About this file

This is a Request for Proposals (RFP) issued by the City of Fairburn, Georgia, for comprehensive zoning updates and related ordinance modernization services. The City seeks qualified consultants to develop a modern, user-friendly zoning ordinance with clear standards, graphics, tables, and predictable procedures that align with adopted policy direction and enhance administrative efficiency. The project encompasses four primary tasks: Task A—a complete zoning ordinance rewrite based on existing audit findings and adopted plans, including district updates, modernized use tables, parking standards, procedure revisions, and minimum four public presentations and six stakeholder interviews; Task B—a sign ordinance rewrite with content-neutral regulatory structure and district-based standards; Task C—overlay district review and modernization; and Task D—consolidation and codification of citywide design standards into an enforceable framework with minimum thirty regulatory graphics. An optional pre-proposal conference will be held via Microsoft Teams on June 4, 2026, at 10:00 a.m. Questions must be submitted by June 11, 2026, at 4:00 p.m., and proposals are due by 2:30 p.m. local time on June 23, 2026, submitted electronically through Bidnet. Award notification will be sent via email, and the contract is structured as a possible multi-year agreement with three-year renewal options.

Pricing must be submitted as lump sum fees separated by individual task, with detailed cost breakdowns including all labor, meetings, travel, materials, administrative costs, and deliverables. The City has not designated any set-asides and will evaluate proposals based on responsiveness and completeness (pass/fail), experience and qualifications (25%), work plan and schedule (25%), environmental protection and safety measures (15%), total price and value (25%), and references and past performance (10%). The City reserves the right to award based on best overall value rather than lowest cost. Contractors must comply with Georgia's E-Verify federal work authorization requirements, provide proof of drug-free workplace certification, submit non-collusion and debarment affidavits, and maintain insurance coverage including commercial general liability of $500,000, professional liability of $500,000, and automobile liability of $500,000. No specific funding source or amount is identified in the RFP, though the contract documents indicate the City has established necessary funding through a combination of local, state, and federal sources.
