About this file

This document is a Bidders Questions and Answers (Q&A) file for Request for Proposal (RFP) No. 250000002171 issued by the Michigan government for a Qualified Residential Treatment Program (QRTP) Independent Assessment. The RFP seeks an independent third-party vendor to conduct comprehensive assessments of residential treatment programs for youth, specifically using the CANS (Child and Adolescent Needs and Strengths) assessment tool. The assessment requires interviews with specific individuals, documentation of contact attempts, and various reporting requirements, including weekly project activity reports, monthly CANS analysis reports, and comprehensive overview reports.

The RFP indicates that current Child Care Institution (CCI) contractors are explicitly disqualified from bidding on this proposal to ensure independence. The pricing schedule includes anticipated unit volumes per contract year, though specific dollar amounts are not detailed in this Q&A document. Vendors are permitted to use their own document templates for responses and can include project-specific headers and footers. The state will provide IT policies and standards upon request, and has confirmed continued use of the existing CANS version developed for the Michigan QRTP program. Notably, onsite evaluations are not a mandatory requirement for the assessment, which provides flexibility in assessment methodology.
