About this file
This is an Addendum No. 1 (Questions and Answers) document for RFP 26-02 issued by the Los Angeles Community College District (LACCD) for broker services providing international student medical insurance coverage compliant with F-1 and M-1 Visa regulations. The RFP seeks a broker to assist with placement and servicing of medical insurance for approximately 900 actively enrolled international students (of approximately 3,000 total international students) across LACCD's nine colleges. The selected broker will be responsible for obtaining final carrier quotes post-award, managing enrollment and waiver processes, and providing ongoing administrative support. The insurance plan must be written on A-rated paper and cover all nine colleges under a single non-ACA benefit plan with mandatory participation. The questions submission deadline was February 11, 2026, at 2:00 p.m. Pacific Time, with proposals due February 25, 2026, at 2:00 p.m. Pacific Time. Short-listed proposers are scheduled for interviews on April 1, 2026, with a tentative award date of April 8, 2026, and Board approval anticipated on May 6, 2026. The initial contract term is three calendar years with options to renew annually for up to two additional one-year terms, for a maximum of five years. Program implementation and coverage effective dates will align with the beginning of the academic year (August 15).
The RFP is a broker-only procurement; proposers are not required to submit formal insurance plan designs, pricing, or carrier quotes at proposal stage. The District will provide four years of claims, enrollment, premium, and plan design data to the awarded broker for carrier marketing post-award. Health center services are free for all students and do not bill insurance. Students may purchase optional dependent coverage directly with the insurer rather than through the District. Waiver eligibility is available only for students supported by their country consulates with proper certification. All nine colleges are required to participate, and the District automatically enrolls qualified international students each term. The RFP emphasizes a broker-only selection process, with the District indicating this is "not relevant" to disclosure of historical claims loss reports, current broker fees, plan design changes, large claimant details, enrollment breakdowns by age group, and institutional pain points. Proposers must be licensed to conduct business in California and acknowledge receipt of all addenda in their responses.
