About this file

This is Addendum 1 to a Request for Proposal issued by the South Dakota Department of Agriculture and Natural Resources, State Fair Division, for grandstand video screens and services. The addendum corrects the proposal submission deadline from January 5, 2026, to January 12, 2026, at 5 PM CT. The contractor will provide video display equipment and technical services for five main grandstand events during the annual South Dakota State Fair for calendar years 2026 through 2030. Required equipment includes two 11' x 19' Daktronics 10mm displays (or equivalent alternative sizes meeting minimum dimensions), a Tricaster Switcher with backups, LED technician support, a four-camera shoot with camera operators and switcher/director, instant replay capability with Daktronics timing for two nights of bull riding, timing clock integration, and approximately 500 feet of camera feeder cable with additional cabling for cameras and displays. Video screens must be delivered and set up by 3 PM on Wednesday and torn down by 4 AM Monday of the respective fair dates. The contractor is responsible for setup, operation, strike, lodging, and all necessary equipment for safely rigging and suspending video screens. The State Fair will provide schedules, permits, logo and commercial content, 208-volt 3-phase power with 100-amp service, structures for screen mounting, two 4' x 8' staging decks for camera positions, and meal service. Inquiries concerning the RFP must be submitted by December 12, 2025, to Bella Philips at bella.philips@state.sd.us, with responses provided by December 19, 2025. The anticipated award decision is scheduled for January 28, 2026. The contract term is five years, commencing January 1, 2026, and ending December 31, 2030.

The RFP requires offerors to submit detailed annual pricing on a per-year basis, itemizing all costs associated with providing equipment and services, including personnel expenses, travel, and lodging. No specific budget amounts, set-asides, or incumbent information are provided in the addendum. Evaluation criteria are ranked in order of importance as follows: familiarity with the project locale, availability to the project locale, resources available to perform work within specified timeframes, cost, specialized expertise and technical competence, record of past performance including price and cost data from previous projects, proposed project management techniques, and ability to handle special project constraints. Offerors must submit an original and one identical copy of the proposal, signed in ink by an authorized officer, along with one electronic copy in Microsoft Word or PDF format. Proposals must include the completed RFP form, a one-to-two-page executive summary identifying any unmet requirements and proprietary information requests, a detailed response addressing each requirement point-by-point, and a separate cost proposal with itemized costs per item and estimated total annual costs. The State reserves the right to reject any or all proposals, waive technicalities, conduct oral presentations and on-site visits, and negotiate with the highest-ranked offeror, potentially proceeding to subsequent offerors if negotiations fail. Offerors must certify compliance with debarment and suspension requirements, non-discrimination standards, foreign entity ownership prohibitions, and restrictions on boycotts of Israel for entities with five or more employees bidding contracts exceeding $100,000.

The team may review references, require oral presentations, and conduct on-site visits to Offeror accounts and use the results in evaluating the proposals.

6.2 Meeting Terms and Conditions: Proposals will be reviewed to determine if required terms and conditions are met. Failure to meet the required terms and conditions may result in the proposal being rejected. If all Offerors fail to meet one or more of the required terms and conditions, the
