About this file
This addendum to RFP #26-018 issued by the Town of Dumfries, Virginia modifies the original request for proposals for Quantico Creek Restoration Phase III Engineering and Consulting Services. The addendum clarifies and updates requirements for qualified professional engineering firms to provide assessment, design, permitting, and related consulting services for the restoration project. The document addresses amendments to the scope of work, technical specifications, and submission requirements established in the original RFP, ensuring bidders have current and accurate information for proposal preparation. Specific modifications outlined in the addendum supersede corresponding sections in the base RFP and must be incorporated into all bid submissions to maintain compliance and eligibility for consideration.
The addendum serves to harmonize the procurement requirements with project developments, stakeholder feedback, or regulatory considerations that emerged following the initial RFP release. All prospective bidders are required to acknowledge receipt and understanding of Addendum #1 as part of their proposal submission. Failure to incorporate the addendum requirements may result in proposal rejection or non-responsiveness determinations during the evaluation process.

RFP# 26-018 QUANTICO CREEK PHASE III ENGINEERING AND CONSULTING SERVICES –
(Addendum #1)
4. QUESTION: How does the Town anticipate managing the timeline and regulatory overlap between the assumed Phase II LOMR review/approval by FEMA and the initiation of Phase III hydraulic modeling and floodplain permitting?
TOWN RESPONSE: There was no Phase II Letter of Map Revision (LOMR). Accordingly, there is no
Phase II LOMR review or approval by FEMA to coordinate with the initiation of Phase III hydraulic modeling and floodplain permitting.
5. QUESTION: Does the Town anticipate that the selected firm will need to execute a formal sediment sampling and chemical characterization plan (e.g., testing for environmental contaminants) to evaluate the permitting feasibility and disposal options for the dredging alternatives, or will this rely on existing desktop data?
TOWN RESPONSE: Yes. The Town anticipates that the selected firm will need to perform formal sediment sampling and chemical characterization, including testing for potential environmental contaminants, to evaluate permitting feasibility and disposal options for the dredging alternatives.
6. QUESTION: The scope references evaluating opportunities and constraints for multimodal trails or bicycle paths within or adjacent to the project corridor. Does the Town expect the offeror's project team to include transportation/civil trail design or is this evaluation intended to be a high-level desktop spatial constraint check?
TOWN RESPONSE: The Town's intent is for the consultant to evaluate feasibility, opportunities, constraints, and potential locations for multimodal trails or bicycle paths at a higher conceptual level. Actual transportation/civil trail design is not required as part of this evaluation.
7. QUESTION: Regarding the requirement for stream-flow and precipitation monitoring during the assessment phase, does the Town have existing hydrological gauge data from Phase II/prior studies to utilize, or is the selected firm expected to deploy physical monitoring equipment for a specific duration prior to finalizing the Alternatives Analysis?
TOWN RESPONSE: Yes. The Town has existing hydrological gauge or monitoring data from Phase II or previous studies that the selected firm may utilize. The Town has not provided additional direction requiring deployment of physical monitoring equipment for a specific duration at this time.
