V. Oral Presentations The JEC chose to move forward with the three bidders selected for oral presentations due to their demonstrated capacity to meet the RFP requirements through their internal resources and expertise. Each of these bidders presented a qualified team with relevant experience across the key components of the RFP. Additionally, their proposals demonstrated a cohesive approach, with the majority of tasks managed directly by their own staff. This in-house capability ensured better oversight, communication, and consistency. While all three bidders planned to utilize subcontractors for certain portions of the work, they would ensure that at least 20% would be awarded to Michigan-based Geographically Disadvantaged Business Enterprises (GDBEs), in compliance with the RFP requirements.
