About this file
This is an Award Recommendation Notice issued by Michigan's Department of Technology, Management, & Budget (DTMB) Procurement Office for RFP 171-250000002999, the ORS IT Applications Modernization Project. The RFP solicited software development services to modernize the state's ORS (Operations and Revenue Systems) IT applications. The RFP was posted on SIGMA VSS on August 27, 2025, with a proposal due date of October 16, 2025. Three bidders submitted responsive proposals: HTC Global Services, Inc.; RSM US LLP; and Slalom, Inc. The contract term is 15 months with up to 72 one-month renewal options available. The Notice of Intent to Award was issued on May 18, 2026, and pending State Administrative Board approval, the award has been recommended to RSM US LLP.
RSM US LLP, located at 30 South Wacker Drive, Suite 3300, Chicago, Illinois 60606, has been recommended for award at a base contract amount not to exceed $5,675,674.00, comprising Phase 1 implementation fees of $749,229.00 and Phase 2 implementation fees of $4,926,445.00. This award recommendation was based on RSM's technical evaluation score of 88.25 out of 100 points (the highest among the three bidders) and its overall best value proposition to the State when combined with pricing and past performance considerations. The evaluation committee determined that RSM demonstrated superior capability in meeting the technical requirements across most evaluation criteria, including project scope, schedule documentation, and personnel qualifications. Bidders not recommended for award may request debriefing sessions with Solicitation Manager Angela Wright at wrighta33@michigan.gov or 517-899-4646.
