The solicitation, posted on February 17, 2026, requested proposals for a contractor to manage the WIC Infant Formula Rebate Program and received two responsive bids by the April 8, 2026 deadline. The program requires the contractor to supply three categories of milk-based infant formula: powdered, liquid concentrate, and ready-to-feed formulas, along with associated rebate calculations, quality assurance, data management, and transitional services as detailed in the Statement of Work.

Both Abbott Laboratories, Inc. and Mead Johnson & Company, LLC passed all mandatory Step 1 requirements, including compliance with Schedule C responses, wholesale price list submissions, federal Food, Drug and Cosmetic Act registration, product specifications, and standard contract terms. In the Step 2 pricing evaluation, Mead Johnson & Company, LLC submitted the lowest total monthly net price at $38,223.023 compared to Abbott Laboratories' $232,243.763, resulting in the award recommendation to Mead Johnson & Company, LLC. The contract is structured as a no-cost agreement with the contractor obligated to pay rebates to the State of Michigan. The Joint Evaluation Committee, consisting of five voting members from MDHHS divisions, made this determination based on responsive proposals meeting all established criteria and the statutory requirement to select the lowest-priced qualified bidder.
