About this file

This addendum document amends RFP 26-0001 issued by Sherwood School District for Landscape Maintenance Services covering the contract period 2027-2029. The addendum provides clarifications and modifications to the original request for proposal, which seeks landscape maintenance services for district properties. The document outlines revised specifications, requirements, or procedural instructions that supersede or supplement the original RFP terms. Bidders are required to acknowledge receipt of this addendum as part of their proposal submission. The submission deadline and all other procedural requirements remain subject to the instructions contained in the original RFP, with proposals to be submitted via email rather than through OregonBuys.

The addendum addresses specific modifications to the original solicitation requirements, including any changes to scope of work, pricing schedules, evaluation criteria, or submission procedures. All prospective bidders must incorporate the addendum terms into their proposals to ensure compliance with the updated solicitation requirements. Failure to acknowledge and address the addendum provisions may result in proposal rejection. The district retains the right to award contracts based on best value considerations outlined in the original RFP and as modified by this addendum.

RFP 26-0001

Addendum 001

9/30/2026 This document captures responses to questions received from 9/23/2026-9/29/2026.

Q1: For RFP 26-0001, may a prime Proposer satisfy the Oregon Landscape Contractors Board licensing and Oregon Department of Agriculture Commercial Pesticide Applicator licensing requirements identified in Section IV through an identified subcontractor and the subcontractor's licensed key supervisory personnel, subject to the District's approval of the subcontract? Or must the prime Proposer itself hold the applicable business license(s) and directly employ the required licensed personnel?

A1: The prime Proposer must itself hold an active Oregon Landscape Contracting Business (LCB) license. A prime Proposer may not satisfy the primary LCB license requirement through a subcontractor.

If the prime proposer wishes to subcontract out pesticide application, they may do so subject to District approval. A prime Proposer may satisfy chemical/pesticide application requirements by utilizing a designated, fully qualified subcontractor, provided that:

● The subcontractor meets ODA requirements for pesticide application in public schools.

● The subcontractor and key supervisory personnel are clearly identified in the proposal, properly licensed, and approved by the District prior to contract execution.

Q2: Will you please provide a map showing the property lines for each location?

A2: Maps are available here for each location:

Q3: Is this prevailing wage?

A3: No, this is not considered a prevailing wage project, according to BOLI. It is maintenance landscaping work on the grounds of an existing building and is not part of a major building renovation.

For example, the PWR law does not apply if maintenance landscaping work such as mowing or pruning is performed on the grounds of an existing building where no other work is being performed. If the same landscaping is part of a major building renovation, however, then it is covered work.”

Q4: The RFP indicates there is no pre-proposal conference. Will there be an official walkthrough of each site? If no walkthrough is planned, may we visit the sites independently to assess their landscaping needs? If so, please let us know any scheduling, access, or check-in requirements.

A4: There is no walkthrough planned. Visits may occur per district policy, which specifies visitors are generally allowed on school grounds outside of school hours. School hours are defined as follows:

● District Office & Elementary Schools: 7:30-2:30

● Sherwood Middle School: 8:15-4:00

● Sherwood High School: 7:50-3:50

● Cipole (Transportation) can be viewed from outside of the property’s fencing.

Q5: Are property maps available showing the boundaries and areas included in the maintenance scope for each site?

A5: Maps are available here for each location:

Proposers must acknowledge receipt of this Addendum in accordance with Section V, Attachment A, Item 11 and submit it with their proposal response. Failure to acknowledge all addenda may result in proposal rejection.
