QA/QC checks for criteria #3 will confirm that the definition of the field is correct. The Owner will check that the data in the fields is correct by comparing the original source with the deliverable. A sample check will need to be made to confirm that the attribute data is correct. The volume of data will not allow a complete check of the data in each field for each record.

Confirmation Plots and Digital Files If redelivery by the contractor is needed, then the contractor is responsible for achieving a 99.0% accuracy rate for correcting true errors identified by Bartow. Errors identified by Bartow that are subjective (interpretive) and/or are due to source errors will not be subjected to or considered in the acceptance rating.

Other Acceptance Criteria Errors generated by the contractor due to conflicts that exist between source document(s) will not be subjected to or considered in the acceptance rating. This excludes conflicts that were resolved between the contractor and Bartow via problem/action reports or any other documented method.

The use of problem / action reports used to identify and resolve problems shall be at the sole discretion of the contractor. Responses are due within 48 hours (two business days) of receiving the problem / action report.

Non-responses to problem / action reports will not be subjected to or considered in the acceptance rating.

Any errors contained within Bartow supplied data/documents, or any errors caused by Bartow supplied data/documents not specifically identified as being within the scope of work to find and correct, will not be subjected to or considered in the acceptance rating.

Anomalies which the contractor cannot resolve shall be brought to the attention of Bartow and will not be subjected to or considered in the acceptance rating, regardless of whether they are flagged.

The contractor is not responsible for "errors" generated due to proposed/pending change orders and these

"errors" will not be subjected to or considered in the acceptance rating. Change orders must be agreed to by both the contractor and Bartow and formally documented for a change order to be implemented in the conversion process. Approved change orders do not affect the error calculation formulas and specifications until 30 days after execution.

Source Materials

All source materials are provided in digital format.

Bartow System:

1. Digital file of Polk County Landbase with Bartow service territory, Bartow city limits and map grid overlay

2. Digital files of subdivision maps.

LEGACY PAPER RECORDS

Subdivision Maps

We have a mixture of paper and digital maps of underground subdivisions showing conductor size and phases, transformer and vault locations and phasing, and secondary vaults and conductor. Most underground facilities are labeled in the field with identification numbers and phasing that corresponds to the subdivision maps.

INCODE DATABASES

METER MASTER FILE (AS400)

(EMINQUIRE)

Each electric meter location is given a nine-digit assigned account number that stays with that location.

The first seven digits remain the same, the last two digits will change as new tenants move into a location.

Meter numbers are recorded for each account.

Identified Data:

Meter Number, Current Account Number, Customer Address (billing address), Customer Address (used to identify true location), Serial Number for Meter – identified on meter can, stock number (type of meter), number of phases, Date set, date removed, rotation (rotation of phases for three-phase customer)
